Week of May 1, 2006
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the request of the Sage -n -Sun Committee to use the
Courthouse Lawn area, the lower level bathrooms, and parking lots for the 2006 Sage -n -Sun
Festival held June 8 through June 11, 2006
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42.24 090, in the amounts of $48,348 81
and $920,53 44, as recorded on a listing and made available to the Board.
The Commissioners signed the Payroll Final Register for the month of April, 2006.
The Commissioners held a public hearing regarding the Sheriff's Office request to
declare surplus their 2004 Sand Rail Chief Deputy Conklin described the Sand Rail and their
intent to trade it in for a 2006 Arctic Cat Prowler. The Arctic Prowler is strictly off road.
Commissioner Moore moved to close the public comment portion of the hearing, Commissioner
Allison seconded and the motion passed unanimously. Commissioner Allison moved to approve
the surplus of the Sand Rail and recognize that this trade will help the efficiency of the Sheriffs
Office. Commissioner Moore seconded and the motion passed unanimously. The hearing
adjourned.
The Commissioners approved for distribution to Elected Officials and Department Heads
Policy Memo 03-05 Revised, Monthly Timesheet Reporting.
The Commissioners met with the Public Works Director regarding- 1:30 p.m. Bid
Opening for the Rd 5 -NW Overlay project, 2:00 p.m. Hearing to Declare Surplus & Selling a
Mobile Home; Reimbursable Work Request for the City of Grand Coulee; Personnel Issue;
Longview School, HHW Event; and 521 Free Dump Tickets.
The Commissioners held the above referenced Bid Opening. A motion was made by
Commissioner Allison, seconded by Commissioner Stevens, to refer the bids to Public Works for
their review and recommendation. The motion carred with two Commissioners in attendance.
The Commissioners accepted the recommendation of the Public Works Director to
approve the Request to the County Road Department for Reimbursable Work for the City of
Grand Coulee.

The Commissioners held a public hearing regarding declaring as surplus and selling a
mobile home located at 4862 Grape Drive NE, Moses Lake. The Public Works Director
described the real property as a 2000 Champion Oakland Cottage Manufactured Home, TPO
+390791, Senal 417005230875, a doublewide manufactured home with 1233 square feet. They
are asking for the Board to set a minimum sell value, not less than $25,000 and it must be
removed from the lot within 60 days from date of sale. Assessor's assessed value $45,055 00
(excluding the value of the land). Commissioner Allison moved to close the public comment
portion of the hearing, Commissioner Moore seconded and the motion passed unanimously.
Commissioner Moore moved to approve the surplus of the Mobile Home and setting the
minimum sale amount at $25,000.00. Commissioner Allison seconded and the motion passed
unanimously. The hearing adjourned.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 2006 -155 -CC, a Resolution in the Matter of Declaring Surplus and Selling a
Mobile Home Located 4862 Grape Dr. NE in Moses Lake, WA, be passed. The motion carried.
The Commissioners signed Amendments to Geographic Information Interlocal
Agreements between Grant County and Grant County Health District for shared services.
The Commissioners signed a County Program Agreement, Working Capital Advance,
between Grant County and the Washington State Department of Social and Health Services
(DSHS) to specify the procedure by which DSHS will assess and adjust the Working Capital
Advance funds it provides to the County.
The Commissioners held a public hearing regarding Interim Regulation Extension. The
Planning Director explained Ordinance Nos. 06 -145 -CC and 06 -146 -CC which are related to
these regulations Commissioner Moore moved to close the public comment portion of the
hearing, Commissioner Allison seconded and the motion passed unanimously. The Planning
Director noted that these Ordinances were already passed and adopted so today's hearing is just
to take public comment, no action needs to be taken. The meeting adjourned.
The Commissioners signed a Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County Superior Court (Adult Felony Only) Full Time Contractor
between Grant County and Janette Peterson.
The Commissioners approved the recommendation of the Human Resources Director to
eliminate one (1) full-time Accounts Receivable Assistant position and add one (1) full-time
medical Team Assistant position and to classify the Medical Team Assistant position at Grant
Mental Healthcare.
The Commissioners approved the recommendation of Grant Mental Healthcare to accept
the bid from M&M Painting to paint the interior of the Grand Coulee office in the amount of
$3,66808

The Commissioners accepted the recommendation from the Human Resources Director
for the starting rate of pay for Kerry Retzel, Master Gardener Coordinator, WSU Extension, and
approved the hire date of May 1, 2006.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No. 06 -156 -CC, an ordinance relating to an amendment of the Grant County Unified
Development Code Chapter 23 12 Development Standards, be passed The motion carried with
two Commissioners present
The Commissioners approved the request of the Building Department/Fire Marshal's Office
to purchase new office furniture in the amount of $830 03, and a request to occupy a portion of the
West Section of their new office building.
As there was no further business to come before the Board the session was continued
until May 3, 2006.

The session was continued at 9:00 a.m. with Commissioners Stevens and Moore in
attendance with the Clerk of the Boat Commissioner Allison t� as excused.
The Chair of the Board was authorized to sign the John Dills (Dills Short Plat) Final Plat
Submission and Review, File #05-4325-01.
As there was no further business to come before the Board the session was continued
until May 8, 2006.
