RESOLUTION requiring appropriation RESOLUTION No. 03 -Ido -CC
and expenditure of funds
A RESOLUTION relating to the facts requiring an appropriation and expenditure of
funds for the following department/fund: Sheriff's Department #114, Current Expense Fund
#001, together with a budget therefore; declaring an emergency; and setting a public hearing
date; for pursuant to RCW 36.40.140.
WHEREAS, it has been brought to the attention of the Board of County Commissioners
of Grant County that an appropriation and expenditure of funds should be authorized for the
above-mentioned department/fund, together with a budget therefore, in the estimated amount of
$2,837; and
WHEREAS, expenditure of such funds was not included in the current budget of Grant
County, however, emergent conditions now require that such funds be expended; and
WHEREAS, it appears that an emergency exists and that the expenditure of such funds
could not have been reasonably foreseen at the time of making said county budget;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the
aforementioned facts constitute an emergency and that an appropriation and expenditure of funds
should be authorized for the following department/fund: Sheriff's Department 4114, Current
Expense Fund #001, together with a budget therefore.
BE IT FURTHER RESOLVED that notice of a public hearing upon such expenditure
shall be given, said hearing to be held on September 15, 2003 in the Grant County
Commissioners Hearing Room, Courthouse, Ephrata, Washington, at the hour of 3:00 p.m.
PASSED AND ADOPTED this .26441 day of August, 2003.

Re: Request for Vehicle, Pastor Ellis

After re -considering the request for the vehicle for Pastor Ellis to use as Chaplain for Grant
County Sheriff, the Board has determined that there is, after all, a workable solution that would
allow the purchase and use without violating bid and purchasing law and without putting the
vehicle into the fleet.
The County is legally prohibited from providing this vehicle direct to the Pastor. However, the
County may provide the vehicle direct to the Sheriff's office. The Sheriff may purchase the
vehicle in question direct from the Public Works Department. The documentation must indicate
that this vehicle is being acquired for a special purpose, similar to INET or ORV, and apart from
the regular requirements of the Sheriff's fleet; not a fleet expansion. The Pastor has indicated
that he has acquired funding for the purchase and operation of the vehicle and he intends to
donate such funding to the Sheriff's office.
The vehicle will not be covered under the ER&R service agreement. Any repair or service will
be either be purchased direct from a service provider at the sole obligation to the Sheriff's
department, or purchased through public works as a direct service charge to the Sheriff s
department. The title, registration and insurance for this vehicle will be in the name of and the
sole responsibility of the Sheriff's office.
We are comfortable that the Sheriff's office is aware of and intends to proactively address the
concerns that exist regarding the potential liability and risk that comes with the use of the vehicle
by Pastor Ellis.
We are pleased that we were able to find a workable solution to this matter and hope that this
meets the needs of the Sheriff's Office. Please do not hesitate to contact us if there are questions
