Week of June 13, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners signed a Memorandum of Agreement between Grant County and Grant
County Public Employees' Association Public Works, Courthouse, and Juvenile for the negotiated
re -openers for Job Classifications -Wages and Health and Welfare.
The Commissioners approved a three percent (3%) general wage increase to the
Compensation Plan salary structure and a one-time $336.00 U£BA contribution for Courthouse,
Juvenile and Public Works Associations.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42.24.090, in the amount of
$1,128,592.69, as recorded on a listing and made available to the Board.

A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -238 -CC, an Ordinance relating to an amendment of the Grant County Zoning
Map changing approximately 110 acres (Parcel numbers 18-0246-000, 31-2409-000, 31-2410-000
and 31-2412-000) owned by David Sparks, located east of Road L -NE and North of North Frontage
Road NE and is located in a portion of Section 31, Township 19 N., Range 29 E., W.M., Grant
County.
The Commissioners approved the May 2 and May 9, 2005 session minutes.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 06-1
through No. 06-160 in the total amount of $1,839,365.37, as recorded on a listing and made available
to the Board.
The Commissioners met with legal counsel and the Public Works Director regarding
Consolidated Disposal Service, Inc.
The Chair of the Board was authorized, in open session, to execute a release of mortgage and
requested that the Chief Deputy Prosecuting Attorney prepare said document.
The Chair of the Board was authorized to sign approval of the Special Occasion License
Applications of the Fraternal Order of Eagles 2622, Ladies Auxiliary, 1517 W. Broadway Ave.,
Moses Lake, WA from the Washington State Liquor Control Board.
As there was no further business to come before the Board the session was continued until
June 14, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Grant County will defend and indemnify Deputy Prosecutors Carolyn Fair and Steve Scott in the
WSBA Grievance Dorman v. Scott and Fair litigation, to the extent that they were acting within the
scope of their employment and in good faith. The motion passed unanimously.
The Commissioners met with the Public Works Director regarding: Resolution Jurisdiction
Transfer for Quincy Shop Site; Letter of Recommendation & Award Letters on Bridge #114 & Road
E -SW; Six Year Transportation Program; Loring Project; and the Quincy Drop Box.
The Commissioners approved the recommendation of the Public Works Director, that the
following projects be awarded: Road E -SW be awarded to Tornmer Construction Co., Inc., Moses
Lake WA; b) Bridge #114, Road U -NE, CRP 04-28 be awarded to Hurst Construction, East
Wenatchee, WA.
The Commissioners signed award letters to: Hurst Construction, East Wenatchee, WA
for the Bridge # 114, Road U -NE, CRP 04-28 project in the amount of $68,330.00; and Tommer
Construction Co., Inc., Moses Lake WA for the Road E -SW., CRP 05-04 project in the amount of
$74,503.00.
The Commissioners signed a Washington State Shoreline Management Act, Issuance of
Exemption from the Shoreline Substantial Development Permit Requirements, between Grant
County and David A. Canfield, Ephrata, WA.
The Commissioners signed a Grant County Building Department Application for David A.
Canfield, Ephrata, WA.
The Commissioners met with legal counsel for 15 minutes regarding litigation.
The Chair of the Board was authorized to sign approval of the License Application of the Cat
House Lounge and Grill, Soap Lake, WA, from the Washington State Liquor Control Board.
Applicant: Richard E. Mahler.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -239 -CC, a resolution authorizing the Grant County Auditor to conduct all Grant
County Elections by mail, be passed. The motion carried.

The Commissioners signed a Washington State homeland Security Region Seven Interlocal
Agreement between Grant County, Chelan County, Douglas County, Kittitas County, Okanogan
County and the Colville Indian Nation (Regions Seven Emergency Council) for the establishment of
a regional planning group.
The Commissioners approved the hire date of June 27, 2005 for Kris Davis, Grant Mental
Healthcare.
The Commissioners approved and signed a budget transfer request from the Juvenile Court
and Youth Services Director in the amount of $5,000.00.
The Commissioners held a public hearing regarding a proposal to add an Ordinance
amending Chapter 6.32 of the Grant County Code by adding a new area for the regulation of the use,
possession and sale of fireworks and, other matters properly relating thereto. The Grant County
Building and Eire Marshall discussed the request and petition from the Desert Air Property
Association for passage of this Ordinance and that this Ordinance will take effect July 1, 2006. This
ban is only for Class C fireworks, or personal fireworks, not professional. Commissioner Moore
moved to approve the Ordinance banning fireworks in Desert Aire but to exclude from the Ordinance
that portion of Desert Aire commonly knows as the public park, becoming effective July 1, 2006.
Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the request of the Grant County Jail to proceed with the
Ephrata Medical Center contract to provide medical service to the inmates at the jail. A budget
extension hearing was set for July 12, 2005 at 11:00 am in the Commissioners Hearing Room,
Ephrata, WA.
The Commissioners approved the recommendation of the Human Resources Director for
Grant Mental Healthcare to hire Kris Davis as Quincy Program Manager,
The Commissioners approved the recommendation of the Human Resources Director for
PARC to hire Karen Denton as Chemical Dependency Professional II.
The Commissioners approved the department transfer ofDaphnie N. Martin from PARC to
Grant Mental Healthcare.

The Commissioners approved the separation date of June 8, 2005 for Jennifer Graham,
Developmental Disabilities Residential; and June 17, 2005 for JoAnne Francis, Inter -Fund
Communications.
The Commissioners approved the hire date of June 6, 2005 for Karen Denton, PARC; and
Jennifer Graham, Developmental Disabilities Residential.
The Commissioners approved the salary, wage, and/or position changes as recommended by
the Human. Resources Director for: Mary M. Delgado and Marci M. Anaya, District Court; and
Devin Davis, Maintenance.
As there was no further business to come before the Board the session was continued until
June 16, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign a Release of Mortgage between Grant County
and Consolidated Disposal Service, Inc.
As there was no further business to come before the Board the session was continued until
