HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (301)COMMISSIONERS' PROCEEDINGS Week of March 15, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the March 8, 2004 session. The Commissioners approved the Sole Source Purchase request from Sam Lorenz, Emergency Management Services, for Telecommunications and Data Processing (Computer) Equipment and Software. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $796,418.63, as recorded on a listing and made available to the Board. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for: Trisha Olson, Auditor's Office; Jim Edlund, Treasurer's Office; Carlos E. Garay, District Court; Randie S. Ponozzo, District Court; Darlene L. Holman; District Court; Shareen E. Laughlin, Juvenile Court and Youth Services; Belinda J. Thompson; Juvenile Court and Youth Services and Linda L. Southwell, Juvenile Court and Youth Services. The Chair of the Board was authorized to sign the Vivian Oslick (Outback Long Plat) Final Plat Submission and Review, File #03-3615. The Chair of the Board was authorized to sign the Housing Authority of Moses Lake (Larsen Subdivision Replat No. 1 1) Final Plat Submission and Review, File #03-3711. The Chair of the Board was authorized to sign the Juvenile Accountability Incentive Block Grant ("JAIBG") Response Form, stating Grant County's intent to participate in the federal program. The Chair of the Board was authorized to sign the Washington Dental Service, Outline of Contractual Variations, Grant County Program 4792 and effective March 1, 2004, changes in the contract language and contractual variations. The Chair of the Board was authorized by a majority vote to sign approval of the Special Occasion License Application of the Desert Aire Mens Club, Desert Aire, Washington, from the Washington State Liquor Control Board. Commissioner Moore did not vote in favor of this license. The Commissioners approved the request from the Prosecutor's Office to purchase the Gold Medallion Certificate Frame for John Knodell, Prosecuting Attorney, who has been appointed to the Bar of the United States Supreme Court, Page 1 of 5 COMMISSIONERS' PROCEEDINGS Week of March 15, 2004 The Commissioners signed the Intergovernmental Cooperative Purchasing Agreement between Clark County and Grant County. A Closed Record Public Hearing was held regarding the Desert Aire Division 9 Preliminary Plat Application of 106 lots located north of the Desert Aire Airport in the northeast quarter of Section 22, Township 14 N, Range 23 EWM, Grant County, Washington. A motion was made by Commissioner Moore, seconded by Commissioner Allison, to uphold the Planning Commission's recommendation and approve the preliminary plat application of Desert Aire, Division #9, phases 4, 5, and 6 with the 14 Conditions of Approval and the seven (7) Findings of Fact. The motion carried. A Closed Record Public Hearing was held regarding the Arthur L. Thivierge Preliminary Plat Application of 38 t acres into five lots. A motion was made by Commissioner Moore, seconded by Commissioner Allison, to uphold the Planning Commission's unanimous recommendation and uphold the preliminary plat application of Arthur L. Thivierge with the 11 Conditions of Approval, and adding Conditions of Approval No. 12 and the seven (7) Findings of Fact. Discussion: the Commissioners questioned the 1,000 square foot building requirement as stated in the February 4, 2004 Planning Commission minutes. That requirement was not forwarded in the Planning Commission's final recommendation. Ed Harrell, Assistant Planner, advised the Commissioners that it is presumed if the building were a doublewide that it would be larger than 1,000 square foot requirement. With that clarification, the motion carried. As there was no further business to come before the Board the session was continued until March 16. 2004. March 16, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for: Danielle Alvarado, Prosecutor's Office; and Linda Holden, Prosecutor's Office. The Commissioners approved the separation date of March 9, 2004 for Ophelia Gomez, Grant Mental Healthcare. The Commissioners approved the start date of March 8, 2004 for Philip C. Coats, Sheriffs Office. The Chair of the Board was authorized to sign the Washington State Community Development Block Grant Program, Grantee Closeout Performance Report, Grant Number 03-64002-004. Page 2 of 5 COMMISSIONERS' PROCEEDINGS Week of March 15, 2004 The Commissioners approved Dave Phillips of Royal City to fill the vacant position on the Grant County Fair Board. The Chair of the Board was authorized to sign new License Application of the Sun Lake Park Resort, 34228 Park Lake Rd NE, Coulee City, Washington, from the Washington State Liquor Control Board. Applicants: Sun Lakes Park Resort, Inc., James E. Ping, and Jeanie Ping. The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 04-64004-004, Payment Request #2 ("NCCAC"). A Closed Record Public Hearing was held regarding the James L. Weller Minor Zone Change request changing a 12,000 square foot parcel located in Tract A, Desert Aire #5, in a portion of the SE '/4 ofthe SW %4 of Section 22; Township 14 N, Range 23 EWM, Grant County WA. