Week of March 20, 2006
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the request of the Building Department/Fire Marshal's Office
to purchase a phone system from Columbia Telephone Services in the amount of $3,466.85.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42.24 090, in the amount $1,161,538 43,
as recorded on a listing and made available to the Board.
The Commissioners approved the recommendation of the Human Resources Director for the
Civil Service Secretary and the Grant Mental Healthcare Maintenance positions to receive retroactive
annual increases that were not applied in 2004, 2005, and 2006.
As there was no further business to come before the Board the session was continued until
March 21, 2006.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board
The Commissioners held a public hearing regarding a request from Ross Davidson of Desert
Aire Associates to change the Planned Unit Development Master Plan of Desert Aire to allow the
location of single family residential units in an area originally set aside for commercial development
in the Planned Unit Development of Desert Aire AND a minor zone change from Rural Village
Commercial to Rural Village Residential 1 in an area previously described as Tract "A". The subject
area is Planned Unit Development of Desert Aire located adjacent to Desert Aire No. 9 and lying
south of a private drive and north of the Desert Aire Airport property. When platted, this property
will intersect with Airport Way and is located within a portion of the east 1/2 of S 22, T 14 N, R 23, E
W M, and the west %z of S 23, T 14 N, R 23, E W M, Grant County. The parcel no. is 21688514,
further described as Tract A, Desert Aire, Division no 9, Phases 5 and 6 The applicant proposes a
PUD Subdivision which will include eleven residential lots. Commissioner Moore moved to uphold
the Planning Commission recommendation to approve the application, recognizing the nine
Conditions of Approval and twelve Findings of Fact Commissioner Allison seconded and the
motion passed unanimously The hearing adjourned
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No. 06 -134 -CC, a resolution approving an application from Ross Davidson, to amend the
PUD (Site Development Plan) for Desert Aire and a Minor Zone Change from Rural Village
Commercial to Rural Village Residential, be passed The motion carred.

The Commissioners met in executive session with Legal Counsel for 20 minutes regarding
litigation.
The Commissioners met with the Public Works Director regarding. 1:30 p in. Bid Opening
for Herbicide Materials 2006, Execution of Contracts for the Re -Striping Program 2006; Request for
Approval for the Facilities Maintenance Specialist, Local Agency Agreement Supplement for Rd 5 -
NW Road Overlay; Resolution for Notice of Hearing (Kooy) for the Intent to Vacate Trinidad Roads,
and 2.30 p.m. Hearing for the Intent to Close Viewmont Drive
The Commissioners held a Bid Opening for the Herbicide Materials 2006 project. A motion
was made by Commissioner Moore, seconded by Commissioner Allison, to refer the bids to Public
Works for their review and recommendation. The motion carried.
The Commissioners signed the Local Agency Agreement Supplement for the Rd 5 -NW
overlay project.
The Commissioners signed the contract for the Re -Striping Program for 2006 between Grant
County and Stripe Rite, inc
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 06 -135 -CC, a resolution in the matter of vacating a portion of a certain county road
right of way in the New Town of Trinidad Major Plat, be passed. The motion carred
The Commissioners approved the request of the Public Works Director to establish a new
position, a Facilities Maintenance Specialist.
The Commissioners approved the request of the Emergency Management Director for a
budget transfer within Fund #144, Department #102 in the amount of $5,364.88, due to unforeseen
expenditures
The Commissioners signed the Findings, Conclusions and, Notice of Final Decision
No. 06-001-F, in the matter of appeal of a Boundary Line Adjustment for Knapp/Anderson
The Commissioners held a public hearing regarding a budget extension for the Grant County
Health District for TB control in the amount of $1,950 00 Commissioner Allison moved to close the
public comment portion of the hearing, Commissioner Moore seconded and the motion passed
unanimously. Commissioner Allison moved to approve the budget extension as presented,
Commissioner Moore seconded and the motion passed unanimously The hearing adjourned

As there was no further business to come before the Board the session was continued until
March 22, 2006.
March 22, 2006
The session was continued at 9 00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners held a Bid Opening for the County Paper of Record. Bids were received
from the Quincy Valley Post Register in the amount of $1 99 per column inch; and the Columbia
Bann Herald in the amount of $2 99 per column inch Commissioner Moore moved to take all
information under review and make a decision at the Board's first meeting in April Commissioner
Allison seconded and the motion passed unanimously The meeting adjourned.
The Chair of the Board was authorized to sign the Steve Crowell (Crowell Short Plat), File
No. 05-4350-01; Earl and Vickie Hubsmith (Rainier Meadows Major Plat), File No.
03-3712-02; and the Steve Bates (Steve Bates Short Plat) File No. 04-3978, Final Plat Submissions
and Reviews.
The Commissioners signed an Amendment to Geographic Information Interlocal Agreements
between Grant County and the Grant County Public Utility District for shared services.
The Commissioners held a public hearing regarding an application from Drake's Mobile
Home Park to be entered into the Animal Control District Grant County Sheriffs Deputy Ledeboer
stated that he is in favor of the application If approved, all animals will have to have licenses and be
subject to the Ordinance regulating the Leash Law and barking. Commissioner Allison moved to
continue the hearing until April 5, 2006 at 1:30 pm to verify that a 60% majority of the occupants of
the Mobile Home Park are interested in the inclusion. Commissioner Moore seconded and the motion
carried
The Commissioners signed a Contract for Personal Services (Security) between Grant
County and Ronald L. Simpson to provide security services for the Moses Lake District Court office.
The Commissioners signed a Recording Fee Surcharge Distribution Agreement between
Grant County, the North Columbia Community Action Council, the Housing Authority of Grant
County and New Hope Domestic Violence/Sexual Assault Services for the sole purpose of
distributing funds obtained by the County as a result of RCW 32 22 178.
The Commissioners approved the request of the District Court Administrator to purchase a
radio from Day Wireless Systems in the amount of $769.62 for a Security Officer
The Commissioners approved the request of the Human Resources Director for an exception
to the maximum hourly rate of pay policy to hire a Human Resources Intern.

The Commissioners accepted the recommendation of the Human Resources Director to
promote Megan Smith to the GIS Coordinator position.
The Commissioners approved the salary, wage, and/or position changes as recommended by
the Human Resources Director for Megan Smith, Assessor's Office and Brook -Lyn Fankhauser,
Human Resources.
The Commissioners received and approved for distribution a request to initiate the Sick
Leave Donation Policy for an employee of District Court.
A motion was made by Commissioner Allison, seconded by Commissioner Stevens, that
Resolution No 06 -136 -CC, a resolution establishing an mterfund loan in the amount $510,000.00
for the Grant County Sheriff's Office Motor Unit, be passed The motion passed two to one
A motion was made by Commissioner Allison, seconded by Commissioner Stevens, that
Resolution No. 06 -137 -CC, a resolution relating to a supplemental extension in to 2006 budget of
the Grant County Sheriffs Fund No 001, Department No 114, in the amount of $658,500 00 for
operating costs of the new Motor Unit, be passed The motion passed two to one.

March 27, 2006.
