Week of September 20, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Marcia Bush, Clerks Office; Milo Bushman,
Jail; and Maureen R. Deile, District Court.
The Commissioners approved the hire date of September 1, 2004 for Gary H. Baker,
Information Services.
The Commissioners approved the separation date of June 14, 2004 for Frank Martinez,
Information Services.
The Commissioners signed Resolution No. 04 -121 -CC contributing funds to the Odessa
Sub Area Aquifer Project in the amount of $20,000.00.
The Commissioners approved the recommendation of Angie Clark, Hunan Resources
Director, that the County forgo the RFP process and maintain the status quo on the County's
drug and alcohol screening/testing program.
As there was no further business to come before the Board the session was continued
until September 21, 2004.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners signed Resolution No. 04 -120 -CC authorizing the County Treasurer
to collect weed liens and to enforce weed liens in the same manner as delinquent real property
taxes.
The Chair of the Board was authorized to sign an Amendment to Cost Sharing
Agreement (fixing the PILT payment percentages) between the Counties of Benton, Grant, and
Franklin; the School Districts of Richland, Kennewick, Wahluke, North Franklin, Prosser,
Paterson, Finley, and Kiona-Benton; the Ports of Pasco, Benton and Mattawa; Grant County Fire
Protection District #8; North Central Regional Library and Mid Columbia Library; and Grant
County Health District #5 (Mattawa Community Health Clinic).
The Commissioners signed Resolution No. 04 -122 -CC in the matter of vacating a certain
county road and right-of-way, namely lots 1, 2, and 4 in the Maples Plat.

The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Bid Opening A -SW Rd.; Vacation Hearing Maples Plat; Execution of
Contracts, Northlake; Bridge #306 Supplement; District No. 3 Truck Driver (Randall Strong);
Warden Quarry Site; Drop Box Operations; Metals Drive; SWAG Meeting Oct 6 is cancelled;
Solid Waste Aging Fees.
The Commissioners held a Bid Opening on A -SW Rd., CRP 02-13. A motion was made
by Commissioner Moore, seconded by Commissioner Snead, to refer the bids to Public Works
for their review and recommendation. The motion carried.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Road Engineer, Public Works Department, that the A -SW Rd., CRP 02-13 contract be awarded
to Selland Construction, Inc., at the bid price of $117,984.00.
The Chair of the Board was authorized to sign a Local Agency Agreement Supplement
regarding Baird Springs Rd. Bridge # 306.
The Commissioners signed an agreement between Grant County and North Central
Construction, Inc. to do all work and furnish all tools, materials, and equipment necessary to
improve and complete CRP 03-04 Northlake Rd., NE, CRP 03-04 & Neppel Rd. NE Guardrail,
CRP 03-24h.
A public hearing was called to order by Commissioner Allison. Derek Pohle, PE,
Director/County Engineer, Public Works Department, stated the vacation was of those County Road
Rights-of-way within the original lot boundaries of Lots 1, 2, and 4 of the Maples Plat, Book 7 of
Plats, Page 45 Records of Grant County, Washington. Said Rights-of-way lying in a portion of the N
'/z of the SE '/4 of Section 10, Township 19 North, Range 28 East, WM., with the exception of the
west 30 feet of Lot 1. Commissioner Allison opened the record for public comment. Glen St. Marie
approached the podium and wanted to thank Derek and the entire staff for this consideration.
Commissioner Moore moved to close the public portion of the hearing. Commissioner Snead
seconded the motion. All were in favor and the motion passed. Commissioner Moore moved to
uphold the Public Works recommendation to vacate Maples Plat, Commissioner Snead seconded the
motion. All were in favor and the motion passed with all Commissioners in attendance.
The Commissioners approved Vern Cummings, Facilities Manager recommendation to
hire East Side Asphalt to seal coat and crack seal the parking areas around County buildings on
Ivy Street.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board..

As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $1,123,618.83, as recorded on a listing and made available to the Board.
The Commissioners received a Certificate of Insurance from Cequel III, Communications
I, LLC, dba Cebridge Connections.
As there was no further business to come before the Board the session was continued
until September 23, 2004.
September 23, 2004
The session was continued at 9:00 a.m. with Commissioners Moore and Snead in
attendance with the Clerk of the Board. Commissioner Allison was not in attendance and
excused.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Tami Zeigler, DCL -DD Residential.
The Commissioners approved the hire date of September 13, 2004 for Wendy Sandmann,
and September 28, 2004 for Karrie Crowder, DCL -DD Residential.
The Commissioners approved the separation date of September 15, 2004 for Jackie Eisen,
DCL -DD Residential.
As there was no further business to come before the Board the session was continued
until September 27, 2004.
