RESOLUTION No. 2003- 110 -CC
A RESOLUTION authorizing an appropriation and expenditure of funds for the
following department/fund: County Fair Fund #116, Department #158, together with a budget
therefore, pursuant to RCW 36.40.140.
WHEREAS, it has been brought to the attention of the Board of County Commissioners
of Grant County that emergency conditions require that an appropriation and expenditure of
funds be authorized for the above-mentioned department/fund, together with a budget therefore;
and
WHEREAS, pursuant to RCW 36.40.140, Resolution No. 2003 -090 -CC was adopted on
June 30, 2003, and published in the Columbia Basin Herald on July 14 and 24, 2003, declaring
an emergency and stating the facts constituting the emergency and the estimated amount of funds
required to meet it, together with a notice of public hearing, and said public hearing was held
thereon where interested persons were allowed to appear and be heard;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that
an appropriation and expenditure of funds is hereby authorized for the following
department/fund: County Fair Fund #116, Department #158, in the total sum of $15,000,
according to the attached budget.
This resolution is in the best interest of good government and shall take effect
immediately upon its passage.

2003 GRANT COUNTY FAIR
MANAGEMENT AGREEMENT
THIS AGREEMENT, effective the 1 st day of January, 2003, by and between GRANT
COUNTY, a political subdivision of the State of Washington, hereinafter called the "COUNTY,"
and the GRANT COUNTY FAIR ASSOCIATION, by and through its Board of Directors, a non-
profit corporation, hereinafter called the "ASSOCIATION," is executed for the purpose ofproviding
for the operation and production of the Grant County Fair and Spring Fair/Home, Show.
Recitals:
WHEREAS, the COUNTY has determined it to be of the greatest benefit to the public to
contract, pursuant to the authority of RCW 36.37.040, for the operation and production of the amoral
Grant County Fair ("FAIR") and, Spring Fair/Home Show ("SHOW"), for the benefit of the general
public; and,
WHEREAS, the COUNTY, through efforts, experience and expertise of 'the
ASSOCIATION, would like to continue to produce and enhance both the FAIR and SHOW and
desire to enter into an agreement for a one (1) year period.
NOW, THEREFORE, the parties hereto covenant and agree as follows:
DURATION

MANAGEMENT FEE
The COUNTY will pay Fifteen Thousand and No/100 Dollars ($15,000.00) to the
ASSOCIATION as a management fee for managing the FAIR and, the SHOW. Said fee will
be paid by May lit.
3. SERVICES
The ASSOCIATION shall:
Conduct, operate, manage and promote the FAIR at the Grant County Fairgrounds,
hereinafter called the "Fairgrounds," August 12th — 16th and SHOW, March 28" — 30th. 1n
managing the FAIR and SHOW, the ASSOCIATION shall perform all reasonable and
necessary duties, including, but not limited to, the following:
