WHEREAS, the Board of County Commissioners of Grant County have been advised by the
Grant County Planning Commission that an open record public hearing was conducted on October 2,
2002, on the matter to allow a three (3) phase, twenty-four (24)lot subdivision of approximately 125
acres located in a portion of the Section 29, Township 28 North, Range 30 East, Willamette Meridian,
Grant County, Washington. Phase #1 shall consist of lots thirty-six (36) through forty-one (4 1) and
Phase #2 shall consist of lots of forty-two (42) through fifty (50). Phase #3 shall consist of lots fifty-
one (5 1) through fifty-nine (59).; and,
WHEREAS, the Grant County Planning Commission on October 2, 2002, conducted and open -
record public hearing and made a recommendation to the Board of County Commissioners to approve
the proposed preliminary plat with ten (10) conditions of approval along with one (1) additional
condition of approval added at the public hearing by the Grant County Planning Commission.; and,
WHEREAS, the Grant County Board of Commissioners held a closed record public hearing on
November 26, 2002 at 11:00 am in the Commissioners Hearings Room of the Grant County
Courthouse in Ephrata, Washington; and,
WHEREAS, the Board of County Commissioners have made a decision to uphold the
recommendation from the Grant County Planning Commission to approve the proposed preliminary
plat request; and,
WHEREAS, the Board of County Commissioner, have upheld the findings and conclusions of
the Grant County Planning Commission; and,
WHEREAS, the North Shore Acres #2 Preliminary Plat Application has been processed in
accordance with Chapter 25.04 "Permit Application Review Procedures" of the Unified Development
Code; and,

WHEREAS, the Board of County Commissioners. have found that the proposed subdivision is
consistent with the Grant County Unified Development Code: and,
WHEREAS, the Board of County Commissioners have found that the proposed subdivision is
consistent with the Grant County Comprehensive Plan; and.
WHEREAS, the Board of County Commissioners have found that the proposed subdivision
underwent SEPA review and a Mitigated Determination of Non -Significance (MDNS) was issued on
September 17, 2002; and,
WHEREAS, the Board of County Commissioners have found that the proposed subdivision
underwent Critical Areas review according to Grant County Code Chapter 24.08 and does not appear
to lie in any; and,
WHEREAS, the Board of County Commissioners have found that the proponent has made
appropriate provisions for drainage, roads, alleys, utilities, public ways, water supplies, sanitary
wastes, parks, playgrounds, fire protection facilities. school Sites, and grounds and other public and
private facilities and improvements; and,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant
County, Washington, approve by this Resolution, the Preliminary long plat of North Shore Acres #2, a
three (3) phase, twenty-four (24) lot subdivision of approximately 125 acres. Phase #1 shall consist of
lots thirty-six (36) through forty-one (41) and Phase #2 shall consist of lots of forty-two (42) through
fifty (50). Phase #3 shall consist of lots fifty-one (51) through fifty-nine (59).; and,
The subject preliminary plat is located in a portion of Section 29; Township 28 North; Range 30 East;
Willamette Meridian, Grant County, Washington.
(Parcel Number: 18-2332-000).
CONDITIONS OF APPROVAL:
Development shall be in compliance with the Grant County Comprehensive Plan, the Grant
County Unified Development Code, and all applicable local, state, and federal regulations,
rulings or requirements.
2. Development shall comply with all applicable requirements of the Grant County Fire Marshall,
the Grant County Fire Flow guidelines and the [Jniform Building Code and Uniform Fire Code

3. Development shall comply with all conditions imposed by the Grant County Public Works
Department including but no limited to:
a) Provided a Plat Check fee of $100.00 plus 2.00 per lot for a total of $148.00.
b) All plat roads shall be built to current Grant County Road Standards.
c) Phase I & II shall include a temporary cul-de-sac for a turn around provision. Phase H shall
include the dedication of the rest of the right of way to include the approved access to Hwy
155 and a bond in place to insure the construction of said route.
d) Lots 46,47,48&49 would result in too many driveway accesses in such a short distance,
they need to maintain 50 feet of frontage but they should use a common access.
e) Provide all boundary lines, existing easements and dedications with Auditor.
f) Locate features: permanent buildings, wells watercourses and lakes.
g) Provide control monuments.
h) Require plat certificate
i) Provide a complete road plan,
j) Provide a 20' radius at all right of way intersections.
k) Provide 5' utility easement.
1) Access permit must be obtained before building permits
m) Proof of access to State Highway.
n) Cul -de -sacs -temporary turnaround.
4. Developer shall comply with all requirements deemed necessary by the Grant County Health
District, the Washington State Department of Health, and the Washington State Department of
Ecology, regarding domestic water supply, sewage systems and storm water control and
treatment including, but not limited to: site evaluations for septic systems, approved water
system by the Washington State Department of Health. RCW 90.48.080 Discharge of Polluting
Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water
Quality Standards and WAC 246-272, On -Site Sewage Systems.
5. If any Native American Grave site(s) or archaeological/cultural resources (Indidn Artifacts) are
found all construction activity shall stop and the owner/developer shall immediately notify the
Grant County Planning Department, Colville Confederated Tribes and the Washington State
Office of Archaeology and Historic Preservation
6. Preliminary Subdivision approval shall be contingent upon conformance with all applicable
land use rules and regulations in effect as of September 3, 2002.
7. Development shall comply with all conditions imposed by Washington State Department of
Transportation with regards to connection with State Route 155 with proposed subdivision.

8. Development shall comply with the requirements of the Grant Count Emergency Services
Office including but not limited to:
a) establishment of an address for development at this location.
9. Development should comply with recommendations listed by Washington State Department of
Ecology, including but not limited to:
a) Giving consideration to labeling seasonal stream that runs the length of the
development.
10. Development shall comply with all applicable requirements of the Grant County Fire District
#14 including but not limited to:
a) Placement of 6" hydrants near lots #45-49 and also lot #39, for all other lots a 21/2"
standpipe every 600 feet.
11. Condition of approval recommended by The Grant County Planning Commission that
access to proposed lots 46, 47 and 48 shall be served by a private road built/constructed
to Grant County Public Works Department's Standards for Private Roads
BE IT FURTHER ORDAINED, the effective date of this Resolution shall be 5 p.m.
December 6, 2002.
