Weep of December 6, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Lynette Henson, Coroner's Office; and Linda
Miller, Directions in Community Living — Developmental Disabilities Residential.
The Commissioners approved the recommendation from Angie Clark, Human Resources
Director, for the reclassification of the Prosecuting Attorney's Office Administrative Assistant
position at Band 14 of the Compensation Plan, effective September 1, 2004.
The Commissioners signed Resolution No. 04 -144 -CC in the matter of changing the
name of certain county roads; formerly 4.7 NE changed to Rd. E.7 NE and formerly 6.9 NE to
Rd E.7 NE.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $841,501.29, as recorded on a listing and made available to the Board.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll, Payroll vouchers #1 — 4, and General
Fund Vouchers #5 -- 58, in the amount of $143,975.15, as recorded on a listing and made
available to the Board.
The Chair of the Board was authorized to sign approval of the Special Occasion License
Application of the Coulee City Rodeo Association, Airport Road, Coulee City, WA 99115, from
the Washington State Liquor Control Board.
The Commissioners approved the recommendation of Vern Cummings, Facilities
Manager, to award a bid to Cost Less Carpet for the Sheriff s Office carpet in the amount of
$3,793.36.
As there was no further business to come before the Board the session was continued
until December 7, 2004.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.

The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for December 18
2004 at 10:15 am., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding
a supplemental extension in the budget for Current Expense, Fund# 001, in the amount of
$112,500.00.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Resolutions, Establishing Policy for Solid Waste Delinquent Unpaid
Balances; Supplement for Construction Funding — Bridge #219/W -SE Road; Dedicated Service
Awards for Manuel Guerrero, Kenneth Cummings and Toby Fitzgerald; Sub -grant Application
requests for cities, Budget Discussions.
The Chair of the Board was authorized to sign a Local Agency Agreement Supplement,
Agreement Number LA 5741 for project description Bridge #219, W — SE ltd.
The Commissioners signed Resolution No. 04 -145 -CC in the matter of establishing a
policy for handling delinquent unpaid balances for approved charge accounts.
The Commissioners signed Dedicated Service Awards for Manuel Guerrero, Kenneth
Cummings and Toby Fitzgerald.
The Chair of the Board was authorized to sign a County Program Agreement No. 0463-
64572 for a Family Support Grant between DSHS and Grant County Developmental Disabilities
in the amount of $8,000.00.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Marlo Alvarado, Nisa Faye Davis, Raquel Fike,
Cecilia Garza, Angie L. Hightower, and Wendy Hanover, PARC.
The Commissioners approved the separation date of December 15, 2004 for Gricelda
Ohrazda, New Hope.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for Information Services to change the job title of the Systems Support Technical
position to Information Services Technician.
The Chair of the Board was authorized to sign the Interlocal Agreement between Grant
County (the "County") and the City of Ephrata (the "City") for shared Geographical Information
System (GIS) services.

Commissioner Allison called a public hearing to order. Billie Sumrall stated that the
proposal was a Minor Zone Change, SEPA review, Planned Unit Development and Preliminary Plat
application for a Master Planned Resort development at Crescent Bar. The proposed development
will consist of residential housing (207 units), a public hole course (9 hole, par 3), a two-story public
clubhouse which will contain a pro -shop, multi-purpose room, offices, conference room, snack bar,
golf cart storage and maintenance equipment storage, pools and play areas; maintenance facilities
and RV/boat storage facilities. The location is in the West half of Section 18, Township 20 N.,
Range 23 E., WM, Grant County, WA. George Lindsay discussed the sewage system. He stated that
Sunserra would work with the County to establish an entire sewage system for the area. Mr.
Lindsay said that all conditions for the project were able to be met and were fair and reasonable.
Commissioner Moore moved to uphold the Planning Commission recommendation to approve the
Minor Zone Change, SEPA review, Planned Unit Development and Preliminary Plat application
including the 4 Conditions of Approval, noting the additional 7 Conditions of Approval as included
in the mitigated determination of non -significance and the 16 Findings of Pact. Commissioner
Allison seconded the motion and the motion passed unanimously with 2 Commissioners in
attendance. The hearing adjourned.
Commissioner Allison called a public hearing to order. Hector Torres stated the hearing was
regarding Maureen Knight and a minor zone change for a 40.10 acre parcel zoned Urban Residential
3 (UR3) with a Comprehensive Plan Land Use Designation of Low Density Residential (R-2). The
applicant is seeking a zone change to Urban Residential 2 (UR2) in order to make the zoning
consistent with the R-2 land use designation. The location of proposal is located off Valley Rd. in
the Cascade Valley Area within the Urban Growth Area boundary of Moses Lake, and is a portion of
the NW'/4 of Section 21, Township 19 N., Range 28 E., WM, Grant County, WA. (Parcel# 17-0798-
017). Commissioner Moore moved to uphold the Planning Commissions recommendation to
approve the Minor Zone Change with 10 findings of fact. Commissioner Allison seconded the
motion and the motion passed unanimously with 2 Commissioners in attendance. The hearing
adjourned.
Commissioner Allison called a public hearing to order. Hector Torres stated the hearing was
regarding Dorothy Eppich and a Minor Zone Change for a 4.45 -acre parcel zoned Rural Residential 1
(RRI) with a Comprehensive Plan Land Use Designation of Rural Commercial. The applicant is
seeking a zone change to Rural General Commercial in order to make the zoning consistent with the
Rural Commercial land use designation. The location of the property is 14466 Rd. A.7 SW, Roayl
City, Lot 2 of Crrok Estates Replat #2, and is a portion of the NW `/4 of Section 14, Township 16 N.,
Range 26 E., Whitener -Moberg, Grant County, WA. (parcel# 07-1390-051). Commissioner Moore
moved to uphold the Planning Commissions recommendation to approve the Minor Zone Change
with 10 findings of fact. Commissioner Allison seconded the motion and the motion passed
unanimously with 2 Commissioners in attendance. The hearing adjourned.
The Commissioners signed an Amended Contract for the Provision of Legal Services
between District Court and Earl & Earl, P.S. for the provision of legal defense services to
indigent criminal defendants in District Court.

December 8, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for Grant Mental Healthcare to revise the Community Support Manager Job
description. The Board also approved Ms. Clark's recommendation to not change the salary
classification from Band 17 to Band 18.
The Commissioners signed Ordinance No. 04 -142 -CC relating to an amendment of the
Grant County Zoning Map changing approximately 4.45 acres owned by Dorothy Eppich at
14466 Rd. A.7 SW, Royal City, Lot 2 of Crook Estates Replat #2, and a portion of the northwest
quarter of Section 14, Township 16 N., Range 26 E., W M, from Rural Residential 1 to Rural
General Commercial.
The Commissioners signed Ordinance No. 04 -146 -CC relating to an amendment of the
Grant County Zoning Map changing approximately 40.1 acres owned by Maureen Knight off
Valley Rd. in Moses Lake, in the Cascade Valley area, and is a portion of northwest quarter of
Section 21, Township 19 N,, Range 28 E., W M, from Urban Residential 3 to Urban Residential
2.
As there was no further business to come before the Board the session was continued
until December 13, 2004.