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to uphold the Planning Commission's unanimous recommendation and approve the James L. Weller minor zone change Rural Village Open Space Conservation to Rural Village Residential 2, with the ten (10) Findings of Fact. The motion carried. A Closed Record Public Hearing was held regarding the Wade King Minor Zone Change request of approximately 75 acres from Rural Remote and Agriculture to Shoreline Development 3. The property is located between Moore Road and the southern end of Blue Lake and in the west half of the southeast quarter of Section 29 Town 24 N Range 27 EWM, Grant County WA. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to uphold the Planning Commission's unanimous recommendation and approve the Wade King minor zone change approximately 75 acres from Rural Remote and Agriculture to Shoreline Development 3 with the ten (10) Findings of Fact. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Notice of Hearing - Selling Lot 2 and Lot 3 of the GCPWD Short Plat No. 1; Execution of Contracts - Cascade Container (40 cy Drop Boxes) and Western Power and Equipment (V -Plow); Dedication Award; Snow Removal Budget; and Drop Boxes: Extension of Contract. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -043 -CC, a resolution in the matter of setting a Public Hearing and selling Lot 2 and Lot 3 of the GCPWD Short Plat No. 1 (formerly Farm Unit 64, Block 75), be passed. The motion carried. The hearing is set for March 30, 2004 at 2:00 p.m., Commissioners' Hearing Room. The Commissioners signed the Equipment Contract 2004-10 between Western Power and Equipment, Spokane, Washington, and Grant County. Page 3 of 5 COMMISSIONERS' PROCEEDINGS Week of March 15, 2004 The Commissioners signed the Equipment Contract 2004-11 between Cascade Container - Fab Co., Ridgefield, Washington, and Grant County. A Closed Record Public Hearing, continued from February 9, 2004, regarding the Appeal of Official Administrative Interpretation — Piney Creek Land & Royalty Company was held. After discussion, a motion was made by Commissioner Snead, seconded by Commissioner Moore, that the Board of County Commissioners uphold the Grant County Planning Director's Notice of Official Administrative Interpretation on the Piney Creek Land and Royalty Company application and that staff write up Findings of Fact. The motion carried. The Chair of the Board was authorized to sign the David Murphy (Murphy SP #1) Final Plat Submission and Review, File 903-3552. The Chair of the Board was authorized to sign the Rashell (Denning) Rosenkranz (Desert Aire #1 Replat #15) Final Plat Submission and Review, File #02-3492. As there was no further business to come before the Board the session was continued until March 17, 2004. March l7, 2004 The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 04 -044 -CC, a Resolution approving the Preliminary Plat of 38t acres into five lots located in Section 29, Township 22 N Range 27 EWM, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution / Ordinance No. 04 -045 -CC, an ordinance relating to amendment of the Grant County Zoning Map changing approximately 75 -acres owned by Wade King between Moore Road and the southern end of Blue Lake, and in the west half of the southeast quarter of Section 29, Township 24 N. Range. 27 EWM., from Rural Remote and Agriculture to Shoreline Development -3, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution / Ordinance No. 04 -046 -CC, an ordinance relating to an amendment of the Grant County Zoning Map changing a 12,000 square foot parcel, known as Tax #7302 in Tract A, Desert Aire #5 a portion of the SE '/, of the SW '/, of Section 22, Township 14 N. Range 23 EWM, from Rural Village Open Space Conservation to Rural Village Residential 2. (James L. Weller), be passed. The motion carried. Page 4 of 5 COMMISSIONERS' PROCEEDINGS Week of March 15, 2004 The Commissioners were notified of the resignation of Belinda Carrow and Sally Cassella from the Grant County PARC Advisory Board; the Commissioners appointed James Yonko to fill a position on the PARC Advisory Board, effectively immediately. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for: Marcia Bush, Clerk's Office; and Leanne Symonds; Clerk's Office. The Commissioners appointed Jerry Campbell, Environmental Health Director, Grant County Health District, to serve on the WA -CERT Committee. Mr. Campbell is replacing Keith Bell. As there was no further business to come before the Board the session was continued until March 19, 2004. March 14, 2004 The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused. The Commissioners signed a Proclamation recognizing National Ag Day and declaring March 14 — 20, 2004 as Natural Agriculture Week, a time when producers, agricultural associations, corporations, universities, government agencies and countless others across America gather to recognize and celebrate the abundance provided by agriculture.
