Week of May 16, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Chair of the Board was authorized to sign the Paul Bernsen (Sand Castle Estates
Plats 3 and 3A) Final Plat Submission and Review, File #03-3587 (98-2634-01).
The Chair of the Board was authorized to sign approval of the License Application of the
Moses Lake Golf and Country Club, Moses Lake, WA, from the Washington State Liquor
Control Board. Applicants: Lawrence and Sheri Jacobsen; and Tamp and Barbara Maiers.
The Commissioners signed the following agreements:
Working Agreement By and Between Grant County and Grant County
Prosecutor's Office, Teamsters, Food Processing Employees, Public
Employees, Warehousemen and Helpers Local No. 760, and Grant County
Prosecutor's Office Clerical Personnel, and effective January 1, 2005 to
December 31, 2005;
Working Agreement By and Between Grant County and Grant
County/District Court and Grant County District Court Employees'
Association, and effective January 1, 2005 to December 31, 2005; and
Working Agreement By and Between Grant County, Teamsters, Food
Processing Employees, Public Employees, Warehousemen and Helpers
Local No. 760, and Grant County Sheriff's Department Support Staff, and
effective January 1, 2005 to December 31, 2005.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -225 -CC, a resolution establishing the effective date of January 1, 2005 for
salaries and benefits for employees classified on the Grant County non -bargaining salary
schedule, be passed. The motion carried.
The Chair of the Board was authorized to sign a Washington Teamsters Welfare Trust
Subscription Agreement between the Grant County and the Grant County Sheriff s Department --
Sheriff s Support/Teamsters Local 760 for participation in a Collective Bargaining Agreement.
The Commissioners received and approved for distribution a request to initiate the Sick
Leave Donation Policy for an employee of the Sheriff s Office.

As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $1,624,625.03, as recorded on a listing and made available to the Board.
The Commissioners approved the April 18, 2005 session minutes.
The Commissioners approved a three percent (3%) general wage increase to the
Compensation Plan salary structure for Teamsters, Sheriff Support, Legal Secretaries, District
Court Association, and Non -represented employees, and for the Assessor, Auditor, Clerk,
Coroner, Prosecutor, Sheriff, Treasurer, and County Commissioners effective January 1, 2004.
The Commissioners approved for the Teamsters Sheriff s Support a one-time lump sum
cash payment of $336.00, less normal deductions. The Commissioners approved a one-time
$336.00 VEBA contribution for Teamsters, Legal Secretaries District Court Association, and
Non -represented employees, and for the Assessor, Auditor, Clerk, Coroner, Prosecutor, Sheriff,
Treasurer, District Court Judges and County Commissioners.
As there was no further business to come before the Board the session was continued
until May 17, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign the Jesus Aguilar (Aguilar Short Plat No.
1) Final Plat Submission and Review, File #03-3744; and Ruben & Maria Ramirez (Crook
Estates Replat #4) Final Plat Submission and Review, File #02-3514.
The Commissioners met with the Public Works Director regarding: Authorization to Call
for Quotes, Central Shop Heating System Retrofit; Resolutions Initiating CRP 05-20a/Rd. 13 -
NW, Initiating CRP 05-20b/Rd. 3.3 -SE, and Initiating CRP 05 -04/E -SW Damage Repair; Road
District #3/Royal City/Truck Driver Joe Iverson; City of Quincy Offer for Road Dist. #3 Shop;
Vacation Request for Willow Springs Road; Annual Financial Report; Mattawa Free Dump
Health Dept. & Code Enforcement; and Northlake Road Ribbon Cutting.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -226 -CC, a resolution in the matter of initiating County Road Project CRP No.
05-04 known as E -SW, be passed. The motion carried.

A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -227 -CC, a resolution in the matter of initiating County road Project No. 05-
20a known as 13 NW, be passed. The motion carried.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -228 -CC, a resolution in the matter of initiating County road Project No. 05-
20b known as 3.3 SE, be passed. The motion carried.
The Commissioners signed the Authorization to Call for Quotes on Central Shop Pleating
System Retrofit. Quote submission date is June 3, 2005 by 5:00 pm.
The Commissioners approved a corrected budget transfer request from the Chief
Accountant for the Prosecuting Attorney's Office.
As there was no further business to come before the Board the session was continued
until May 23, 2005.,
