ESTATES IN A PORTION OF SECTION
14; TOWNSHIP 16 NORTH; RANGE 26
EAST; WILLAMETTE MERIDIAN,
GRANT COUNTY
RESOLUTION APPROVING
A PLAT ALTERATION
RUBEN AND MARIA RAMIREZ
WHEREAS, the Board of County Commissioners of Grant County have been advised by
the Grant County Planning Commission that an open record public hearing was conducted on
July 2, 2003 on the matter of a plat alteration of lot 15 of Crook Estates in a portion of the
Section 14; Township 16 North; Range 26 East; Willamette Meridian, Grant County,
Washington; and,
WHEREAS, the Grant County Planning Commission on July 2, 2003, made a
recommendation to the Board of County Commissioners to approve this proposed plat alteration;
mid,
WHEREAS, the Grant County Planning Commission on July 2, 2003, made a
recommendation to the Board of County Commissioners to approve this proposed plat alteration
containing the suggested 10 conditions of approval with the deletion of Item # 7 from the July 2,
2003 Comment sheet submitted by the Grant County Public Works Department; and,
WHEREAS, the Grant County Board of Commissioners held a closed record public
hearing on September 23, 2003; and,
WHEREAS, the Board of County Commissioners have made a decision to uphold the
recommendation to approve the proposed plat alteration request; and,
WHEREAS, the Board of County Commissioners have made a decision to uphold the
recommendation to approve the proposed plat alteration request with the reinstatement of Item
#7 from the July 2, 2003 Comment sheet submitted by the Grant County Public Works
Department; and,
WHEREAS, the Board of County Commissioners have found that the proposal is
consistent with the Grant County Comprehensive Plan; and,
WHEREAS, the Board of County Commissioners have found that the public use and
interest will apparently be served by the plat alteration; and,

WHEREAS, the Board of County Commissioners have found that the proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the
proposal; and,
WHEREAS, the Board of County Commissioners have found that the proposal has been
reviewed for Critical and Cultural Resource Areas according to the Unified Development Code
Chapter 24.08 and Critical Areas Maps and appears to not be located in any of these areas; and,
WHEREAS, the Board of County Commissioners have concluded that appropriate
provisions for drainage, roads, alleys, utilities, public ways, water supplies, sanitary wastes,
parks, playgrounds, fire protection facilities, school sites, and grounds and other public and
private facilities and improvements have been made in making its decision; and,
NOW, THEREFORE, BE IT RESOLVED, THAT the Board of County
Commissioners for Grant County, Washington approve by this Resolution, a plat alteration of lot
15 of Crook Estates in a Portion of Section 14; Township 16 North; Range 26 East; Willamette
Meridian, Grant County, Washington.
LEGAL DESCRIPTION
Lot 15 of the Crook Estates Plat as recorded on January 29, 1980 in Book 11 of Plats,
Page 54 and 55 recorded on under the Grant County Auditor's File Number 698132.
CONDITIONS OF APPROVAL
The following are conditions of approval which were utilized in the Grant County Board
of County Commissioner's closed record public hearing to approve the granting of this plat
alteration:
The Proposal shall be in compliance with, The Washington State Environmental Policy
Act, the Grant County Unified Development Code and all applicable federal, state, and
local regulations, rulings or requirements.
2. Proposal shall comply with all requirements deemed necessary by the Grant County
Health District, the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm
water control and treatment including, but not limited to; RCW 90.48.080 Discharge of
Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A,
Ground Water Quality Standards; and, WAC 246-272, On -Site Sewage Systems.
3. Proposal shall comply with all requirements of the Grant County Fire Marshal and shall
comply with the Grant County Fire Flow Guidelines, the Uniform Building Code,
Uniform Fire Code and all other applicable requirements for fire protection and life
safety.

4. Proposal shall comply with all requirements of the Grant County Public Works
Department. Including but not limited to:
a. Provide a $100.00 Replat Check fee.
b. Please add the encumbrance note located in the upper left-hand comer of the
original Crook Estates Plat (Volume 11 of Plats, Page 54, records of Grant
County Washington).
C. An approach permit is required for a building permit.
d. Show the existing casement in the SE corner of Tract 15-B as shown on the Crook
Estates Plat.
e. Show adjacent subdivision or lot numbers on the face of the plat.
f. Crook Loop Rd shall be built/completed to current county road standards from the
cul-de-sac north of Road 14 -SW.
g. Provide a plat certificate from the T;tle Company for dedicated land to the
County.
Proposal shall comply with all requirements of the Grant County Auditor.
6. Proposal shall comply with all requirements of the Grant County Emergency Services
Office, Including but not limited to:
a. Posting of an address for each lot.
If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found on the proposed site all construction activity shall stop and the
owner/developer shall immediately notify the Grant County Planning Department,
Colville Confederated Tribes and the Washington State Office of Archaeology and
Historic Preservation.
8. Approval of the plat alteration shall be contingent upon conformance with all applicable
land use rules and regulations in effect as of June 5, 2003.
9. Development shall comply with all requirements of the U.S. Bureau of Reclamation
Including but not limited to:
a. Addition to the final plat regarding language and signature lines required by the
Department of the Interior -Bureau of Reclamation and the Quincy Columbia
Basin Irrigation District,

10. Development shall comply with all requirements of Grant County's Planning
Department, including but not limited to:
a. Comply with all requirements listed in UDC Chapter 22.04 article V, final
Subdivisions and short plats.
b. GCC § 23.04.080(d), the landowner shall submit a signed Right to Farm
Disclosure Form (and associated fees), which shall be recorded with the Grant
County Auditor and noted on the face of the plat at the time of recording/ and or
place the Right to Farm disclosure on the face of the plat.
C. Pursuant to GCC 23.12.0700) and 23.04.080(f) a 100' foot set back shall be
identified along the northern property line of proposed lot 15-B.
BE IT FURTHER ORDAINED, the effective date of this Resolution shall be 5:00 p.m.
December '2003.
