RESOLUTION No. 200345 -CC
A RESOLUTION relating to a supplemental extension in the 2003 budget of the Emergency
Services Fund #102, Department #144, due to unanticipated state and/or federal funds.
WHEREAS, it has been brought to the attention of the Board of County Commissioners that
unanticipated state and/or federal funds have been made available for the 2003 budget of the
Emergency Services Fund #102, Department #144, in the amount of $11,465; and
WHEREAS, RCW 36.40.100 authorizes supplemental appropriations from unanticipated
state and/or federal funds after publications of notice of the time and date of a public hearing at
which the supplemental appropriations resolution will be adopted, and the amount of the
appropriation, once each week, for two consecutive weeks prior to such public hearing in the official
newspaper of the county; and
WHEREAS, publication of the requisite legal notice was made in the Columbia Basin
Herald newspaper of Grant County on August 11, 2003 and August 19, 2003, and said public hearing
was held in the Grant County Commissioners Office, Grant County Courthouse, Ephrata,
Washington;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the 2003 budget
of the Emergency Services Fund #102, Department #144, supplemented and extended in the sum of
$11,465 unanticipated state and/or federal funds according to the following schedule of categories
and items:

Dear Commissioners:
Since approval of the 2003 budget our Sate and Local Assistance contract with
Washington State and FEMA has been amended with approval of a 9.11 percent increase,
resulting in $11, 465 added to our current grant award. The additional funds are to
supplement and not to supplant the jurisdictions emergency management budget.
I would like to ask the Board to approve a budget adjustment of $11,465, with increases
for the following budget accounts:
1) Acct # 525.60.64.00, Machinery & Equipment, adjust this acct from $4,598.00 to
$12,363.00. These funds will be used to prove 4 Lap Top computers for the Emergency
Operations Center. We prefer the lap tops to desk tops as they are smaller and afford
more space at the operations table. These lap tops will also be provided with software in
the near future to aid representative of Law Enforcement, Fire, EMS, Public works, and
other agencies and organizations to management emergencies and disaster.
2) Acct # 525.60.31.00, Office Supplies adjust this acct from $2,400.00 to $ 6,100.00.
These funds will be used to order public information brochures and children's color
books and crayons for the fair booth. These items have been used very successfully in the
past fairs and we would like to continue this public outreach capability with the available
funds.
Also please adjust the following revenue accounts:
1) Acct # 333.83.51.00 Civil Defense Disaster, from $13,321.00 to $24,786.00.

Washington State Military Department (the "Department"), and the Federal Emergency Management Agency
(hereinafter known as FEMA).
10. DESCRIPTION/JUSTIFICATION OF AMENDMENT, MODIFICATION, OR CHANGE ORDER:
Due to an increase in the FFY 2003 Emergency Management Performance Grant award, an increase in
the State and Local Assistance (SLA) award has occurred for participating local jurisdictions. This
amendment increases the initial award based upon the approved local operating budget for
Emergency Management Programs. These additional funds are to supplement, not supplant, the
jurisdiction's emergency management budget. All other terms and conditions remain the same.
11. AMENDMENT TERMS AND CONDITIONS:
1. Change the overall contract amount from $13,321 to $24,787; an increase of $11,465.
2. The contract expiration date of September 30, 2003 remains unchanged.
3. In the Budget Sheet, change the final sentence from "Grant County Department of Emergency
Management award is $13,321. This is based on FFY 2002 allocation factor of 10.59% of approved
local emergency management budgets."

No other changes are required. All other terms and conditions of the original contract and any previous
amendments thereto remain in full force and effect.
IN WITNESS WHEREOF, the Department and Contractor acknowledge and accept the terms of this contract
amendment and attachments hereto and in witness whereof have executed this amendment as of the date and
year written below. The rights and obligations of both parties to this contract are governed by this Contract
Amendment Face Sheet and other documents 'incorporated herein by reference or attached and identified in
the original contract document. A copy of this contract amendment shall be attached to and incorporated into
the original agreement between the Department and the Contractor. Any reference in such contract to the
"contract" shall mean "contract as amended."
