HomeMy WebLinkAboutResolution 05-333-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION No. 05-,333 -CC A RESOLUTION relating to a supplemental extension in the 2005 budget of the Grant County Sheriffs Office Fund #001, Department #114, due to unanticipated state and/or federal funds. WHEREAS, it has been brought to the attention of the Board of County Commissioners that unanticipated state and/or federal funds have been made available for the 2005 budget of the Grant County Sheriff t Office Fund #001, Department #114, in the amount of $48,596 24, and WHEREAS, RCW 36.40. 100 authorizes supplemental appropriations from unanticipated state and/or federal funds after publications of notice of the time and date of a public hearing at which the supplemental appropriations resolution will be adopted, and the amount of the appropriation, once each week, for two consecutive weeks prior to such public hearing in the official newspaper of the county; and WHEREAS, publication of the requisite legal notice was made in the Quincy Valley Post Register newspaper of Grant County on December 8 and 15, 2005, and said public hearing was held in the Grant County Commissioners Office, Grant County Courthouse, Ephrata, Washington; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the 2005 budget of the Grant County Sheriff s Office Fund #001, Department #114, supplemented and extended in the sum of $48,596.24 due to unanticipated state and/or federal funds according to the following schedule of categories and items. September 28`h, 2005 Leroy Allison, Commission Chair Deborah Moore, Commissioner Rich Stevens, Commissioner Board of County Commissioners Re: Budget Extension (Buffer Zone Protection Program Grant - $50,000) Homeland Security / Military Department Emergency Management Division Dear Commissioners, Over the course of this past summer (2005) I worked closely with the Washington State Military Department — Emergency Management Division (MDEMD) on a grant totaling $50,000. Titled as the Buffer Zone Protection Program (BZPP) grant the money is being made available through the Department of Homeland Security (DHS). The DHS had already identified the Wanapum sub -station (Bonneville Power Administration) as a site, which if targeted by terrorists (domestic/foreign), would have a significant impact on our region (multi -State). In conducting our own survey of this site with the MDEMD we learned that this site was shared with our local Public Utility District (PUD) with no barrier or division within the confines of the operation. The DHS was fairly specific in how these monies could be spent (no personnel) and after coordination with the MDEMD we have applied for these funds (not to exceed $50,000) identifying our and their needs being the purchase of night vision and counter sniper scopes and related equipment. The application has been submitted with the blessing of MDEMD who advise that this is generally a three or four review process by the DHS and the funding has already been approved for our office by the DHS. They advise that the only hold up will be the review of the application to ensure that all is in order in the items we requested to purchase meet the needs as identified by their process (which the MDEMD advises it does). I anticipate hearing from the DHS by mid-November and am requesting you authorize a budget extension in the amount of $50,000 for this purchase. I will note that although the total grant will be $50,000 as issued by the DHS, it is a reimbursement grant and we will actually receive no more than $48,500 as the MDEMD receives $1,500 off the top of each of these grants for their assistance in administering the process in each state.
