A RESOLUTION APPROVING THE
THORSEN PRELIMINARY REPLAT
APPLICATION. A REPLAT OF LOTS #212
AND #213 OF DESERT AIRE, DIVISION 1
LOCATED IN A PORTION OF SECTION
22, TOWNSHIP 14 NORTH, RANGE 23,
EAST, WM.GRANT CO., WASHINGTON
RESOLUTION NO. 05- %93 -CC
WHEREAS, the Board of County Commissioners of Grant County have been advised by
the Grant County Planning Commission that an open record public hearing was conducted on
January 5, 2005 at 7:00 pm, on the matter of creating one lot from Lots #212 and #213 of Desert
Aire, Division 1, located in a portion of Section 22; Township 14 forth; Range 23 East;
Willamette Meridian, Grant County, Washington; (Parcels: #02-0237-000 and #02-0238-000)
and,
WHEREAS, the Grant County Planning Commission on January 5, 2005, made a
unanimous recommendation of approval to the Board of County Commissioners; and,
WHEREAS, the Grant County Board of County Commissioners held a closed record
public hearing on, 71 2005; and,
WHEREAS, the Board of County Commissioners have made a decision to uphold the
recommendation to approve the proposed plat alteration contingent upon conformance with the)
conditions of approval listed herein and in the staff report presented by the Project Planner); and,
WHEREAS, the Board of County Commissioners have been advised by the Planning
Department that the subject parcel currently contains one residence; and,
WHEREAS, the Board of County Commissioners have been advised by the Planning
Department that the subject replat was processed in accordance with the requirements of the
Grant County Code, Chapter 22.04 "Subdivisions and Plats," Chapter 23.12 "Development
Standards," and Chapter 25.04 "Permit Application Review Procedures;" and,
WHEREAS, the Board of County Commissioners have been advised by the Planning
Department that pursuant to Grant County Code, Chapter 24.08, critical areas review was
performed and that the subject parcel does not appear to lie in any designated areas
and,
WHEREAS, the Board of County Commissioners has found that the subject proposal
lies in the Rural Village Residential 1 Zoning District and corresponding Comprehensive Plan
Land -Use Designation and thus is consistent with the underlying zoning district as required by
Grant County Code and RCW 36.70A; and,

WHEREAS, the Board of County Commissioners have found that the public use and
interest will apparently be served by the replat; and,
WHEREAS, the Board of County Commissioners have found that the proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the
proposal; and,
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Board of County
Commissioners for Grant County, Washington, approves by this Resolution, a plat alteration to
create ONE (1) lots from lot #212 and #213, Desert Aire, Division 1 located in a portion of
Section 22 Township 14 North; Range 23 East; Willamette Meridian, Grant County,
Washington; (Parcels #02-0238-000 and #02-0237-000), and;
CONDITIONS OF APPROVAL:
1) The Proposal shall be in compliance with the Grant County Comprehensive Plan, the
Grant County Unified Development Code, the Growth Management Act, the Washington
State Environmental Policy Act, the Grant County Unified Development Code, the Grant
County Resource Lands and Critical Areas Development Ordinance and all other
applicable federal, state, and local regulations, rulings or requirements..
2) Proposal shall comply with all requirements deemed necessary by the Grant County
Health District, the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment including, but not limited to; RCW 90.48.080 Discharge of
Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201 A,
Ground Water Quality Standards; and, WAC 246-272, On -Site Sewage Systems.
3) Proposal shall comply with all requirements of the Grant County Fire Marshal and shall
comply with the Grant County Fire Flow Guidelines, the Uniform Building Code,
Uniform Fire Code and all other applicable requirements for fire protection.
4) If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found, all construction activity shall stop and the owner/developer shall
immediately notify the Grant County PIanning Department, the Colville Confederated
Tribe, and the Washington State Office of Archaeology and Historic Preservation.
S) Preliminary Re -plat approval shall be contingent upon conformance with all applicable
land use rules and regulation in effect per the Unified Development Code.
6) Development shall comply with Grant County Unified Development Code Chapter 22.04
Article 5 "Final Subdivisions and Short Subdivisions."

7) Development shall comply with all requirements of the Grant County Auditors' Office
including but not limited to:
A) The replat name must be changed. The Replat must be named "Desert Aire No. 1,
Replat No, 19".
8) Development shall comply with all requirements of the Grant County Public Works
Department including but not limited to:
A) Provide replat check fee of $100.00
B) Show all existing easements
C) Conform to Grant County Public Works Department Plat requirements.
D) Label Tract "O" as to what it is..
