Week of January 31, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the November 22 and November 29, 2004 session minutes.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $545,321.25 as recorded on a listing and made available to the Board.
The Commissioners approved an Amendment to Geographic Information Interlocal
Agreement between Grant County (the "County"), and the Moses Lake Irrigation/Rehabilitation
District (the "Participant") for shared Geographical Information System (GIS) services.
The Commissioners appointed Larry D. Duffner to the Noxious Weed Control Board of
Grant County for the Director Position Section 2; and Rollin Toya for the Director Position
Section 4.
The Commissioners signed the Public Works Payroll Journal for the month of January,
2004.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -172 -CC, a resolution relating to the Grant County Levies for 2005 taxes, be
passed. The motion carried.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Kimberley A. Thompson, Michelle M.
Slininger, and Arnulfo (Arnold) Garza, Juvenile Court and Youth Services; and Jon K.
McWilliams (Jon Devon Kumau McWilliams), District Court.
The Commissioners approved the hire date of January 25, 2005 for Juan Blanco,
Fairgrounds; January 26, 2005 for Ryan Blodgett, Fairgrounds; and February 1, 2005 for Joanne
Bracht, New Hope Domestic Violence/Sexual Assault Services.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1
through No. 01-80 in the amount of $166,900.53, as recorded on a listing and made available to
the Board.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for the Clerk's Office to "overlap" the hire a new employee for the Accounting
position, with a start date of no more than two (2) weeks prior to the anticipated separation date
for the resigning employee.

The Chair of the Board was authorized to sign a Mate of Washington County Road
Administration Board (CRAB) certification of the 2005 Road Levy, and estimated revenue
produced.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -174 -CC, a resolution relating to a supplemental extension in the 2005 budget
of the Capital Budget of Grant Count fund# 105, department# 147 from beginning fund balance.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -173 -CC, a resolution relating to a supplemental extension in the 2005 budget
of Grant Mental Healthcare and Developmental Disabilities (fiend# 108, department## 150 and
fund# 125, department# 167) from beginning fund balance.
The Chair of the Board was authorized to sign a Utilization Management Services
Agreement between Grant County and AmeriBen Utilization Management, Inc., to provide
administration for the Grant County Employee Benefit Plan.
The Chair of the Board was authorized to sign a Third Party Administration Services
Agreement between Grant County and ArneriBen Solutions, Inc. to provide a number of services
regarding claims.
As there was no further business to come before the Board the session was continued
until February 1, 2005.
February 1, 2005
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: 1:40 Bid Opening — Power Brooms, 1:50 Bid Opening — Dump Trailer,
2:00 Bid Opening —Fork Lift, 2:10 Bid Opening Small Tools &. Equipment; Contract Award
Recommendations for Star Rentals, Equipment Sales Co, Inc., Central Machinery, and Star
Rentals; Execution of Contracts for Freedom Truck Centers, Discovery Ford, Rowand
Machinery and Western Power & Equipment; Reimbursable Work for Port District #9 and Port
of Ephrata; discussion of Vance Bryan/ District No. 3 Truck Driver and Senate House Bill 55-13.
The Commissioners held a Bid Opening on ;mall Tools & Equipment. A motion was
made by Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public
Works for their review and recommendation. The motion carried.

The Commissioners held a Bid Opening on a 8,000 lb. Fork Lift. A motion was made by
Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for
their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on three (3) 12 cy Dump Trailers. A motion was
made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public
Works for their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on four (4) Power Brooms. A motion was made
by Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works
for their review and recommendation. The motion carried.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, that the following contracts be awarded: a) Autos and
Pickups contract be awarded to Discovery Ford, Moses Lake, WA; b) one (1) 6,000 gallon semi
water trailer contract be awarded to Western Power and Equipment Co., Spokane, WA; c)
one(1) 425 hp truck chassis contract be awarded to Freedom Freightliner, Spokane, WA; and d)
one(1) 32,000 lb motor grader contract be awarded to Rowand Machinery, Spokane, WA.
The Commissioners signed the following contracts: a) Equipment Contract 2005-04
between Western Power and Equipment Co, Spokane, WA and Grant County; b) ER&R 2005-02
between Freedom Truck Centers, Inc. Spokane, WA and Grant County; c) ER&R 2005-02
between Rowand Machinery Co, Spokane, WA and Grant County; and d) ER&R 2005-01
between Discovery Ford, Moses Lake, WA and Grant County.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department that the one (1) 60,000 lb Tilt Trailer contract be awarded to
Star Rentals, Yakima, WA.
The Commissioners signed, at the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, a request to the County Road Department for Reimbursable
work between Grant County, Port District ##9 and the Port of Ephrata.
The Commissioners signed an agreement between the Grant County Sheriff's Office and
the Town of Marlin for law enforcement services within its boundaries of Grant County.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Nicole Cisneros, New Hope Domestic
Violence/Sexual Assault Services; Rene Garza, Frank Lopez and Donna Jirak, Jail; Ken Jones
and Carla Payne, Sheriff s Office.
As there was no further business to come before the Board the session was continued
until February 2, 2005.

The session was continued at 9.00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Edward Stevens, Sheriff's Office.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -175 -CC, a resolution in the matter of approving an amendment to an
approved Master Planned Resort for Tim Cowin, be passed. The motion carried.
As there was no further business to come before the Board the session was continued
until February 7, 2005.
