Recitals:
RESOLUTION No. 2003 -056 -CC
WHEREAS, chapter 36.69 RCW permits registered voters to initiate the formation of a
joint park and recreation district encompassing portions of one or more counties, through a
petition to one of the counties within which a portion of the proposed joint district is located; and
WHEREAS, a group of voters in the greater Grand Coulee Dam area have filed a
petition for the formation of a joint park and recreation district that lies in portions of Douglas,
Grant, Lincoln and Okanogan counties; and
WHEREAS, the proposed joint park and recreation district would promote the
development of recreational facilities in the greater Grand Coulee Dam area, including without
limitation, a public swimming pool, so that residents and non-residents may enjoy the physical,
safety, mental, and social benefits of community recreation; and
WHEREAS, two (2) or more of the petitioners for the formation of the joint park and
recreation district have agreed to pay the cost of publication of the notices for public hearings;
and
WHEREAS, the county auditors have certified the sufficiency of the petition to the
legislative authorities of their respective counties; and
WHEREAS, Okanogan County, is the "lead" county within the contemplation of chapter
36.69 RCW; and
WHEREAS, Okanogan County, as the county with the largest population in the
proposed joint park and recreation district in the greater Grand Coulee Dam area, would be
considered as the county within which the proposed joint park and recreation district is located
within the contemplation of chapter 36.69 RCW, including without limitation, RCW 36.69.450,

should a majority of all votes cast upon the proposition favor the formation of the proposed joint
park and recreation district; and
WHEREAS, the Board of County Commissioners, as the duly elected governing body of
the Grant County, is the "legislative authority" of Grant County within the contemplation of
chapter 36.69 RCW; and
WHEREAS, the Grant County Auditor transmitted the petition for the formation of a
joint park and recreation district in the greater Grand Coulee Dam area to the Board of County
Commissioners for its review and consideration consistent with chapter 36.69 RCW; and
WHEREAS, upon legal notice, the Board of County Commissioners held a public
hearing on May 6, 2003, on the petition for the formation of the joint park and recreation district
within the greater Grand Coulee Dam area, for the purpose of fixing boundaries for that portion
of the proposed district that lies within Grant County; and
WHEREAS, the Board of County Commissioners found and determined that the portion
of the proposed the joint park and recreation district within the greater Grand Coulee Dam area
that lies within Grant County would be benefited by inclusion therein; and
WHEREAS, the Board of County Commissioners found and determined, to the best of
its knowledge and belief, the territories anticipated to be created by the legislative authorities of
the other counties within the proposed joint park and recreation district within the greater Grand
Coulee Dam area, are contiguous with the territory of the proposed park and recreation district
that lies within Grant County; and
WHEREAS, at the conclusion of the public hearing, the Board of County
Commissioners fixed boundaries for that portion of the proposed the joint park and recreation
district within the greater Grand Coulee Dam area that lies within Grant County.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF GRANT COUNTY, WASHINGTON, as follows:
Section 1. The Board of County Commissioners found and determined that the portion of the
proposed joint park and recreation district within the greater Grand Coulee Dam area that lies
within Grant County would be benefited by inclusion therein.
Section 2. The Board of County Commissioners found and determined that, to the best of its
knowledge and belief, the territories anticipated to be created by the legislative authorities of the
other counties within the proposed joint park and recreation district within the greater Grand
Coulee Dam area, are contiguous with the territory of the proposed park and recreation district
that lies within Grant County.

Section 3: The boundaries for that portion of the proposed joint park and recreation district
within the greater Grand Coulee Dam area that lies within Grant County, is established and
described as:
Beginning at the southwest corner of section thirty-two, township twenty-eight north,
range twenty-nine east; north one mile to the northwest corner of section thirty-two,
township twenty-eight north, range twenty-nine east; east one mile to the southeast
corner of section twenty-nine, township twenty-eight north, range twenty-nine east; north
one mile to the southeast corner of section twenty, township twenty-eight north, range
twenty-nine east; east two miles to the southeast corner of section twenty-two, township
twenty-eight north, range twenty-nine east; north one mile to the southeast corner of
section fifteen, township twenty-eight north, range twenty-nine east; east one mile to the
southeast corner of section fourteen, township twenty-eight north, range twenty-nine east;
north two miles to the southeast comer of section two, township twenty-eight north,
range twenty-nine east; east one mile to the southeast corner of section one, township
twenty-eight north, range twenty-nine east; north one mile to the northeast comer of
section one, township twenty-eight north, range twenty-nine east; thence east along
township line between townships twenty-eight and twenty-nine to the mid channel of the
Columbia river; thence up said channel of said river to the point where the Columbia
Guide Meridian intersects said channel; thence running south on said Columbia Guide
Meridian to the southeast comer of section twenty-four, township twenty-eight north,
range thirty east; west four miles to the southwest corner of section twenty-one,
township twenty-eight north, range thirty east; south one mile to the southeast corner of
section twenty-nine, township twenty-eight north, range thirty east; west two miles to the
southwest corner of section thirty, township twenty-eight north, range thirty east; south
one mile to the southeast corner of section thirty-six, township twenty-eight north, range
twenty-nine east; west five miles to the point of beginning.
Section 4. Pursuant to the requirements of chapter 36.69 RCW and applicable authority, the
Grant County Auditor is authorized to submit the proposition for the formation of the proposed
joint park and recreation district within the greater Grand Coulee Dam area, to the voters of the
proposed park and recreation district residing in territory that lies in Grant County, if otherwise
appropriate.
Section 5. Notice of Grant County's finding and determination of the boundaries for that portion
of the proposed joint park and recreation district within the greater Grand Coulee Dam area that
lies within Grant County, should be transmitted to Douglas, Lincoln and Okanogan counties.
PASSED AND ADOPTED by the Board of County Commissioners of Grant County,
Washington, on May 6, 2003.
