Week of April l2, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board
The Commissioners requested that on Page 2 of the April 5, 2004 Commissioners'
Proceedings, that the following paragraph be struck: The Commissioners approved the
recommendation of Angie Clark, Human Resources Director, that the Building Department
Permit Technician/Secretary job description be changed to include additional system
administration responsibilities and that the title be changed to reflect these changes. This was a
duplicate of an item that appeared on Page 3 of the March 5, 2004 Commissioners' Proceedings.
With this correction, the minutes of the April 5, 2004 Commissioners' Proceedings were
approved.
The Commissioners met in executive session for an hour and fifteen minutes with the
Prosecuting Attorney and Washington Rural Counties Insurance Pool representatives regarding
the public defense contract.
The Chair of the Board was authorized to sign the Washington State Military Department
Amendment to Contract E03-335, E911 Wireless -Implementation. Contract period: July 1, 2003
through June 30, 2004,
The Commissioners signed the Memorandum of Understanding regarding trial period for
Twelve -Hour Shifts, Sheriffs Department.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, that LIST certified employees be paid a flat rate of $50.00 for providing interpretation
services, Grant Mental Healthcare.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Denise Redding, Grant Mental Healthcare;
Brian Milliken, Grant Mental Healthcare; John Hoyer, Grant Mental Healthcare; Terri Greer,
Grant Mental Healthcare; Denice Bloxton; Grant Mental Healthcare; and Carla Payne, Sheriff s
Office.
The Commissioners approved the start date of April 1, 2004 for John A. Turley, Sheriffs
Office.
The Commissioners approved the separation date of April 16, 2004 for Brett W. Hill,
District Court.
The Commissioners approved for distribution to Elected Officials and Department Heads
Policy 04-01 entitled Family and Medical Leave Act ("FMLA") and the revised Sick Leave
Policy 02-05.

As there was no further business to come before the Board the session was continued
until April 13, 2004.
April 13, 2004
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $1,040,654.85, as recorded on a listing and made available to the Board.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payrol I Vouchers #1 — 4, and General Fund
Vouchers 95 — 81, in the amount of $121,790.96. as recorded on a listing and made available to
the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 04-1
through No. 04-188 in the amount of $904.946.50, as recorded on a listing and made available to
the Board.
The Chair of the Board was authorized to sign the Washington State Department of
Social & Health Services ("DSHS") County Program Agreement 0463-48274 between the DSHS
and Grant Mental Healthcare for the provision of vocational rehabilitation services. The contract
was sent to Sharon Kiehn, Executive Director, Grant 'dental Healthcare, to obtain further
signatures.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Authorization to Call for Bids - 5 Road NW; Bid Opening — Liquid
Asphalt; 12 — NE/Black Rock, Inc; Road Levy; and Dump Trucks.
The Commissioners held a Bid Opening on MC250 and MC800 Liquid Asphalt - 2004. A
motion was made by Commissioner Snead, seconded by Commissioner Moore, to refer the bids
to Public Works for their review and recommendation. The motion carried.
The Commissioners signed the Authorization to Call for Bids on 5 Rd NW, CRP 03-11,
STPR-G132(005), TA 2652. Bids are to be opened May 4. 2004 at 2:00 p.m.
As there was no further business to come before the Board the session was continued
until April 14, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign the Interlocal Agreement between Grant
County (the "County") and the City of Soap Lake (the "City") wherein the County would
provide certain services for the City in connection with the Uniform Building Code, Chapter
19.27 RCW, the Uniform Fire Code portion of RCW 19.27.031(3).
The Chair of the Board was authorized to sign the Intergovernmental Agreement between
Grant County and the City of Soap Lake for the provision of certain engineering, administrative
and clerical services.
The Commissioners appointed Greg Cardwell, Public Works, to the Insurance
Committee, open management position.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for a one-time exception to policy to provide pay in lieu of notice to Satinya Dale and
Mike Boyd whose positions were eliminated during the recent Grant Mental Healthcare
reorganization.
As there was no further business to come before the Board the session was continued
until April 15, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met in executive session for fifteen minutes with the Prosecuting
Attorney and Washington Rural Counties Insurance Pool representative regarding the public
defense contract.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for David Patten, Information Services; and Frank
Martinez, Jr., Information Services.
The Commissioners met in executive session for one hour with the Prosecuting Attorney
and Washington Rural Counties Insurance Pool representative regarding the public defense
contract.

The Commissioners signed the Professional Services Agreement for Legal
Representation of Indigent Individuals in Superior Court between Grant County and Brett W.
Hill; Theodore A. Mahr; Ryan T. Earl; Randy W Smith; and W. Alan White.
As there was no further business to come before the Board, the session was adjourned
until April 19, 2004.
