IN THE MATTER OF APPROVING A PLAT RESOLUTION No. 04- 003 -CC
ALTERATION OF LOTS 707 THROUGH 717,
LOT 726 AND LOTS 748 THROUGH 754 OF
THE LARSON SUBDIVISION PLAT. THE LARSON REPLAT No. 11
SUBJECT PROPERTY IS A PORTION OF THE
NE'/4 OF SECTION 05, TOWNSHIP 19 NORTH, GRANT COUNTY HOUSING
RANGE 28 EWM, GRANT COUNTY, WA AUTHORITY
WHEREAS, the Grant County Board of County Commissioners have been advised that
an open record public hearing was conducted, before the Grant County Planning Commission on
December 3, 2003 in the matter of a preliminary plat alteration of Lots 707 through 717, Lot 726
and Lots 748 through 754 of the Larson Subdivision plat; which are a portion of NE '/4 of Sectior
05, Township 19 North, Range 28 East, Willamette Meridian, Grant County, Washington; and
WHEREAS, the Grant County Planning Commission on December 3, 2003 did approve
a motion to recommend to the Board of County Commissioners to approve this proposed
preliminary plat alteration with seven (7) suggested Conditions of Approval and six (6) Findings
of Fact consistent with approval; and
WHEREAS, the Grant County Board of Commissioners held a closed record public
hearing on January 6, 2004; and
WHEREAS, the Board of County Commissioners, have reviewed the application
material, staff report and a summary of the Planning Commission hearing; and
WHEREAS, the Board of County Commissioners have found that the proposal will not
adversely affect the health, safety, and general welfare of the public in the vicinity of the
proposal; and
WHEREAS, the Board of County Commissioners have found that the proposal is
consistent with the Grant County Comprehensive Plan, the Unified Development Code, Chapter
23.04 "Zoning", other land use regulations, and SEPA; and
WHEREAS, the Board of County Commissioners have found that the public use and
interest will apparently be served by the preliminary plat alteration; and
WHEREAS, the proposed preliminary plat alteration meets the applicable requirements
of Unified Development Code, Chapter 22.04 "Land Division'; and
WHEREAS, the proposed preliminary plat alteration does comply with the Health
District's requirements for sewage disposal and potable water supply; and

WHEREAS, the proposed preliminary plat alteration does contain an accurate legal
description of the lots being created, and the roads and easements therein; and
WHEREAS, the proposed preliminary plat alteration does comply with Grant County
regulations pertaining to roads, utilities, drainage, access for emergency vehicles, and other
infrastructure improvements; and
WHEREAS, the Board of County Commissioners have made a decision to approve the
preliminary Larson Subdivision Replat No. 11.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners
for Grant County, Washington approve by this Resolution, with the seven (7) Conditions of
Approval listed below, a preliminary plat alteration of Lots 707 through 717, Lot 726 and Lots
748 through 754 of the Larson Subdivision plat; which are located in a portion of the NE 1/4
Section 05, Township 19 North, Range 28 East, Willamette Meridian, Grant County,
Washington;
CONDITIONS OF APPROVAL:
Development shall be in compliance with the Washington State Environmental Policy
Act, Grant County Comprehensive Plan, Grant County Unified Development Code, and
all applicable local, state, and federal regulations, rulings or requirements.
2. Proposal shall comply with all requirements deemed necessary by the Grant County
Health District, by the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment including, but not limited to: RCW 90.48.080, Discharge of
Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A,
Ground Water Quality Standards; and WAC 246-272, On -Site Sewage Systems.
3. If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Grant County Planning Department, the Colville Confederated
Tribes and the Washington State Office of Archaeology and Historic Preservation.
4. Approval of the plat shall be contingent upon conformance with all applicable land use
rules and regulations in effect as of October 20, 2003.
This proposal shall comply with all the requirements of the Grant County Auditor,
including but not limited to:
a. This Replat shall be named, "Larson Subdivision Replat No. I L"
6. This proposal shall comply with all the requirements of the Grant County Public Works
Department, including but not limited to:

a. Provide a Plat check fee of $100.00.
b. An access permit is required prior to the issuance of a building permit.
Development shall comply with all requirements of the Grant County Planning
Department, including but not limited to:
a. Comply with all requirements listed in UDC Chapter 22.04 Article V Final
Subdivisions and Short Subdivisions.
b. A note shall be placed on the face of the plat that Lot 14 shall maintain no
residential development potential.
C. All typos shall be corrected, including but not limited to:
i. The word "and" within the section titled "Note."
ii. All references to "Replat No. 8" shall be changed to reference "Replat No.
11."
