HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (304)COMMISSIONERS' PROCEEDINGS Week of April 5, 2004 Corrected The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the March 29, 2004 session. The Commissioners signed the Payroll Final Register for the month of March, 2004. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, to classify the Grant Mental Healthcare Initial Services Specialist position in the Compensation Plan at Band 13. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Lisa Voss, Maintenance. The Commissioners approved the separation date of March 31, 2004 for Brent Mullings, Sheriff s Office. The Commissioners set the maximum Registered Warrants limit to $1,000,000 for Quincy Valley Medical Center, as recommended by the Finance Committee, to allow the Center to continue providing quality medical services needed in the Quincy area. The Commissioners received the resignation of Trina Sanders from the Grant County Tourism Commission and appointed George Hitzler to the Commission for a three (3) year period, effective April 5, 2004. The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant Mental Healthcare, for out of state travel for Gricelda Ohrazda, to attend training at the National Sexual Violence Prevention Conference, Los Angles, California. The Commissioners noted that Ms. Ohrazda will be attending the conference on a scholarship. The Commissioners also approved Stephanie Ahrens to attend the Psychiatric Congress 2004 conference, San Diego, California. The Commissioners signed a Proclamation recognizing April 11 — 17, 2004 as National Public Safety Telecommunications Week, in honor of the men and women whose diligence and professionalism keep our County and citizens safe. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -055 -CC. a Resolution relating to the transfer of funds within the 2004 budget of the Auditor's O & M Fund 4124, Department 9166, in the amount of $14,000, be passed. The motion carried. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of April 5, 2004 Corrected The Chair of the Board was authorized to sign the letter to the Program Manager, Water Resources, Eastern Region Office, Department of Ecology, regarding the depletion of the Odessa Sub -Aquifer. Grant County joins with Adams, Franklin_ and Lincoln Counties in addressing this issue. The Commissioners approved, as recommended by Sam Lorenz, Emergency Management Director, the bid award for specialized equipment to Allied Security and GIS software to Ascent GIS. The Commissioners received a lawsuit against Grant County filed on behalf of Jeffrey Best, Daniel Campos, Gary Dale Hutt and Greg Hansen from the ACLU and Columbia Legal Services. The matter was referred to Washington Rural Counties Insurance Pool for handling. The Commissioners signed the Herbicide Materials 2004 Contract, Helena Chemical Company, Moses Lake, Washington, as recommended by Derek Pohle, PE, Director/County Engineer, Public Works Department. As there was no further business to come before the Board the session was continued until April 6, 2004. April 6, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RC W 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $637,438.67, as recorded on a listing and made available to the Board. A Public Hearing was held regarding the Grant County District Court's Districting Plan. After taking testimony, a motion was made by Commissioner Moore, seconded by Commissioner Snead, that the public comment portion of the meeting be closed. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to adopt the amended plan of the Grant County District Court Districting Committee, as presented by the Districting Committee, effective date: June 4, 2004 The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -056 -CC, a Resolution in the matter of support of Lincoln County joining the Columbia Basin Ground Water Management Area ("G WMA"), be passed. The motion carried. The motion carried. As there was no further business to come before the Board the session was continued until April 7, 2004. April 7, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the separation date of April 2, 2004 for Julie Kaller, Grant Mental Healthcare.
