RESOLUTION APPROVING
A PLAT ALTERATION
JERRY & PAMALIA RAY
WHEREAS, the Board of County Commissioners of Grant County have been advised by the
Grant County Planning Commission that an open record public hearing was conducted on August 1,
2001, on the matter of creating four lots from lots 11 & 12 of Carroll Acres and a portion of the SW 1/4,
SW '/4, SE '/4, Section 34, Township 15 North, Range 23 East, Willamette Meridian, Grant County,
Washington.
WHEREAS, the Grant County Planning Commission on August 1, 2001, made a
recommendation to the Board of County Commissioners to approve this proposed plat alteration;
WHEREAS, the Grant County Board of Commissioners held a closed record public meeting
on August 28, 2001;
WHEREAS, the Board of County Commissioners have made a decision to uphold the
recommendation to approve the proposed plat alteration request;
WHEREAS, the Board of County Commissioners have found that the proposal is consistent
with the Grant County Comprehensive Plan;
WHEREAS, the Board of County Commissioners have found that the public use and interest
will apparently be served by the plat alteration;
WHEREAS, the Board of County Commissioners have found that the proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal;
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for
Grant County, Washington approve by this Resolution. a plat alteration to create four lots from Lots 11

RANGE 23 EAST; WM, GRANT COUNTY, WASHINGTON

& 12 of Carroll Acres & a Portion of the SW 1/4, S W t 4. S E '/4, Section 34; Township 15 North, Range
23 East, Willamette Meridian, Grant County, Washington
CONDITIONS:
The following are conditions of approval, which were used in the Grant County Board of County
Commissioner's closed record public meeting to approve the proposed Plat Alteration:
1) The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth
Management Act, The Washington State Environmental Policy Act, the Grant County Zoning
Ordinance, the Grant County Resource Lands and Critical Areas Development Ordinance and all
applicable federal, state, and local regulations, rulings or requirements.
2) Proposal shall comply with all requirements deemed necessary by the Grant County Health
District, Washington State Department of Health, and the Washington State Department of
Ecology regarding domestic water supply, sewage systems and storm water control and treatment
including, but not limited to; RC W 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-
201, Surface Water Standards; WAC 173-201 A, Ground Water Quality Standards; and, WAC 246-
272, On -Site Sewage Systems.
3) Proposal shall comply with all requirements of the (;rant County Fire Marshal and shall comply
with the Grant County Fire Flow Guidelines, the Uniform Building Code, Uniform Fire Code and
all other applicable requirements for fire proteciion/life safety.
4) Proposal shall comply with all requirements of the( irant County Public Works Department,
including, but not limited to the following:
A) Provide plat certificate for dedicated lands.
B) Provide a replat check fee of $100.00
C) Approach permits are required prior to issuance of a building permit
5) Proposal shall comply with all requirements of the Grant County Auditor including but not
limited to:
A) The name "Pam Ray Replat" is not acceptahle and needs to be renamed "Carroll Acres Re -
plat #1."
6) If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are
found all construction activity shall stop and the owner/developer shall immediately notify the
Colville Confederated Tribes and the Washington Slate Office of Archaeology and Historic
Preservation.

7) Preliminary Re -plat approval shall be contingent upon conformance with all applicable land use
rules and regulations in effect as of June 18, 2001.
8) Preliminary Re -plat approval shall be consistent with recorded restrictions with the Final Plat
approval of Carroll Acres during 1994 according to Book 15, Page 12 from the Grant County
Auditor's Office.
9) Development shall comply with Grant County's Emergency Service's requirements including but
not limited to:
A) Addressing previously issued will remain as 23916 Boulder Lane SW for Lot 4,
addressing for Lots 1-3 will need to be established. The developer will need to contact
this office for addressing.
