Week of December 13, 2044
The Grant County Commissioners session was called to order at 9.00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Edward G. Moore and Larry Howell,
Maintenance; and Cynthia Cochran, New Dope.
As there was no further business to come before the Board the session was continued
until December 14, 2004.
December 14, 2004
The Grant County Commissioners session was called to order at 9.00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $397,774.47, as recorded on a listing and made available to the Board.
The Commissioners met in executive session for twenty minutes with legal counsel
regarding current and potential litigation.
The Chair of the Board was authorized to sign amendments to an Interlocal Agreement
between Grant County (the "County") and the Grant County Economic Development Council
and Washington State Department of Transportation (the "Participant") for shared Geographical
Information System (GIS) services.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 12-1
through No. 12-180 in the total amount of $1,458,490.01 as recorded on a listing and made
available to the Board.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Amending the Six Year Transportation Program 2005/2010; and
Resolutions to Adopt the Amendment to the Six Year Transportation Program 2005/2010 and to
adopt the 2005 Annual Road Program.
The Commissioners signed Resolution No. 2004 -147 -CC in the matter of amending the
Six Year Comprehensive Transportation improvement program from 2005 to 2010.
The Commissioners signed Resolution No. 2004 -148 -CC in the matter of adopting the
2005 Annual Road Program.

A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -149 -CC, a resolution relating to a budget extension in the 2004 budget of
New Hope Domestic Violence and Sexual Assault Services (fund# 128, department# 170) in the
amount of $30,000.00, be passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -150 -CC, a resolution relating to a budget extension in the 2004 budget of
Grant Mental Healthcare (fund# 108, department# 150) in the amount of $554,492.28, be passed.
The motion carried.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Scott B. Olson, Kevin M. Hake, and Amber
Wadsworth, Juvenile Court and Youth Services.
A Public Hearing was called to order by Commissioner Allison. Susan Bauer explained
that the hearing was to close out the CDBG funding grant. Bruce Howden thanked Susan and
the Commissioners for their assistance and guidance for the last 5 years. Mr. Howden gave
pictures, for the record, of how the well looked in the beginning of the project and how it looks
now. Commissioner Moore thanked Susan Bauer for all of her hard work and time on this
project. Susan Bauer stated that she will be putting together a formal close out packet to the state
once this hearing is completed. Commissioner Allison closed the Sentinel Gap Water
Association CDBG and closed the hearing.
A Public Hearing was called to order by Commissioner Allison. Commissioner Moore
moved to approve the budget extension in the 2004 budget of New Hope Domestic Violence and
Sexual Assault Services fund #128, Dept 170 from the Office of Crime Victims Advocacy to
provide sexual assault services to clients from Adams County. Commissioner Snead seconded
the motion and the motion passed unanimously. The hearing adjourned
A Public Hearing was called to order by Commissioner Allison. Commissioner Moore
moved to approve the supplemental budget extension in the 2004 budget of Grant Mental
Healthcare fund# 108, dept 150 from beginning fund balance to pay for building, vehicle and
equipment items. Commissioner Snead seconded the motion and the motion passed
unanimously. The hearing adjourned.
A Public Hearing was called to order by Commissioner Allison. Commissioner Allison
opened the hearing for public comment. As there was no public in attendance, Commissioner
Snead moved to close the public comment portion of the hearing. The motion passed
unanimously. Commissioner Snead then motioned to pass the 6 Year Comprehensive
Transportation Improvement Program from 2005-2010. Commissioner Moore seconded the
motion and the motion passed unanimously. The hearing adjourned.

until December 15, 2004.
December 15, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
A Public Hearing was called to order by Commissioner Allison. The Planning Department
described the proposal as a subdivision of two parcels totaling 125.898 acres into twenty-six lots in
the Rural Residential 2 Zone of Grant County. Lots 1-25 will be an average of 1.20 acres in size and
Lot 26 will be approximately 89.186 acres in size. All lots except proposed lot 10 have been have
been proposed for single-family residential development with individual wells and septic tanks. Lot
10 will be designated as Open Space. The location of the site address of the most easterly parcel is
5792 Rd. K NE and the most westerly parcel is west of Crab Creek about '/a mile East of Stratford
Rd., and is a portion of the NE % of Section 02, Township 19 N., Range 28 E., WM., Grant County,
WA (parcel# 17-0136-00 & #19-0336-000). The Planning Department stated that the Planning
Commission's recommendation to deny this preliminary plat. Brought into evidence was a report by
Harold Moberg, which discussed his views on why this plat should not be approved. Commissioner
Moore moved to continue the hearing to speak with Public Works and to get a better view of the area
maps. Commissioner Snead seconded the motion and the motion passed unanimously. The hearing
was continued to January 11, 2004 at 11:00 am.
The Commissioners approved the out of state travel for one Directions in Community
Living staff to travel to Hermiston, OR, to assist a person with a disability.
The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for December 28,
2004 at 10:15 a.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata,
regarding request for supplemental extension in the budget for Elections Services Fund #108 in
the amount of $70,150.00.
The Commissioners denied the request of Vern Cummings, Facilities Manager, to
purchase plumbing supplies from Ferguson Enterprises as they were not on the vendor list.
As there was no further business to come before the Board the session was continued
until December 16, 2004.
December 16, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.

The Commissioners signed an Investment Services Agreement between the County and
the City of Moses Lake for participation in the County investment program.
As there was no further business to come before the Board the session was continued
until December 17, 2004.
December 17, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners signed Interlocal agreements between Grant County and the
following agencies: City of Royal City, City of Mattawa, City of Grand Coulee, and City of
Electric City, for the provision of court services within the municipal department of the District
Court.
As there was no further business to come before the Board the session was continued
until December 20, 2004.
