HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (360)COMMISSIONERS' PROCEEDINGS Week of January 24, 2005 The Grant County Commissioners session was called to order at 0:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the November 15, 2004 session minutes. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Ordinance No. 05 -171 -CC, a Resolution approving a plat alteration of Lots 1 & 8, Block 1, and Lot 3, Block 2, of Wild Goose Tracts Phase 1, be passed. The motion carried. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $224,255.51 as recorded on a listing and made available to the Board. The Commissioners approved the request from Courtney Conklin, Sheriff s Office, to purchase quantity 4 MACOMM mobile radios from the WSCA State Bid Contract. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Carol A. Crater, District Court; Megan Smith, Assessor; and Pam Duggan, Grant Mental Healthcare. The Commissioners approved the separation date of January 12, 2005 for Tammy Francis, PARC, The Commissioners approved the hire date of January 17, 2005 for Roger T. blemore, Fairgrounds. The Commissioners approved the amendment to Geographic Information Interlocal Agreement between Grant County (the "County"), the City of George (the "City") and the Quincy Columbia Basin Irrigation District (the "participant") for shared Geographical Information System (GIS) services, The Commissioners approved the Agreement and Amendment to Geographic Information Interlocal Agreement between Grant County (the "County"), and Multi Agency Communications Center (the "participant") for shared Geographical Information System (GIS) services. As there was no ftulher business to come before the Board the session was continued until January 25, 2005. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of January 24, 2005 January 25, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners held a public hearing regarding that was continued from January 18, 2005 regarding Tim Cowin and a Master Planned Resort, Scott Clark put on the record a January 21, 2005 letter from the Grant County Health District regarding the septic system for the project; and a letter that was delivered from Schultheis Tabler and Wallace dated January 19, 2005 regarding issues at the last public hearing. Commissioner Moore asked that the hearing adjourn briefly to view the documents. When the hearing resumed, Planning Department staff discussed phasing and why the Planning Department made an extra condition of approval. Planning passed out documents relating to: 1. Phasing in this Cowin Master Plan resort; 2. Crescent Gold Estates MPR phasing; and 3. Clemenshaw/Williams MPR phasing. Commissioner Moore moved to close the public portion of this hearing, Commissioner Stevens seconded and the motion carried. Commissioner Moore then moved to approve the amended Master Planned Resort submitted by Mr. Timothy Cowin as presented and recommended by the Planning Commission with the 5 Conditions of Approval. Commissioner Stevens seconded and the motion carried. The hearing adjourned. The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works Department, regarding: 1:40 Bid Opening — Equip. Contract 2005-05, 1:50 Bid Opening — Equip. Contract 2005-06, 2:00 Bid Opening — Equip. Contract 2005-07, 2:10 Bid Opening — Equip. Contract 2005-08; Authorization to Call for Bids Bridge #219, W -SE, Fuel Purchases for 2005/07 and Culvert Pipe; Award Letters for Discovery Ford, Rowand Machinery, Western Power and Equipment Co. and Freedom Freightliner; and the Quincy Annexation. The Commissioners signed the Authorization to Call for Bids on: 1. Bridge #219, W -SE, CRP 0442. Bids are to be opened February 8, 2005 at 1:30 P.M.; 2. Fuel Purchases for 2005/07. Bids are to be opened February 15, 2005 at 1:40 p.m.; 3. Culvert Pipe. Bids are to be opened February 15, 2005 at 2:00 p.m.; and The Commissioners held a Bid Opening on Backhoes & Wheel Loader. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of January 24, 2005 The Commissioners held a Bid Opening on Two -Post Auto Lift. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners held a Bid Opening on a Water Pump w/ Trailer. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners held a Bid Opening on 60,000 lb. Tilt Trailer. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the following contracts be awarded: a) Autos and Pickups contract be awarded to Discovery Ford, Moses Lake, WA; b) one (1) 6,000 gallon semi water trailer contract be awarded to Western Power and Equipment Co., Spokane, WA; c) one(1) 425 hp truck chassis contract be awarded to Freedom Freightliner, Spokane, WA; and d) ane(1) 32,000 lb motor grader contract be awarded to Rowand Machinery, Spokane, WA. The Commissioners signed a Contract for Services between Grant County and Grant County Title Company, Security Title, and City of Moses Lake for the County to provide access to its mainframe computer for the purpose of allowing ease of access to public records. The Commissioners approved Amendment to Geographic Information Interlocal Agreement between Grant County (the "County"), and the City of Quincy (the "City") for shared Geographical Information System (GIS) services. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for Grant Mental Healthcare to revise the Employment Specialist job description. The Commissioners were in executive session for 50 minutes with the Prosecuting Attorney regarding current and pending litigation. As there was no further business to come before the Board the session was continued until January 26, 2005. January 26, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. Swanson, Administrator, Juvenile Court and Youth Services, for the purchase of a laser printer.
