Week of January 18, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Ordinance No. 05 -170 -CC, a Ordinance relating to an amendment of the Grant County Zoning
Map changing three (3), 2 acre parcels, zoned Urban Residential 3 (UR3) to Urban Residential 2
(UR2), be passed. The motion carried.
A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that
Resolution No. 05 -169 -CC, a resolution in the matter of approving a preliminary plat of 125.898
acres into twenty-six lots for Dove Haven Major Plat, be passed. The motion carried.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: 1:30 Bid Opening— Equip. Contract 2005-01, 1:40 Bid Opening—
Equip. Contract 2005-02, 1:50 Bid Opening — Equip. Contract 2005-03, 2:00 Bid Opening —
Equip. Contract 2005-04; Authorization to Call for Bids for Power Brooms, Dump 'frailer,
Forklift and Small Tools & Equipment; signing a Resolution to initiate CRP Number for Bridge
#131; Crescent Bar and Saddle Mountain Roads.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -168 -CC, a resolution in the matter of initiating county road projects and
assigning CRF # 05-01 to Bridge #131, be passed. The motion carried.
The Commissioners signed the Authorization to Call for Bids on:
1. Equipment Contract 2005-10, two (2) Self-propelled Power Brooms (Central
Shop). Bids are to be opened February 1, 2005 at 1:40 p.m.;
2. Equipment Contract 2005-11, three (3) 12 cy Dump Trailer (Central Shop). Bids
are to be opened February 1, 2005 at 1:50 p.m.;
3. Equipment Contract 2005-12, one (1) Forklift (Central Shop). Bids are to be
opened February 1, 2005 at 2:00 p.m.; and
4. Equipment Contract 2005-13, small tools and equipment. Bids are to be opened
February 1, 2005 at 2:10 p.m.
The Commissioners held a Bid Opening on 425 hp Truck Chassis & 515 hp 5`h Wheel. A
motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the
bids to Public Works for their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on Motor Graders. A motion was made by
Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works for
their review and recommendation. The motion carried.

The Commissioners held a Bid Opening on Autos and Pickups. A motion was made by
Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works for
their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on 6,000 gal. Semi Water Tank & 3,600 gal.
Water Tank. A motion was made by Commissioner Moore, seconded by Commissioner Stevens,
to refer the bids to Public Works for their review and recommendation. The motion carried.
The Commissioners signed a Contract for Services between Grant County and Chicago
Title Insurance Company, for the County to provide access to its mainframe computer for the
purpose of allowing ease of access to public records.
The Commissioners signed a Memorandum of Agreement between the County and
Washington State University Extension, to be provided fiends for a Grant County Extension
program from January 1, 2005 through December 31, 2005.
The Commissioners held a public hearing regarding an application for a Plan Amendment to
an Approved Master Planned Resort for Timothy E. Cowin. The subject property is approximately
11 -acre site with a Comprehensive Plan Land Use Designation of "Master Planned Resort" and a
zoning designation of "Master Planned Resort". The location of the subject area is in the Crescent
Bar Recreational Area on the south side of Crescent Bar Road and is a portion of the SW 1/4 of
Section 18, Township 20 N., Range 23 E., WM, Grant County WA. (Parcel #°s 15-0631-000,15-
0637-001, 15-0634-000 & 15-0635-000). Commissioner Moore moved to continue the hearing to
January 25, 2005 at 10:30 am due to the new information received and the questions on Zero
Setbacks, Commissioner Stevens seconded and the motion passed unanimously to continue the
hearing until January 25, 2005 at 10:30 am. The hearing adjourned.
The Commissioners signed the Payroll Final Register for the month of December 2004.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $1,175,135.73, as recorded on a listing and made available to the Board.
The Commissioners approved the out of state travel request for John Knodell,
Prosecuting Attorney, to attend an NADA conference on February 11, 2005.
The Commissioners approved the request from Pete McMahon, Sheriff's Office, for the
purchase of a Commercial Microwave Oven for the Jail and two 3 Gig Pentium Computers for
the Work Release Facility.

The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human :Resources Director, for Kevin Pennel, Jail; and Kathy Espinoza, Grant
Mental Healthcare.
As there was no further business to come before the Board the session was continued
until January 19, 2005.
January 19, 2005
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the agreement between Grant County and APS Healthcare
Northwest, Inc., for an Employee Assistance Program.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1
through No. 01-41 in the total amount of $27,098.79, as recorded on a listing and made available
to the Board.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for the job description of the approved 60% FTE HR Assistantosition and submission

of the position to the County's compensation consultant for salary evaluation.
The Commissioners approved the recommendation of Angie Clark, Human resources
Director, for the job description of the Grant Mental Healthcare 100% FTE Admitting Assistant
Team Coordinator position and submission of the position to the County's compensation
consultant for salary evaluation.
The Commissioners approved the amendment to Geographic Information Interlocal
Agreement between Grant County (the "County"), the City of George (the "City") and the
Quincy Columbia Basin Irrigation District (the "participant") for shared Geographical
Information System (GIS) services.
The Commissioners signed an Amended Letter of Agreement between Grant County and
the State of Washington Department of Corrections for Grant County to provide funding for a
work crew of offenders from, Superior and District Courts of Grant County.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $163,423.26, as recorded on a listing and made available to the Board.

The Commissioners approved the out of state travel request from. Travis Skidmore,
Emergency Management, to attend an Office of Domestic Preparedness (ODP) Federal training
in Anniston, Alabama January 24 -27, 2005.
The Commissioners approved the October 25, November 1, and November 8, 2004
session minutes.
As there was no further business to come before the Board the session was continued
until January 24, 2005.
