Week of November 22, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with
Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner
Moore was out of town and excused.
Commissioner Allison called a public hearing to order. Imelda Ponce was in attendance to
interpret. Fact Sheets, in both English and Spanish were available for the public. Commissioner
Allison invited Kenneth C. Sterner, to speak. Mr. Sterner gave an explanation of the program. The
CDBG funds will be utilized as follows:

Total: $185,562
There was no public in attendance. Commissioner Snead made a motion to close the public comment
portion of the hearing; Commissioner Allison seconded this. The motion carried. Commissioner
Snead moved to adopt the Grant County Community Development Block Grant, Public Purposes
Application 2005, in the amount of $185,562. Commissioner Allison seconded the motion and the
motion carried with 2 Commissioners in attendance. The hearing adjourned. The Chair of the Board
was authorized to sign the Grant County Community Development Block Grant Public Purposes
Application for the 2005 year.
The Commissioners appointed Mayor Dick Zimbelman to the Solid Waste Advisory
Committee, commencing November 9, 2004.
The Commissioners approved the separation date of October 22, 2004 for Shane M.
Starnes, Superior Court; and October 29, 2004 for Linda L. Sperline, Superior Court.
The Chair of the Board was authorized to sign the Interlocal Agreement between Grant
County (the "County") and the Washington State Department of Transportation (the
"Participant") for shared Geographical Information System (GIS) services.
The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant
Mental Healthcare, Developmental Disabilities and New Hope, to appoint Mari Cardwell to an
additional 3 year term on the Mental Health Advisory Board.
The Commissioners approved and signed the Directions in Community Living Policy and
Procedure Manual.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for a rate increase of 5% to the Grant County Retiree medical plan.

The Commissioners approved and signed Resolution No. 04 -138 -CC adopting the Joint
County Watershed Management Plan, for Moses Coulee and Foster Creek Watersheds
(WRIA 44 and 50).
The Commissioners approved and signed Resolution No. 04 -140 -CC approving a
Preliminary Plat of 39.28 Acres into seven lots for Larry Carvo. The subject site is located in
section 32, 'Township 19 north, Range 24 east, WM, Grant County, WA.
As there was no further business to come before the Board the session was continued
until November 23, 2004.
November 23, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with
Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner
Moore was out of town and excused.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Tammi Hollan and Linda Patrick, Grant Mental
Healthcare; Rachel Sanden, Directions in Community Living; Jessica R. Hinen and Dawn W.
McAllister, District Court; and Warren Swanson, Superior Court.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $1,166,612.33, as recorded on a listing and made available to the Board.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Notice of Hearing Resolution, Amending Six Year Transportation
Program; Execution of Contracts, 2004/2005 Crushing & Stockpiling; Board of County
Commissioners Project Trip; 2005 Budget Transmitted to Board; and Dropboxes/New
Operations for 2005/Closures.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, to close the 1-90 drop box site and to make the Alkalai drop
box site be seasonal, from April to September.
The Commissioners approved and signed Resolution No. 04 -141 -CC in the matter of
amending the Six Year Comprehensive Transportation improvement program from 2005 to
2010.
The Commissioners approved a budget extension in the amount of $30,000.00 to the
2004 New Hope budget as a result of increased funding from the Office of Crime Victims
Advocacy to provide sexual assault services to clients from Adams County.
