Week of June 27, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the corrected May 9, 2005 session minutes.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $295,829.93, as recorded on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued
until June 28, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the recommendation of the Human Resources Director for
the starting rate of pay for Daphne Martin, Grant Mental Healthcare.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for Daphne Martin, Grant Mental Healthcare.
The Commissioners met with the Public Works Director regarding: Execution of
Contracts for Bridge #114/Road U -NE; Cost Share Request from Andy Jensen (Road K -SE.);
Revenue and Expenditure Analysis; Bridge Report; and Mordhorst (potential pit site).
The Commissioners signed a contract for Bridge #114/Road U -NE, CRP 04-28 with
Hurst Construction, LLC, East Wenatchee, WA.
The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for July 19, 2005
at 10:30 a.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding a
request for supplemental extension in the budget for The Grant County Jail, Fund #001
Department #115, in the amount of 5,000.00.
The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for July 19, 2005
at 11:00 a.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding
request for supplemental extension in the budget for the Grant County Sheriff's Office, Fund
#121 Department #163, in the amount of $2,224.00.

The Commissioners held a public hearing regarding an amendment of Chapter 22.04
Land Division of the Unified Development Code (UDC) by adding a new section that would
provide an alternative method for extinguishing and/or relocating utility easements. Comments
were taken by members of the public and discussion followed by the Board. Commissioner
Moore moved to close the public comment portion of the hearing, Commissioner Stevens
seconded and the motion passed unanimously. Commissioner Moore moved to amend chapter
22.04 Land Division of the UDC in chapter 23.12 of the UDC as suggested by the Planning
Commission and adopt the language that was submitted in the last draft by the Planning
Department with the amendments (a)(i)(a)(i) striking the last portion of the last sentence and
inserting the language "to be in the publics best interest", also striking the language in (b)(i) "has
substantiated good reason" and putting in "as determined by the "Administrative Official to be in
the public best interest" recognizing the 6 Findings of Fact. Commissioner Stevens seconded
and the motion passed unanimously. The hearing adjourned.
The Commissioners held a public hearing regarding an amendment of Chapter 22.04
Land Division of the Unified Development Code (UDC) by adding a new section to chapter
22.04.020 (a)(8)(b) regarding filing of Record of Survey. The subject properties affected include
all County lands. Proponents are Larry Larson, Julie Harper and Phil Bloom. Comments were
taken by members of the public and discussion followed by the Board. Commissioner Stevens
moved to close the public comment portion of the hearing, Commissioner Moore seconded and
the motion passed unanimously. Commissioner Moore moved to approve the Planning
Commission recommendation to approve the amendment to the UDC chapter 22.04 Land
Division as proposed with the suggested changes by the Planning Commission recognizing the 3
Findings of Fact. Commissioner Stevens seconded and the motion passed unanimously. The
hearing adjourned.
The Commissioners held a public hearing regarding the implementation of the Second
.25% Real Estate Excise Tax for Capital Improvement Projects. Comments were taken by
members of the public and discussion followed by the Board. Commissioners Stevens moved to
close the public comment portion of the hearing, Commissioner Moore seconded and the motion
passed unanimously. Commissioners Stevens moved to pass the implementation of the second
.25% Real Estate Excise tax effective September 1, 2005, Commissioners Moore seconded and
the motion passed unanimously. The hearing adjourned.
As there was no further business to come before the Board the session was continued
until June 29, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign the Eugene Schulz (Shulz Short Plat) Final
Plat Submission and Review, .File #05-4006.
The Chair of the Board was authorized to sign the Arlo Leishman (Parker Springs Acres
Division 6) Final Plat Submission and Review, File #03-3637.
The Commissioners approved and signed a Plan Amendment and Summary of Material
Modification to the Grant County Flexible Benefits Plan, allowing for an additional 2 %i month
"Grace Period" to incur claims for the Health Care Reimbursement component of the Plan.
As there was no further business to come before the Board the session was continued
until June 30, 2005.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for: Terry Greenwalt, Jail; Michelle Dodgen, Developmental
Disabilities Residential; Brenda Gentry and Delores Deife, Grant Mental Healthcare.
The Commissioners approved the separation date of June 30, 2005 for Brian Milliken,
Grant Mental Healthcare.
The Commissioners signed a DSHS and County Agreement on General Terms and
Conditions for contract number 0583-72029.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -229 -CC, an Ordinance/Resolution amending chapter 6.32 of the Grant
County Code by adding Desert Aire for the regulation of the use, possession and sale of
fireworks dnd, other matters properly relating thereto, be passed. The motion carried.
The Commissioners signed a 2005 Health Services Agreement between Grant County
and the Ephrata Medical Center, Inc., to provide reasonable and necessary basic medical care to
the inmates of the Grant County Jail and/or satellite Work Release Facility, and the County
Youth Services Center.

The Commissioners signed the Public Works Payroll Journal for the month of June,
The Commissioners approved the May 23, 2005 session minutes.
The Commissioners approved the request of the Chief Accountant for a budget extension
for the Facilities and Maintenance Department for the replacement of the cooling tower in the
Court House cooling system, in the amount of $35,000.00.
The Commissioners held a public hearing regarding the 2004 Comprehensive Plan
Amendments. The amendments are as follows:
File Number 2004-01 — Larry and Preta Laupthlin, Quinn,WA.
The subject area includes two (2) parcels totaling 35 acres with a Comprehensive Plan Land Use
Designation of "Agricultural Resource." The applicant has submitted an application requesting a
site-specific land use re -designation to "Master Planned Resort" (MPR) and approval of the
associated Master Plan. The subject area consists of two (2) parcels located approximately five
miles east of the City of Quincy along State Route 28; Farm Unit 24, Block 72 in a portion of S7,
T20 N., R 25 E., WM, Grant County (Parcel #'s 20-0331-001 & 20-0331-000). The Planning
Commission has forwarded this proposal to the Board with a recommendation to deny.
Commissioner Moore moved to close the public comment portion of the hearing, Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
approve the proposal as presented, Commissioner Moore seconded and the motion passed
unanimously. The hearing adjourned.

