WHEREAS, it has been brought to the attention of the Board of County Commissioners that unanticipated state and/or federal funds have been made available for the 2003 budget of the PARC Fund #115, Department 157, in the amount of $160,005; and WHEREAS, RCW 36.40. 100 authorizes supplemental appropriations from unanticipated state and/or federal funds after publications of notice of the time and date of a public hearing at which the supplemental appropriations resolution will be adopted, and the amount of the appropriation, once each week, for two consecutive weeks prior to such public hearing in the official newspaper of the county; and WHEREAS, publication of the requisite legal notice was made in the Columbia Basin Herald newspaper of Grant County on October 20 and 28, 2003, and said public hearing was held in the Grant Countv Commissioners Office, Grant County Courthouse, Ephrata, Washington; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the 2003 budget of the PARC Fund #115, Department #157, supplemented and extended in the sum of $160,005 unanticipated state and/or federal funds according to the following schedule of categories and items: APPROPRIATIONS & FINANCING SOURCES (See Attached) PASSED AND ADOPTED this (t4) day ofNoveembeV003. We have received two prevention grants. (1) One from DSHS to Reduce Under Age Drinking (RUAD) in the amount of $75,000 for one year. (2) Another grant is from the Governor's Juvenile Justice Advisory Council (GJJAC) for the expansion of PARC's Latino Youth Mentor Program in the amount of $50,399. We plan to use a portion of both grants over the next three months, in the amount of $20,000 from each grant, utilizing the remaining balance in the 2004 budget. The RUAD grant is funds a Prevention Outreach Coordinator. The 2003 budget is approved for one Prevention Outreach Coordinator which will be funded by the GJJAC grant. We will need your consideration and approval to increase the staffing level for two Prevention Outreach Coordinators. We also received $119,000 from the Criminal Justice Treatment Account (CJTA). We plan to utilize $30,210 during the last three months of the 2003 budget time period. Grant County PARC also received additional funding from Spokane County for the Parent Child Assistance Program (PCAP) in the amount of $50,000. We plan to utilize $9,000 over the next three months utilizing the remaining balance in 2004. We are also the fiscal agent for the Family Policy Network (FPN) and need to increase the 2003 budget to fulfill the fiscal agent responsibilities to disburse $80,795 of prevention funding to FPN mini -grants recipients.
