WHEREAS, the Board of County Commissioners of Grant County have been advised by the
Grant County Planning Commission that an open record public hearing was conducted on July 12, 2001, on the
matter of approving a Reasonable Use Exception on (1) one lot approximately 1 acre in size in the Rural
Community Zone, located in a portion of Section 1. Township 19 North; Range 28 East; Willamette Meridian,
Grant County, Washington; and
WHEREAS, the Grant County Planning Commission on July 12, 2001 made a recommendation
to the Board of County Commissioners to approve this proposed Reasonable Use Exception with the (7) seven
suggested Conditions of Approval and (4) four Findings oi' Fact as prepared by the planning staff, and
WHEREAS, the Grant County Board of Corimissioners held a closed record public meeting on
July 30, 2001 in the Commissioners Hearing Room oft he C nirthouse; and
WHEREAS, the Board of County Commissioners have found that the public use and interest
will apparently be served by the Reasonable Use Exception and
WHEREAS, the Board of County Commissioners have found that appropriate provisions for
drainage, roads, alleys, utilities, public ways, water supplies sanitary wastes, parks. playgrounds, fire protection
facilities, school sites and grounds and other public and prn itc I-acilities and improvements have been made;
and
WHEREAS, the Board of County Commissioners have concluded that the Reasonable Use
Exception conforms to the general purpose of the Compreht n�ivc Plan, the Grant County Unified Development
Code, and
WHEREAS, the Board of County Commissioners have found that the Reasonable Use
Exception conforms to the Criteria of Approval identified it Section 23.04.170 of the Grant County Unified
Development Code; and

WHEREAS, the Board of County Commissioners have made a decision to uphold the Planning
Commission's recommendation to approve the proposed Reasonable Use Exception request.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for
Grant County, Washington hereby approve the Bruce & Michelle Mathews Reasonable Use Exception on (1)
one lot approximately 1 acre in size, subject to the following (7) seven Conditions of Approval and (4) four
Findings of Fact as recommended by the Planning Commission
CONDITIONS OF APPROVAL:
The following are conditions of approval, which were used in the Grant County Board of County
Commissioner's closed record public meeting to approve thy• proposed Reasonable Use Exception:
Development shall be in compliance with the Growth Management Act, The County -Wide Planning
Policies, The Washington State Environment Policy Act, the Grant County Comprehensive Plan, the
Grant County Unified Development Code, and all arplicable local, state, and federal regulations, rulings
or requirements.
2. Development shall comply with all applicable requirements of the Grant County Fire Marshall, the
Grant County Fire Flow guidelines and the Unifonr, Building Code and Uniform Fire Code.
3. Development shall comply with all conditions imposed by the Grant County Public Works Department
including but not limited to: An access permit ii req Tired prior to the issuance of a building permit.
4. Developer shall comply with all requirements deemed necessary by the Grant County Health District,
the Washington State Department of Health, and the Washington State Department of Ecology regarding
domestic water supply, sewage systems and storm «ater control and treatment including, but not limited
to: RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards;
WAC 173-201A, Ground Water Quality Standards ..nd bb'AC 246-272, On -Site Sewage Systems.
5. If any Native American Grave site(s) or archaeological,'cultural resources (Indian Artifacts) are found all
construction activity shall stop and the owner/developer shall immediately notify the Colville
Confederated Tribes and the Washington State Ofti� e oI':Archaeology and I listoric Preservation.
6, Reasonable Use Exception approval shall be contin:�ent upon conformance with all applicable land use
rules and regulations in effect as of June 19, 2001
7. Development shall comply with all requirements of Emergency Services.
FINDINGS OF FACT:
The following are (4) four Findings of Fact, which were usrd in the Grant County Board of County
Commissioner's closed record public meeting to approvc the proposed Reasonable Use Exception:

Resolution #
1) The Grant County Board of County Commissioners have concluded that appropriate provisions for
drainage, roads, alleys, utilities, public ways, water supplies, sanitary wastes, parks, playgrounds, fire
protection facilities, school sites, and grounds and other public and private facilities and improvements
have been made.
2) The Grant County Board of County Commissioners have concluded that the Reasonable Use Exception
conforms to the General Purpose of the Comprehensi ve Plan, the Grant County Unified Development
Code, and SEPA.
3) The Grant County Board of County Commissioners have concluded that the public use and interest will
be served by the proposal.
4) The Grant County Board of County Commissioners have concluded that the proposed Reasonable Use
Exception conforms to the Criteria for Approval identified in Section 2 3.04.170 of the Grant County
Unified Development Code.
