Week of December 28, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution Number 04 -155 -CC, a resolution relating to a supplemental extension in the 2004
budget of Elections (Fund# 001, Dept# 108) in the amount of $70,150.00, be passed. The motion
carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution Number 04 -156 -CC, a resolution relating to a supplemental extension in the 2004
Salaries Budget in the amount of $112,500.00, be passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution Number 04 -157 -CC, a resolution relating to a supplemental extension in the 2004
budget of Grant County Coroner's Office (Fund# 001, Dept# 120) in the amount of $8,000.00,
be passed. The motion carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution Number 04 -158 -CC, a resolution relating to a supplemental extension in the 2004
budget of Emergency Management (Fund# 102, Dept# 144) in the amount of $16,835.00, be
passed. The motion carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution Number 04 -159 -CC, a resolution relating to a supplemental extension in the 2004
budget of Emergency Management (Fund# 102, Dept# 144) in the amount of $1,162.00, be
passed. The motion carried.
The Commissioners approved the recommendation of Vern Cummings, Facilities &
Maintenance Manager, to add a proposal to the contract of Moses Lake Custom Builders for the
labor and equipment to complete the drain system and install fiberglass reinforced panel for the
Ardell restrooms in order to expedite the completion of the project.
The Commissioners signed a Contract for Personal Services (Land Use Hearing
Examiner) between Grant County and Andrew L. Kottkamp in effect from January 1, 2005
through December 31, 2006.
The Commissioners signed a 2005 Professional Services Agreement for a Public
Information and Communications Consultant between Grant County and S.C. Communications
for public information and communication services in effect from January 1, 2005 through
December 31, 2005.

As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24,090, in the
amount of $264,397.33, as recorded on a listing and made available to the Board.
The Commissioners signed Interlocal agreements between Grant County and the
following agencies: City of Moses Lake, City of Ephrata, and the City of George, for the
provision of court services within the municipal department of the District Court.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Leon Byrd and Steven Cook, Maintenance;
Cathy Simon, Grant Mental Healthcare; and Derek Jay and Scott Myers, Jail.
The Chair of the Board was authorized to sign towing contracts between the Grant
County Sheriff's Office and the following companies: T&J Services, Smith's Auto Wrecking,
Cindy's Towing, George Washington Towing, Agri -Fix, Tim's Four Corners 76, Inc., Central
Towing, Quincy Car Sales & Towing, Moses Lake Towing, Beeline Frame & Axle, Inc., and
Burck's Auto Parts to perform towing services to Grant County in effect January 1, 2005 through
December 31, 2005.
The Commissioners signed Health Services Agreement Extensions between Grant
County and the following: Annie S. Miller, Chrystine L. Leonard, and Mary Lou Delp to
perform reasonable and necessary medial care to incarcerated youth and adults in effect January
1, 2005 through December 31, 2005.
The Chair of the Board was authorized to sign the Amendment to an Interlocal
Agreement between Grant County (the "County") and the City of George (the "City") for shared
Geographical Information System (GIS) services.
As there was no Kirther business to come before the Board the session was
continued until December 29, 2004.
December 29, 2004
The Grant County Commissioners session was called to order at 9.00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved and signed a Commercial Lease Agreement between Grant
County and Butterfield Broadcasting Corporation to occupy and use one of the County's
buildings and wooden pole.
The Chair of the Board was authorized to sign a NCW Regional Support Network
minimum salary schedule.

The Chair of the Board was authorized to sign a First Amendment to the Agreement
between NCW Regional Support Network (NCWRSN) and Adams County, Washington dated
July 31, 2003 to amend the interagency agreement between the NCWRSN and Adams County.
The Commissioners approved the recommendation of Al Holman, Fair and Facilities
Manager, to award the 2005 Interim Event Security Services Contract to Phoenix Protective
Corporation to provide security services at the Fairground during the 2005 year.
The Commissioners approved the recommendation of Al Holman, Fair and Facilities
Manager, to award the 2005 Pavilion Concession Booth Contract to Dana's Restaurant &
Espresso.
The Commissioners approved the recommendation of Vern Cummings, Facilities &
Maintenance Manager to award an electrical bid to Horizon Electric in the amount of
$11,642.40.
The Commissioners signed the Public Works Payroll Journal for the month of December
2004.
The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant
Mental Healthcare, to carry over 1 day of annual leave from 2004 to 2005.
The Chair of the Board was authorized to sign a Benefit Design between Grant County
and Express Scripts for the implementation of the County pharmacy benefit plan.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 12-1
through No. 12-95 in the total amount of $103,257.22, as recorded on a listing and made
available to the Board.
As there was no further business to come before the Board the session was continued
until December 30, 2004,

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, that
Resolution Number 04 -161 -CC, a resolution in the matter of adopting the 2005 Grant County
Budget, be passed. The motion carried.

A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution Number 04 -162 -CC, a resolution setting land classification and assessments for
funding the 2005 Grant County Noxious Weed Board Budget, be passed. The motion carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution No. 04 -163 -CC, a resolution adopting the 2005 Grant Mental Healthcare Budget, be
passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution Number 04 -164 -CC, a resolution in the matter of adopting the 2005 Veteran's Relief
Fund Budget, be passed. The motion carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution Number 04 -165 -CC, a resolution relating to the transfer of funds within the 2004
budget of the Current Expense Fund #001, Board of Adjustment Department #127, and the
Planning Department #111 in the amount of $500.00, be passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution Number 04 -166 -CC, a resolution relating to the transfer of funds within the 2004
budget of the Real Estate Excise Tax #126, Department #168 in the amount of $60,000.00, be
passed. The motion carried.
The Commissioners signed a Certification and Acknowledgement pursuant to the
provisions of RCW 84.52.070 acknowledging receipt of the 2005 budgets and estimates as
submitted by various taxing districts within Grant County certifying the amounts to be raised by
taxation on the assessed valuation of the property within each taxing district for the purpose of
levying taxes.
As there was no further business to come before the Board the session was continued
until January 3, 2005.
