Week of May 24, 2004
The Grant County Commissioners session was called to order at 9:00 a.m, with
Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner
Moore was not in attendance.
The Commissioners approved the minutes of the May 17, 2004 session.
The Commissioners appointed Dale Walker to the Grant County Planning Commission
effective immediately.
As of this date, the Board, by a majority vote. does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $366,488.38 as recorded on a listing and made available to the Board.
The Commissioners received a Summons and Complaint for Personal Injury from Israel
Sanchez -Sandoval. The matter was referred to Korach and Wilson Insurance, Inc., for handling.
The Commissioners approved the request from M. Christine Price, County Director,
Cooperative Extension, for a request for funds from Small - Tools Extension Budget in the
amount of $125.12 to cover the purchase of a computer.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, to hire Cindy Lewis for the Cook position, Sheriff's Office, effective May 1, 2004. Ms.
Lewis was hired prior to the implementation of the hiring freeze.
The Chair of the Board was authorized to sign the State of Washington Department of
Community, Trade and Economic Development Multi -Jurisdictional Narcotics Task Force
Program application and the Interlocal Agreement to Create an Interagency Narcotics
Enforcement Team.
As there was no further business to come before the Board the session was continued
until May 25, 2004.
May 25, 2004
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met in executive session for forty five minutes with the Prosecuting
Attorney regarding litigation.
An Open Record Public Hearing was held regarding adopting/amending Ordinance
Number 04 -022 -CC, an Ordinance repealing Ordinance Number 91 -75 -CC regulating Noise

Disturbances, currently codified in the Grant County Code ("GCC") as Chapter 6.24 GCC,
enacting new text for Chapter 6.24 GCC regulating Noise Disturbances and, other matters
properly relating thereto. After taking public testimony, a motion was made by Commissioner
Moore, seconded by Commissioner Snead, to close the public comment portion of the hearing.
The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner
Snead, to adopt a Resolution / Ordinance Repeating Resolution / Ordinance Number 04 -022 -CC
Regulating Noise Disturbances, Currently Codified in the Grant County Code as Chapter 6.24
GCC, enacting new text for Chapter 6.24 GCC regulating Noise Disturbances and, other matters
properly relating thereto. The motion carried.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Execution of Contract - 5 NW Road; John Thomason — Potential Dairy;
WSDOT Response to Land Use Actions; QUADCO WTP Meeting; PIO Training; Biomass
Resource to Energy — Organic Reclamation Project; CDSI Letter; and possible quarry site.
The Commissioners signed the 5 Rd NW. CRP 03-11 contract between NA Degerstrom
Inc., Spokane, Washington, and Grant County.
An Open Record Public Hearing was held relating to the facts requiring a budget
extension for the Law and Justice Fund #121, Department #163, Current Expense Fund #001 for
Indigent Defense. At 3:45 p.m. the Commissioners entered into executive session with Special
Counsel Jerry Moberg and Civil Deputy Prosecuting Attorney Lyliane Sheetz. The hearing was
reconvened at 3:46 p.m. After taking public comment and accepting documents for the record, a
motion was made by Commissioner Moore, seconded by Commissioner Snead, to close the
public comment portion of the hearing. The motion carried unanimously. The hearing went
briefly off the record to allow the Clerk of the Board to obtain the Commissioners' calendar. A
motion was made by Commissioner Moore, seconded by Commissioner Snead, to continue the
Hearing until June 8, 2004 at 10:30 a.m. to allow the Commissioners to review the materials
presented at today's meeting. The motion carried unanimously.
The Commissioners approved, at the request of the City of Grand Coulee, the termination
of the Interlocal Agreement between the City of Grand Coulee and Grant County, effective June
1, 2004.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution No. 04 -076 -CC, a Resolution/Ordinance amending the Unified Development Code
Chapter 23.04 Zoning, Table 3, Allowable Land Uses for Unincorporated Portions of Urban
Growth Area Zoning Districts so that Hangars are identified as Discretionary Use in the Urban
Light Industrial Zone (Randy Niessner), be passed. The motion carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution / Ordinance No. 04 -077 -CC, a Resolution / Ordinance Repealing Resolution /
Ordinance Number 04 -022 -CC Regulating Noise Disturbances, currently Codified in the Grant

Disturbances and, other matters properly relating thereto, be passed. The motion carried.
The Commissioners approved the start date of April 25, 2004 for David W. Firebaugh,
Auditor's Office.
The Commissioners approved the separation date of April 30, 2004 for Robert N.
Mosher, Auditor's Office.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, to change one (1) Grant Mental Healthcare Admitting Assistant position from full-time
(100% FTE) to two (2) part-time (50% FTE) positions.
The Commissioners reviewed the request from the Superior Court Judges to transfer
funds from Cumulative Reserve for payment of indigent defense costs for Superior Court. The
Commissioners noted that there are restrictions on the use of these funds and did not approve the
request.
As there was no further business to come before the Board the session was continued
until May 26, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met in executive session with the Prosecuting Attorney and Special
Counsel for two and a half hours regarding litigation.
As there was no further business to come before the Board the session was continued
until May 27, 2004.

The session was continued at 9:00 a.m. with al I the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met in executive session with the Civil Deputy Prosecuting Attorney
and Special Counsel for one and a half hours regarding litigation.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 05-1
through No. 05-117 in the total amount of $464,349 60, as recorded on a listing and made
available to the Board.

A motion was made by Commissioner Snead, seconded by Commissioner Allison, that
the bid for the printing of County Legal Notices for the year beginning July 1, 2004 and ending
June 30, 2005 be awarded to the Columbia Basin Herald, Moses Lake, Washington. The decision
was made taking into account that all printing is to be published at a minimum of nine -point
solid matter, giving due consideration of the widest circulation of legal notices, and publishing
availability (five days a week). In addition, Grant County waives, in accordance with RCW
36.72.075, the requirement of posting a bond in the amount of Two Thousand and No/100
Dollars ($2,000.00) for the correct and faithful performance of the contract and work to be done.
Commissioner Moore opposed the motion. The motion carried.
The Commissioners approved the request of Sam Lorenz, Director, for out of state travel
for Travis Skidmore, to attend Citizens Emergency Response Team Training conference, Boise,
Idaho.
The Commissioners signed the Public Works Payroll Journal for the month of May,
2004.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Jeremc J Roy, Grant County Fairgrounds; and
Doris Long, Assessor's Office.
The Commissioners approved the salary, wage, and/or position changes for Angie Clark,
Human Resources Director.
As there was no further business to come before the Board the session was continued
until .lune 1, 2004.
