Week of April 4, 2405
The Grant County Commissioners session was called to order at 9.00 a.m, with
Commissioners Moore and Stevens in attendance with the Clerk of the Board. Commissioner
Allison was out of town and excused. Commissioner Moore acted as Vice Chairman in the
absence of Commissioner Allison, Chair.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amounts of $457,885.64 and $28,758.21, as recorded on a listing and made available to the
Board.
The Commissioners signed the Final Payroll Register for the month of March, 2005.
As there was no further business to come before the Board the session was continued
until April 5, 2005.
April 5, 2045
The session was continued at 9:00 a.m. with Commissioners Moore and Stevens in
attendance with the Clerk of the Board. Commissioner Allison was out of town and excused.
Commissioner Moore acted as Vice Chairman in the absence of Commissioner Allison, Chair.
The Commissioners held a public hearing regarding an Reasonable Use Exception request
from Oneida Nunez to allow the development of a single-family dwelling unit on a 3 acre parcel in
the Agricultural zone of Grant County. The subject property (Parcel # 16-0247-000) does not meet
the current density requirement of the Agriculture zone of one (1) dwelling unit per 40 acres.
Location of the proposal is in the NW portion of Section 28, Township 17, Range 26 East, W.M.
Commissioner Stevens moved to approve the Planning Commission recommendation approving the
Reasonable Use Exception and recognizing the 7 Conditions of Approval and the 6 Findings of Fact.
Commissioner Moore seconded and the motion carried with 2 Commissioners in attendance. The
Hearing adjourned.
The Commissioners held a public hearing regarding a Minor Zone Change request from
Russel Fode to allow a minor zone change for a 92.7 acre parcel in the Agriculture zone with a
Comprehensive Plan Land Use Designation of Industrial (Urban). The applicant is seeking a zone
change to Urban Heavy Industrial. This zone change will make the zoning consistent with the
Comprehensive Plan Land Use Designation. The subject property (Parcel# 19-0671-000) is located
along Road N NE, east of Moses Lake, a % mile north of Wheeler Road and is a portion of the N 'h
of Section 16, Township 19 North, Range 29 East, W.M., Grant County. Commissioner Stevens
moved to approve the Planning Commission recommendation approving the minor zone change and
recognizing the 10 Findings of Fact. Commissioner Moore seconded and the motion carried with 2
Commissioners in attendance. The hearing adjourned.

The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Request for Reimbursable Work - City of Royal City; Intention to Vacate
and Notice of Hearing - Teal Place; Supplement for Construction Funding Bridge #114; Annual
Leave Payout; Heating System - Central Shop; Electronic Waste Disposal @ HHW Event
(Courthouse Campus); May 21, 9 am to 4 pm - Mattawa Educational Free Dump; CDSI.
Vice -Chairman Moore signed, at the recommendation of Derek Pohle, PE,
Director/County Engineer, Public Works Department, a Local Agency Agreement Supplement
(Agreement No. LA 5805) between Grant County Public Works and the Washington State
Department of Transportation, for the replacement of Bridge #114, U Rd. NE with culvert pipes.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, to complete work for the City of Royal City as outlined on
the Request to The County Road Department for Reimbursable Work.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
the bid for the printing of County Legal Notices for the year beginning July 1, 2005 and ending
June 30, 2006 be awarded to the Quincy Valley Post Register, Quincy, Washington. Grant
County waives, in accordance with RCW 36.72.075, the requirement of posting a bond in the
amount of Two Thousand and No/100 Dollars ($2,000.00) for the correct and faithful
performance of the contract and work to be done. The motion carried with 2 Commissioners in
attendance.
The Commissioners approved the correction to the March 25, 2005 Personnel Action
Request Recommendation from Angie Clark, Human Resources Director, for the Grant Mental
Healthcare position Crisis Stabilization Specialist that should have read Crisis Response
Specialist.
As there was no further business to come before the Board the session was continued
until April 6, 2005.

The session was continued at 9:00 a.m. with Commissioners Moore and Stevens in
attendance with the Clerk of the Board. Commissioner Allison was out of town and excused.
