Week of July 3, 2006
The Grant County Commissioners' session was called to order at 9:00 a.m. with
Commissioners Stevens and Moore in attendance with the Clerk of the Board. Commissioner
Allison was excused.
The Commissioners approved the request of the Emergency Management Director for a
budget transfer within Fund #144, Department #102 in the amount of S3,600 00, due to unforeseen
expenditures.
The Commissioners approved the request of the Public Defender Supervisor for $1,400 00 to
cover the cost of providing a Continuing Legal Education seminar for the counties contracted public
defenders The funds will be issued from the Public Defense Budget.
The Commissioners received and approved for distribution a request to initiate the Sick
Leave Donation Policy for an employee of District Court.
The Commissioners approved the recommendation of the Human Resources Director for
the starting wage for Teresa de Jesus Obregon, Grant Mental Healthcare, and approved the hire
date of July 17, 2006
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42 24 080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42 24 090, in the amounts of $61,089.53
and $1,165,602 50, as recorded on a listing and made available to the Board
The Commissioners signed the Public Works Claims Fund Voucher Approval No 06-1
through No 06-109 in the total amount of $683,203 91, as recorded on a listing and made available
to the Board.
As there was no further business to come before the Board the session was continued
until July 5, 2006.
July 5, 2006
The session was continued at 9:00 a.m. with Commissioners Stevens and Moore in
attendance with the Clerk of the Board. Commissioner Allison was excused.
The Chair of the Board was authorized to sign a Notice of Liquor License Application
Assumption from Trinidad Trading Post, 9967 Road W-8 NW, Quincy, WA 98848; applicant is
Skillman Enterprises, Inc , Troy Skillman and Loire Skillman.

The Commissioners approved the May 1, May 8, and May 15, 2006 Commissioners
Proceedings.
The Chair of the Board was authorized to sign approval of the Special Occasion License
Applications of the Columbia Basin Rodeo Association, 3953 Airway Dr. NE, Moses Lake, WA
98837, and the Columbia Basin Elks, 814 N. Stratford Rd., Moses Lake, WA 98837, from the
Washington State Liquor Control Board
The Chair of the Board was authorized to sign a Letter of Understanding between Grant
County and Dingus, Zarecor & Associates PLLC, to assist with the preparation of the data for the
implementation of Government Accounting Standards Board (GASB) Statement No 34 — Basic
Financial Statements.
As there was no further business to come before the Board the session was continued
until July 10, 2006.
