GRANT COUNTY, WASHINGTON
ORDINANCE NO. ooloo
An Ordinance Relating to the Grant County Comprehensive Plan and Unified Development
Code in Accordance with the Washington State Growth Management Act (Chapter 36.70A
RCW); Adopting Technical Corrections to the "Port of Moses Lake" Land Use Designation and
"Grant County International Airport" zoning designation.
WHEREAS, on September 30, 1999, the Board of County Commissioners adopted the Grant County Growth
Management Act Comprehensive Plan through Ordinance No 911- 158 -CC; and
WHEREAS, Ordinance No. 99- 158 -CC directed the County's Department of Long -range Planning to incorporate
various changes into the draft Comprehensive Plan and to publish the draft comprehensive plan as changed by the
Board as the County's final GMA Comprehensive Plan; and
WHEREAS, Grant County conducted a thorough SEPA public review process, and adopted a Final Environmental
Impact Statement (FEIS) on September 30, 1999 through Ordinance No. 99- 158 -CC; and
WHEREAS, on October 1, 2000, the Board of County Commissioners implemented the Grant County Unified
Development Code which updated Grant County development regulations consistent with the previously adopted
Growth Management Act Comprehensive Plan through Ordinance No 2000 - 114 -CC; and
WHEREAS, through the course of implementation of Ordinance No 99- 158 -CC and Ordinance No. 2000 - 114 -CC
it has been identified that the Port of Moses Lake Land Use designation mapping and subsequent Grant County
International Airport zoning mapping were incorrectly mapped; and
WHEREAS, the above - referenced errors were not identified prior to printing and publication of the GMA
Comprehensive Plan and Unified Development Code, resulting in published documents not fully and accurately
reflecting the Comprehensive Plan adopted by Ordinance No 09 -158 -CC and Unified Development Code adopted
by Ordinance No. 2000 - 114 -CC; and
WHEREAS, it was fully the intention of the Grant County Board of County Commissioners to include within the
Port of Moses Lake land use designation and Grant County International Airport zoning designation all the lands
identified and as adopted by reference as clearly delineated in the Grant County Airport Master Plan, prepared by
TRA Airport Consulting in association with CH2M Hill, and adopted March 28, 1994, by the Port of Moses Lake
Commissioners; and
WHEREAS, the above - referenced errors have no material effect on the principles, goals, and criteria contained in
the Grant County GMA Comprehensive Plan and Unified Development Code, but only correct the associated
mapping to properly reflect the decisions of the Board of County Commissioners in considering, and determining
those policies; and
WHEREAS, Grant County is currently in the process of the County' first annual Plan Amendment Cycle; and
WHEREAS, the technical correction to the Port of Moses Lake Land Use designation and the subsequent Grant
County International Airport zoning do not constitute a comprehensn a plan amendment but are simply for the
correction of a mapping error; and
WHEREAS, the Board of County Commissioners desires to prevent any potential confusion regarding its adopted
GMA Comprehensive Plan and Unified Development Code with regard to the use of the properties located and
identified within the Port of Moses Lake Land Use Designat ion and the Grant County International Airport zoning
designation;
WHEREAS, any such confusion or uncertainty within the identified Port of Moses Lake land use designation and
the Grant County International Airport zoning designation may result in the potential preclusion of development, the
Grant County Board of County Commissioners find that the emergencv action is necessary in order to ensure that
the immediate and full economic use of the lands may be exercised: Now, Therefore.

IT IS HEREBY ORDAINED that the Board of County Commissioners adopts the mapping attached hereto as
Exhibit A; and
BE IT FURTHER ORDAINED that if any provision or provisions of this ordinance or its application to any
person or circumstance is held to be invalid, the remainder of this ordinance or the application of the provision to
other persons or circumstances shall not be effected.
BE IT FURTHER ORDAINED, that all prior policies, ordinances, resolutions, regulations and/or mapping
technically corrected by the adoption of this ordinance, without limitation, are hereby expressly revived in the event
that Grant County's Growth Management Act Comprehensive Plan and/or Unified Development Code is at any time
hereafter declared in its entirety to be invalid or of no effect by a reviewing body with Jurisdiction, pursuant to RCW
36.70A.302(4).
BE IT FURTHER ORDAINED that the Board of Grant County C ommissioners adopts all recitals herein as
findings of fact in support of this action; and
BE IT FURTHER ORDAINED that the effective date of this technical correction to the Grant County
Comprehensive Plan is April , 2001.
BE IT FURTHER ORDAINED that the Board of Grant County Commissioners directs the Director of the Grant
County Planning Department to: (1) include the corrected mapping any time a copy of the Grant County
Comprehensive Plan and/or Unified Development Code is provided to any member of the public or to a public
official and (2) incorporate these mapping corrections into the next published versions of the Grant County
Comprehensive Plan and Unified Development Code: and
PASSED by the Board of Grant County Commissioners in regular session at Ephrata, Washington, by the following
vote, then signed by its membership and attested by its Clerk in authorization of such passage this day
