Week of February 17, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the minutes of the February 9, 2004 session.
The Commissioners met in executive session for thirty five minutes with legal counsel
and Thomas J. Earl, Attorney at Law, regarding the public defense contract.
The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public
Works Department, regarding: 1:50 p.m. Bid Opening - Large Format Copier; 2:00 p.m. Bid
Opening -2004 Herbicide Application; 2:10 p.m. Bid Opening— Asphalt Hauling and Dispatch
Services 2004/2006; 2:20 p.m. Bid Opening — 6000 Gal. Semi Water Trailer; 2:30 p.m. Bid
Opening — Lubrication Rack; Reimbursable Work - Grant County Port District No. 9; Contract
Award Recommendation — Air Compressors (United Rental), Propane Tank w/Trailer (Star
Rentals), Tow Paver (Western Power & Equip.) Street Sweeper (Terex Utilities West); Easement
— BBCC Parkway; and Execution of Contracts — Bridge #386 and #169/Desert Rock.
The Commissioners held a Bid Opening on Equipment Contract ER&R 2004-06, one (1)
Large Format Copier. A motion was made by Commissioner Moore, seconded by Commissioner
Snead, to refer the bid to Public Works for their review and recommendation. The motion
carried.
The Commissioners held a Bid Opening on 2004 Herbicide Application Program. A
motion was made by Commissioner Snead, seconded by Commissioner Moore, to refer the bids
to Public Works for their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on Asphalt Hauling and Dispatch Services, 2004
—2006. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to refer
the bid to Public Works for their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on Equipment Contract 2004-07, one (1) 6000
Gallon Semi Water Trailer. A motion was made by Commissioner Snead, seconded by
Commissioner Moore, to refer the bids to Public Works for their review and recommendation.
The motion carried.
The Commissioners held a Bid Opening on Equipment Contract ER&R 2004-09,
Lubrication Rack. A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to refer the bids to Public Works for their review and recommendation. The motion
carried.
The Commissioners approved the recommendation of Derek Pohle, Director/County
Road Engineer, Public Works Department, to award the following contracts: Equipment Contract

2004-05, two (2) Air Compressors to United Rental, Moses Lake, WA; Equipment Contract
2004-02, one (1) Propane Tank w/Trailer to Star Rentals, Yakima, WA; Equipment Contract
2004-03, one (1) Tow Paver to Western Power and Equipment, Spokane, WA; and Equipment
Contract 2004-04, one (1) Street Sweeper to Terex Utilities West, Spokane, WA.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, to complete work for the Grant County Port District No. 9
as outlined on the Request to The County Road Department for Reimbursable Work.
The Commissioners signed an easement to the Grant County Public Works Department
for the location and establishment of a county road, Big Bend Community College Parkway.
The Commissioners signed, at the recommendation of Derek Pohle, PE, Director/County
Road Engineer, Public Works Department, the Bridge #386, M NW Rd, CRP 03-26 and Bridge
4169, Hunter Canyon Rd, CRP 00-06 contract between Grant County and Desert Rock Exe.,
Inc., Moses Lake, WA.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for: JoAnne Francis, Commissioners/Interfund
Communications.
The Chair of the Board was authorized to sign the State of Washington Invoice Voucher,
Department of Community, Trade and Economic Development, CDBG Contract No. 04-64004-
004, Payment Request #1 (NCCAC).
The Commissioners approved the emergency request of Ken Kernan, Undersheriff, for an
Emergency Purchase of a touch screen monitor used to open jail locks electrically, vital to the
movement and housing of prisoners.
A public hearing was held regarding an appropriation and expenditure of funds. A motion
was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No.
04 -020 -CC, a Resolution authorizing an appropriation and expenditure of funds, CRID Bond
Fund #2001-1, Fund 224-001, in the amount of $20,000, be passed. The motion carried.
A public hearing was held regarding an appropriation and expenditure of funds. A motion
was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No.
04 -021 -CC, a Resolution authorizing an appropriation and expenditure of funds, CRID Bond
Fund #2001-2, Fund 225-001, in the amount of $5,000, be passed. The motion carried.
As there was no further business to come before the Board the session was continued
until February 18, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners terminated the Contract for the Provision of Legal Services, Superior
Court, with Thomas J. Earl, Attorney at law, effective immediately.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RC W 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $1,180,784.12, as recorded on a listing and made available to the Board.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, that
Resolution/Ordinance No. 04 -022 -CC, a Resolution/Ordinance repealing Ordinance Number
91 -75 -CC regulating Noise Disturbances, currently codified in the Grant County Code ("GCC")
as Chapter 6.24 GCC, enacting new text for Chapter 6.24 GCC regulating Noise Disturbances
and, other matters properly relating thereto, be passed. The motion carried.
As there was no further business to come before the Board the session was continued
until February 19, 2004.
February 19, 2004
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for: Susan Ramaker, Treasurer's Office.
The Commissioners approved the temporary appointment and start date of February 17,
2004 for Rebecca A. Morris, Human Resources.
The Commissioners approved the separation date of February 11, 2004 for Michael
Coffman, Jail; and February 5, 2004 for Anthony Hale, Corrections.
The Commissioners authorized Angie Clark, Human Resources Director, to enroll Grant
County in the Center for Occupation Health and Education ("COHE"), a pilot project funded by
the Washington State Department of Labor & Industries to improve outcomes for injured
workers and to prevent disability.
As there was no further business to come before the Board the session was continued
until February 20, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the request of John Knodell, Prosecuting Attorney, for out
of state travel to Washington DC for Carrie Nordberg (March 20 through March 23, 2004) and
Teresa Chen (March 17 through March 23, 2004). They will be assisting Mr. Knodell with a
criminal matter which will be reviewed by the United States Supreme Court.
As there was no further business to come before the Board, the session was adjourned
until February 23, 2004.
