WHEREAS, the Board of County Commissioners of Grant County have been advised by the
Grant County Planning Commission that an open record public hearing was conducted on April 4, 2001
on the matter of Whispering Plains Estates Preliminary Plat, a twenty (20) lot subdivision located on
approximately 100 acres in the Agriculture zone in a portion of Section 28, Township 21 North, Range
24 East, Willamette Meridian. Grant County, Washington;
WHEREAS, the Whispering Plains Estates Plat application has been processed in accordance
with Chapter 25.04 "Permit Application Review Procedures' of the Unified Development Code;
WHEREAS, the Whispering Plains Estates Preliminary Plat is in conformance with the
requirements of Chapter 22.04 "Land Divisions" of the I Initied Development Code;
WHEREAS, the Whispering Plains Estates Preliminary Plat is in conformance with the
requirements of the Grant County Unified Development Code,
WHEREAS, the Grant County Planning Commission made a recommendation to approve the
preliminary plat at the open record public hearing on April -1 2001 with thirteen conditions of approval;
WHEREAS, the Grant County Board of County Commissioners have held a Closed Record
Public Meeting on April 30, 2001;
WHEREAS, the Board of County Commissioners have made a decision to approve the
Whispering Plains Estates Preliminary Plat recognizing the thirteen (13) Conditions of Approval and four
(4) Findings of Fact as submitted by Planning Department titaff;
WHEREAS, the Board of County Commissioners have found that the proposal is consistent
with the Grant County Comprehensive Plan;

WHEREAS, the Board of County Commissioner,, have found that the public use and interest
will apparently be served by approval of the plat:
WHEREAS, the Board of County Commissioners have found that the requirements of the State
Environmental Policy Act have been complied with and a Mitigated Determination of Non -Significance
(MDNS) was issued on this proposal on March 14 2001 .
WHEREAS, the Board of County Commissioners have found that the preliminary plat does
comply with the intent of the Washington State Growth Management Act;
WHEREAS, the Board of County Commissioners have approved the Whispering Plains Estates
Preliminary Plat subject to the following thirteen (13) Conditions of Approval & four (4) Findings of
Fact as recommended by the Grant County Planning C ommission:
Conditions of Approval:
1. The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth
Management Act, The Washington State Environmental Policy Act, the Grant County Unified
Development Code, the Grant County Unified Development Code Chapter 24.08 Critical Areas and
Cultural Resources and all applicable federal, state, and local regulations, rulings or requirements.
2. Proposal shall comply with all requirements deemed necessary by the Grant County Health District,
the Washington State Department of Health, and the Washington State Department of Ecology
regarding domestic water supply, sewage systems and storm water control and treatment including,
but not limited to; RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface
Water Standards; WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On -Site
Sewage Systems.
3. Proposal shall comply with all requirements of the Grant County Fire Marshal/Building Official and
shall comply with the Grant County Fire Flow Guidelines, the Uniform Building Code, Uniform Fire
Code and all other applicable requirements for fire protection/life safety including, but not limited to:
a. All lots designed for development shalt comply with minimum 25' property tine setbacks or
provide fire flow as described in "Fire Flow Requirements."
b. Future development shall comply with Grant County Building Code Ordinance 980178cc.
4. Proposal shall comply with all requirements of the Grant County Public Works Department,
including, but not limited to the following:
a. Provide a plat check fee of $100 plus $2.00 per lot. Total $140.00.
b. Upgrade Rd. 13NW from P Rd. easterly to the east plat boundary.
c. All lots should be restricted to internal plat road access only.
d. All planned internal access roads should meet applicable paved road standards at the time of
development.

e. Comply with basic plat requirements.
5. Proposal shall comply with all requirements of the Grant County Auditor.
6. Proposal shall comply with all requirements of the Washington State Department of Ecology
including, but not limited to:
a. We encourage the applicant to use construction products containing recycled materials.
b. We encourage the applicant to reuse or recycle all possible leftover construction materials and
reduce waste generated.
7. Proposal shall comply with all requirements of the Washington State Department of Transportation.
8. If any Native American grave site(s) or archeological/cultural resources (Indian Artifacts) are found
on the proposed site all construction activity shall stop and the owner/developer shall immediately
notify the Colville Confederated Tribes and the Washington State Office of Archeology and Historic
Preservation.
9. Development shall comply with all requirements of the (Quincy) Columbia Basin Irrigation District.
10. Approval of the plat alteration shall be contingent upon conformance with all applicable land use
rules and regulations in effect as of February 22. 2001.
11. Final Plat approval shall be subject to UDC Chapter 22 04, Article V, Final Subdivision and Short
Subdivisions.
12. The proposal shall comply with all regulations of the Grant County PUD including, but not limited
to:
a. The plat should include a dedicated utility easement on each lot, with 10.00 feet on exterior lot
lines and 5.0 feet on interior lot lines.
b. The District will require that the owner(s) adhere to the terms and conditions of said transmission
line easement to ensure that this corridor remain free of non-compliant encroachments.
13. The proposed (12) twelve -acre building envelope for lot 20 shall include a corridor to provide for a
driveway to access the future residence located on that lot
Findings of Fact:
1) The Grant County Board of County Commissioners (has) concluded that appropriate provisions
for drainage, roads, alleys, utilities, public ways, water supplies, sanitary wastes, parks,
playgrounds, fire protection facilities, school sites, and grounds and other public and private
facilities and improvements in making its recommendations to the Grant County Commissioners.
2) The Grant County Board of County Commissioners (has) concluded that the subdivision
conforms to the general purpose of the Comprehensive Plan and Grant County Unified
Development Code.

3) The Grant County Board of County Commissioners (has) concluded that the public use and
interest will serve this proposal.
4) A Determination of Non -Significance was issued on March 14, 2001 and the requirements of
SEPA have been met.
Now THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant
County, Washington approve by this Resolution, the Preliminary Plat of Whispering Plains Estates
located in a portion of Section 28, Township 21 North, Range 24 East, Willamette Meridian, Grant
County Washington more fully described as follows:
