A RESOLUTION APPROVING THE
GOODRICH ESTATES PRELIMINARY
PLAT OF 5.9 ACRES INTO NINE LOTS.
IN THE SE 1/4 OF THE NW 1/4 OF
SECTION 3, TOWNSHIP 18N, RANGE 28
E
RESOLUTION No. 2003-034 -CC
WHEREAS, the Grant County Board of County Commissioners have been advised that
an open record public hearing was conducted, before the Grant County Planning Commission on
February 5, 2003, on the matter of a preliminary plat of 5.9 acres into nine lots; which is located
in a portion of the southeast quarter of the northwest quarter of Section 3, Township 18 North,
Range 28 East, Willamette Meridian, Grant County, Washington; and
WHEREAS, the Grant County Planning Commission on February 5, 2003 did
unanimously approve a motion to recommend to the Board of County Commissioners to approve
this proposed preliminary plat with twelve suggested Conditions of Approval; and
WHEREAS, the Board of County Commissioners held a closed record public hearing on
March 17, 2003; and
WHEREAS, the Board of County Commissioners have reviewed the application file,
staff report and Planning Commission minutes; and
WHEREAS, the Board of County Commissioners have found that the proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the
proposal; and
WHEREAS, the Board of County Commissioners have found that the proposal is
consistent with the Grant County Comprehensive Plan, the Unified Development Code, Chapter
23.04 "Zoning", other land use regulations, and SEPA; and
WHEREAS, the Board of County Commissioners have found that the public use and
interest will apparently be served by the preliminary plat; and
WHEREAS, the proposed preliminary plat meets the applicable requirements of Unified
Development Code, Chapter 22.04 "Land Division;" and
WHEREAS, the proposed preliminary plat does comply with the Health District's
requirements for sewage disposal and potable water supply; and

WHEREAS, the proposed preliminary plat does contain an accurate legal description of
the lots being created, and the roads and easements therein; and
WHEREAS, the proposed preliminary plat does comply with Grant County regulations
pertaining to roads, utilities, drainage, access for emergency vehicles, and other infrastructure
improvements; and
WHEREAS, the Board of County Commissioners have made a decision to approve the
preliminary plat.
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Board of County
Commissioners for Grant County, Washington approve by this Resolution, and subject to the
Conditions of Approval listed below, a preliminary plat of' 5.9 acres into nine lots; which is
located in a portion of the southeast quarter of the northwest quarter of Section 3, Township 18
North, Range 28 East, Willamette Meridian, Grant County, Washington.
CONDITIONS OF APPROVAL
Development shall be in compliance with the Washington State Environmental Policy
Act, the Grant County Comprehensive Plan, the Grant County Unified Development
Code, and all applicable local, state, and federal regulations, rulings or requirements.
2. Development shall comply with all applicable requirements of the Grant County Building
Department and Fire Marshal; including,
(a) Complying with Fire Flow guidelines or providing minimum setbacks to property
lines as directed.
3. Development shall comply with all improvements required by the Grant County
Department of Public Works including, but not limited to:
(a) Scenic Drive shall be built to County Road Standards and extended south to Dune
Lakes Road.
(b) A complete road plan and profile with all data and drainage facilities shall be
required and subject to approval from the Public Works Office. The roads (Scenic
and Baseline .5 as shown) shall be built or a mechanism in place to insure the
roads will be built prior to final plat approval.
(c) Dune Lake Road shall be shown on the vicinity map as well as Sand Castle
Estates 2.
(d) Show adjacent subdivisions.
(e) A Plat Certificate is required for dedicated lands.
(f) Lots 1 and 7 shall access onto Baseline .5 SE.

4. Developer shall comply with all requirements deemed necessary by the Grant County
Health District including, but not limited to:
(a) The Water system must have approval from the Washington State Department of
Health for the number of connections resulting from this expansion before the
Health District will give final approval to this plat.
(b) A site evaluation will be required for each lot. The evaluation must be done by a
certified septic system designer or licensed engineer and submitted to the Health
District.
5. Developer shall comply with all requirements deemed necessary by the Washington State
Department of Health, and the Washington State Department of Ecology regarding
domestic water supply, sewage systems and storm water control and treatment including,
but not limited to: RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-
201, Surface Water Standards; WAC 173-201A, Ground Water Quality Standards and
WAC 246-272, On -Site Sewage Systems.
6. If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Grant County Planning Department, the Colville Confederated
Tribes and the Washington State Office of Archaeology and Historic Preservation.
7. During road grading and/or construction activities, county roads shall be maintained clear
of soil and rocks at the point of ingress / egress.
8. All lots are subject to a public utility easement 5 feet in width on all interior lot
boundaries and 10 feet in width on all exterior lot boundaries.
9. The developer shall comply with GCC 23.12.040 or work with the City of Moses Lake to
determine the wording of a "Covenant' to be recorded with the Grant County Auditor
and noted on the face of the plat, that will satisfy the city in regard to the required cash
payment for future utilities pursuant to GCC 23.12.040(g).
10. Proposal shall comply with all requirements of the Grant County Auditor.
11. Approval of the plat shall be contingent upon conformance with all applicable land use
rules and regulations in effect as of December 16, 2003.
12. Development shall comply with all requirements of the Grant County Planning
Department, including but not limited to:
(a) All requirements of UDC Chapter 22.04, Article V, Subdivisions and Short
Subdivisions.
(b) The location, width, and nature of "proposed utility easements" located along
property lines shall be identified as a "note" and not drawn. In those cases where

USBR and/or irrigation district easements exist along property lines, the utility
easements shall run parallel and abutting said easements.
(c) New development shall not occur closer to the east property line of lots 4, 5, and 6
than any currently existing development on the same lot.
(d) At the time of application for Final Plat review, pursuant to GCC § 23.04.080 (d),
the landowner shall submit a signed Right to Farm Disclosure Form (and
associated recording fees), which shall be recorded with the Grant County Auditor
and noted on the face of the plat at the time of recording.
(e) Add the following "block" of information to the final plat:
