Week of May 9, 2405
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners held a public hearing regarding an Ordinance amending Chapter 8.40 of
the Grant County Code by adding the Beverly Sand Dunes area to the areas in Grant County in which
the use, possession and/or use of alcohol is prohibited ands other matters properly relating thereto.
Public comment was heard and discussion was held between the Board members. Commissioner
Moore moved to close the public comment portion of the hearing, Commissioner Stevens seconded
and the motion carried. Commissioner Moore moved to amend Chapter 8.40 of the Grant County
Code by adding the Beverly Sand Dunes area to the areas in Grant County in which the use,
possession and/or use of alcohol is prohibited and, other matters properly relating thereto.
Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -231 -CC, a resolution amending Chapter 8.40 of the Grant County Code by
adding the Beverly Sand Dunes area to the areas in Grant County in which the use, possession and/or
use of alcohol is prohibited and, other matters properly relating thereto, be passed. The motion
carried.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $720,777.29, as recorded on a listing and made available to the Board.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -232 -CC, a resolution/ordinance relating to an amendment of the Grant
County Zoning Map changing approximately 30.32 -acres owned by Don Swartz, located north of
State Highway 17 and southwest of the Grant County Airport, and is a portion of the NW '/q of
Section 32, Township 20 N., Range 28 east, W.M., Grant County (Parcel # 17-1040-000), be
passed. The motion carried.
The Commissioners approved the recommendation of the Human Resources Director for
the Grant County Fairgrounds Facilities Coordinator position to be reclassified in the
Compensation Plan from Band 2 to Band 4.
The Commissioners approved the minutes from the April 4 and April 11, 2005 sessions.
The Commissioners met in executive session for 20 minutes with legal counsel regarding
Consolidated Disposal Service, Inc. .
As there was no further business to come before the Board the session was continued
until May 10, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met with the Public Works Director regarding: RAP Contracts
involving Martin Rd., Beverly Burke Rd., and D -SE Road; Supplement number 1 Stratford
Road; Resolution for Notice of Hearing Vacation Road 23 NE; City of Quincy offer; and Road
E -SW.
The Chair of the Board was authorized to sign, at the recommendation of the Public
Works Director, a WA State Department of Transportation Local Agency Agreement
Supplement for construction funding on the widening of Stratford Road. The agreement was
sent to the DOT to obtain further signatures.
The Commissioners signed, at the recommendation of the Public Works Director, a State
of Washington County Road Administration Board (CRAB) Rural Arterial Program Project
Agreement for Construction Proposal for: D -SE Road, Project 1305-02; Beverly Burke Road,
Project 1305-01; and Martin Road, Project 1303-02. The agreements were sent to CRAB to
obtain further signatures.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -233 -CC, a resolution in the matter of vacating a portion of a certain county
road right-of-way for Road 23 -NE, road log number 50580, be passed. The motion carried.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll Vouchers #1-- 5, and General Fund
Vouchers #6 — 68, in the amount of $150,434.96, as recorded on a listing and made available to
the Board.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -224 -CC, a resolution relating to a supplemental extension in the 2005 budget
of Grant County Sheriff Office (fund #001 dept #114) from a WA Traffic Safety Commission
Grant in the amount of $3,500.00, be passed. The motion carried.
The Commissioners signed a Memorandum of Agreement regarding the Time Worked
Definition between Grant County and the Grant County Sheriff's Office, representing the Grant
County Sheriff's Office Corrections Unit.
The Commissioners approved and signed a budget transfer request from the Prosecuting
Attorney's office in the amount of $11,000.00.

until May 11, 2005.
May 11, 2005
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign the Paul Bernsen (Sand Castle Estates No.
2 Phase 5) Final Plat Submission and Review, File #98-2545-05.
The Commissioners approved and signed a budget transfer request from the Planning
Department in the amount of $2,300.00.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for: Sharon Moore and Cindy Lewis, Jail; Pam Young, Grant
Mental Healthcare; Brenda Cleis and Karen Maedke, Developmental Disabilities Residential;
Michele Haughton, Emergency Management; Tina Stoddard, Jerry Butler, and Robert Spence,
Building and Fire Marshall.
The Commissioners approved the hire date of May 23, 2005 for Lesa Eiffert and May 31,
2005 for Terri Greer, Grant Mental Healthcare.
The Commissioners approved the separation date of June 8, 2005 for Stephanie Ahrens,
Grant Mental Healthcare.
The Commissioners approved the recommendation of the Human Resources Director to:
increase staffing in the Building Department/Fire Marshal's Office by one (1) FTE Code
Technician/Code Enforcement Officer position; to approve the job description for the Code
Technician/Code Enforcement Officer position; to classify the Code Technician/Code
Enforcement Officer position at Band 11; and to change the job descriptions of the Building
Inspector/Fire Investigator and Code Enforcement Officer/Building Inspector/Fire Investigator to
maintain consistency.
As there was no further business to come before the Board the session was continued
until May 12, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.

The Commissioners signed the Public Works Claims Fund Voucher Approval No. 05-1
through No. 05-184 in the total amount of $2,110,812.64, as recorded on a listing and made
available to the Board.
The Chair of the Board was authorized to sign the Mark Peters (Mark Peters Short Plat)
Final Plat Submission and Review, File #04-3902.
The Chair of the Board was authorized to sign the Clint Brown (Clint Brown Replat)
Final Plat Submission and Review, File #04-4000.
As there was no further business to come before the Board the session was continued
until May 16, 2005. f K