The proposal includes a Site-specific land use re -designation and Master Plan for a Master
Planned Resort. The subject area includes portions of nine (9) parcels totaling 695 acres with a
Comprehensive Plan Land Use Designation of "Agricultural Resource and Recreational
Development". Location of the property is south of the Gorge Amphitheater west of Silica
Road and north of Baseline Road; and is a portion of S 36 & 32, T19 N, R 22 E, WM, Grant
County (Parcel #'s 15-0028-000, 15-0574-000, 15-0574-010, 15-0572-000, 15-0573-000, 15-
0576-002, 15-0576-003, 20-1525-000, and 20-1526-000). The Planning Commission has
forwarded this proposal to the Board with the recommendation to approve. Commissioner
Stevens moved to close the public comment portion of this part of the hearing. Commissioner
Moore seconded and the motion passed unanimously. Commissioner Moore moved to uphold
the Planning Commission recommendation to approve the proposal as presented recognizing the
I Condition of Approval, Commissioner Stevens seconded and the motion passed unanimously.

Proposal is a site-specific Land Use Re -designation. The subject area is five (5) parcels, 10.4,
21.6, 10.7, 29.8 and 10 acres, totaling 82.5 acres with a Comprehensive Plan Land Use
Resignation of "Agricultural Resource". The applicants have submitted an application
requesting a Site Specific Land Use Re -Designation to "Rural Residential 1". Location of
proposal includes five (5) parcels in the vicinity of the Gorge Campground along west Baseline
Road in the northeast quadrant of the intersection of Road "W" and Baseline, approximately 7
miles northwest of the Town of George; a portion of S 32, T 19 N, R 23 E, WM, Grant County
(Parcel #'s 31-1009-000, 15-0576-000, 20-1527-000, 31-1113-000, and 31-1100-000).
The Planning Commission forwards this proposal to the Board with the recommendation to
approve. Commissioner Stevens moved to close the public comment portion of the hearing,
Commissioner Moore seconded and the motion passed unanimously. Commissioner Stevens
moved to approve the Planning Commissions recommendation to approve the proposal
recognizing the 9 Findings of Fact, Commissioner Moore seconded and the motion passed
unanimously. The hearing adjourned.

Proposal is a site-specific Land Use Re -Designation. The subject property is approximately 40.9
acres with a Comprehensive Plan Land Use Designation of "Agricultural Resource". The
applicant has submitted an application requesting a Site Specific Land Use Re -designation to
"Rural Residential 1". The site address of the subject property is 17799 Road B -NW, located
north of SR 29 between Ephrata and Soap Lake, and is the SW %a of the SW 1/4 of S 35, T 22 N.,
R 26 E, WM, Grant County (Parcel # 20-0117-000). The Planning Commission forwards the
proposal to the Board with a recommendation to approve. Commissioner Moore moved to close
the public comment portion of the hearing, Commissioner Stevens seconded and the motion
passed unanimously. Commissioner Moore moved to adopt the Planning Commission
recommendation to approve the proposal recognizing the 9 Findings of Fact, Commissioner
Stevens seconded and the motion passed unanimously. The hearing adjourned.

The proposal is a Site -Specific Land Use Re -designation. The subject property is approximately
3.53 acres with a Comprehensive Plan Land Use Designation of "Low Density Residential". The
applicant has submitted an application requesting a Site Specific Land Use Re -designation to
"Medium Density Residential". The subject area is in the northwest quadrant of the intersection
of Karl Road and Goodrich Road in the Pelican Point area and is a portion of S 03, T 18 N, R 28
E, WM, Grant County (Parcel #'s 17-0073-006, 17-0073-005, 17-0073-002, and 17-0073-007).
The Planning Commission has forwarded the proposal to the Board with a recommendation to
approve. Commissioner Stevens moved to close the public comment portion of the hearing,
Commissioner Moore seconded and the motion passed unanimously. Commissioner Moore
moved to uphold the Planning Commission approval of the proposal recognizing the 9 Findings
of Fact, Commissioner Stevens seconded and the motion passed unanimously. The hearing
adjourned.

The proposal is an Urban Growth Boundary Change and Site -Specific Land Use Re -Designation.
The subject area is a 14.0 acre portion of a 73.7 acre parcel with a Comprehensive Plan Land Use
Designation of "Urban Reserve (Rural)." The applicant has submitted an application requesting
the subject property be included within the boundary of the City of Moses Lake's Urban Growth
Area (UGA) and a site specific land use redesignation to "Commercial (Urban)". The location
is in the southeast quadrant of the intersection of Road L -NE and Wheeler Road; and is a portion
of S 19, T 19 N, R 29 E, WM, Grant County (Parcel # 19-0481-000). The Planning Commission
forwards the proposal to the Board with a recommendation to approve. Commissioner Stevens
moved to closed the public comment portion of the hearing, Commissioner Moore seconded and
the motion passed unanimously. Commissioner Stevens moved to uphold the Planning
Commission recommendation to approve the proposal recognizing the 9 Findings of Fact,
Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned.
