APPROVING A PRELIMINARY PLAT OF
42.88 ACRES INTO NINE LOTS. THE
SUBJECT SITE IS LOCATED IN SECTION
32, TOWNSHIP 19 NORTH, RANGE 24,
EAST, WM. GRANT COUNTY, WA

Approving a Preliminary
Plat of
Baseline Lake Plat
WHEREAS, the Grant County Board of County Commissioners ("BOCC") have been
advised that an open record public hearing was conducted, before the Grant County Planning
Commission on May 5, 2004, on the matter of a preliminary plat of 42.88 acres into nine lots;
which are located in a portion of Sections 32, Township 19 North, Range 24 East, Willamette
Meridian, Grant County, Washington; and
WHEREAS, the Grant County Planning Commission on May 5, 2004 did approve a
motion to recommend to the BOCC to approve this proposed preliminary plat with thirteen (13)
suggested Conditions of Approval; and
WHEREAS, the BOCC held a closed record public hearing on June 8, 2004; and
WHEREAS, the BOCC, have reviewed the application file, staff report and Planning
Commission minutes; and
WHEREAS, the BOCC have found that the proposal will not adversely effect the health,
safety, and general welfare of the public in the vicinity of the proposal; and
WHEREAS, the BOCC have found that the proposal is consistent with the Grant County
Comprehensive Plan, the Unified Development Codc, Chapter 23.04 "Zoning", other land use
regulations, and SEPA; and
WHEREAS, the BOCC have found that the public use and interest will apparently be
served by the preliminary plat; and
WHEREAS, the proposed preliminary plat meets the applicable requirements of Unified
Development Code, Chapter 22.04 "Land Division" and
WHEREAS, the proposed preliminary plat does comply with the Health District's
requirements for sewage disposal and potable water supply; and
WHEREAS, the proposed preliminary plat does contain an accurate legal description of
the lots being created, and the roads and easements i hercm; and
WHEREAS, the proposed preliminary plat does comply with Grant County regulations
pertaining to roads, utilities, drainage, access for emergency vehicles, and other infrastructure
improvements; and

WHEREAS, the BOCC have made a decision to approve the Baseline Lake preliminary
plat.
NOW, THEREFORE, BE IT RESOLVED THAT the Board of County
Commissioners for Grant County, Washington approve by this Resolution, with the Conditions
of Approval listed below, a preliminary plat of 42.88 -acres into 9 lots; which are located in a
portion of Sections 32, Township 19 North, Range 24 East, Willamette Meridian, Grant County,
Washington;
Conditions of Approval
Development shall be in compliance with the Washington State Environmental Policy
Act, the Grant County Comprehensive Plan, the Grant County Unified Development
Code, and all applicable local, state, and federal regulations, rulings or requirements.
2. Proposal shall comply with all requirements deemed necessary by the Grant County
Health District, by the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment including, but not limited to; RCW 90.48.080 Discharge of
Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A,
Ground Water Quality Standards; and WAC ?46-272, On -Site Sewage Systems.
3. If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Grant County Planning Department, the Colville Confederated
Tribes and the Washington State Office of Archaeology and Historic Preservation.
4. Approval of the plat shall be contingent upon con finniance with all applicable land use
rules and regulations in effect as of March 10 2001,
5. During road grading and/or construction actin itie,,, county roads shall be maintained clear
of soil and rocks at the point of ingress / egress
6. This proposal shall comply with the requirements of GCC 23.12.080 Clearing, Grading
and Drainage Standards, including but not limited to
a. Clearing and grading activities shall be conducted so as to minimize potential
adverse effects on offsite property.
b. All development shall ensure that soil erosion and sedimentation of drainage -
ways will be controlled to prevent damage to adjoining properties.
C. Surface drainage shall not be directed to or discharged onto County Roads or
ditches within County right-of-ways unless approved by the County Engineer.
7. This proposal shall comply with the requirements of GCC 23.12.100 Road Standards,
including but not limited to:

a. Roads shall be approved by the Grant County Emergency Services Department
and shall be established using the addressing and grid system delineated in GCC
10.36.
8. At the time of application for Final Plat review, pursuant to GCC 23.04.080(d), the
landowner shall submit a signed Right to Farm Disclosure Form (and associated
recording fees), which shall be recorded with the Grant County Auditor and noted on the
face of the plat at the time of recording or the entire text of the Right to Farm Disclosure
may be recorded on the face of the plat.
9. Development shall comply with all requirements of Grant County's Public Works
Department, including but not limited to:
a. Provide a plat check fee of $100.00 plus $2.00 per lot for a total of $118.00.
b. Provide waiver for private roads.
C. Access permits will need to be obtained for the private roads access points onto
the County Road prior to a building permit.
d. The partial of land northwest of lot #6 shall be labeled.
e. The curves data along the private road easement for the radius at the South
Frontage Road and along the cul-de-sac shall be shown.
10. This proposal shall comply with all the requirements of the Grant County Emergency
Services, including but not limited to:
a. Lanes and Cul-de-sac's will be designated to the grid system for road's.
b. The roadway serving lots 1, 2, & 3 shall be designated, "Baseline .1 Rd NW,"
C. The roadway serving lots 4, 5, & 6 shall be designated, "Baseline .2 Rd NW."
11. Development shall comply with all requirements o f the Grant County Health District,
including but not limited to:
a. The plat must show the 100ft zone of protection around each proposed well site;
and the plat must state that no activities which can potentially affect ground water
quality are allowed within this area. (e.g. chemical storage, septic systems, etc.)
b. A site registration is required for each lot to show suitability for septic system
construction. The sit e registration must be prepared by a licensed engineer or
certified septic system design.
12. Development shall comply with all requirements ofthe Grant County PUD, including but
not limited to:
a. Shall add the following to the final Plat, "gall lots subject to a public utility
easement 5' in width on all interior lot boundaries and 10' in w idth on all exterior
lot boundaries
13. Development shall comply with all requirements of the Grant County Planning
Department, including but not limited to:

a. Comply with all requirements listed in iJDC Chapter 22.04 Article V Final
Subdivisions and Short Subdivisions.
b. The location, width, and nature of "proposed utility easements" located along
property lines shall be identified as a "note" and not drawn. In those cases where
USBR and/or irrigation easements exist along property lines, the utility easements
shall run parallel and abutting said easements.
C. A note shall be placed on the face of the plat that lot #9 will be designated as open
space with an exception for existing development. And it shall be noted that lot #9
has no residential development potential.
d. Codes Covenants and Restriction's shall be recorded establishing lot # 9 to be in
common ownership by the owners of lot #'s 1-8.
e. The existing six (6) lot RV park shall be limited to personal use by the owners of
Parcels 1-8 of this Plat. This shall be noted on the face of the plat.
f. 60 feet of distance shall be required between clusters.
g. The wetland shall be identified on the face of the plat and a 100' no development
buffer surrounding the wetland shall also he identified and drawn on the face of
the plat.
h. A note shall be placed on the face of the plat stating, "The area included within lot
#9 shall not be used to gain additional density for areas outside the boundaries of
this Plat.
i. Correct and add the following "block" of information to the final
Zoning:
