Box 37, C Street NW Ephrata, WA 98823 Re: Water on Wheels Education Proposal (WOW) Dear Commissioners: At the monthly meeting of the Columbia Basin GWMA Executive Board held on February 22, 2001, the GWMA Executive Board was presented a proposal by Dave Koller from the Upper Grant Conservation District to fund the Water on Wheels Education Project. This Project involves using professional teachers to enter public school classrooms from K-12 in the GWMA area and present material to the students relating to groundwater and the cause and effects of nitrate contamination. GWMA has partially funded this WOW project in it's trial process, and now needs to fully fund it in order to partially fulfill it's Public Information and Educational responsibilities. After some discussion, the GWMA Executive Board decided to fully fund the WOW program for one year (July, 2001 — June, 2001) at a cost of $89,500. At the end of that time, the program will again be evaluated to determine it's effectiveness, and a decision made on further continuation and funding. We are asking for a formal approval of this action from the Commissioners in the form of a Resolution. Please notify me as soon as that has been done. If you have any questions regarding this project, please feel free to contact me. Thank you for your help in this matter. Sincerely, Lynn F.
