Week of May 24,1999
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman Tim Snead. Ali of the Commissioners were in attendance
with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
{ �y The Commissioners approved the salary increase of Garth A. Kofoed
of the Juvenile Probation Department to $2,862 per month.
i q oX ) 0The Commissioners approved the salary increase of Armandina
Valdez of the Juvenile Probation Department to $2,004.30 per month.
Chairman Snead was authorized to sign approval of the Special
Occasion Liquor License of the Crescent Bar Ladies Golf Group.
1W'�, z -1 The Commissioners approved the starting salary of Wendy S.
Hanover of the Prevention and Recovery Center at $2,196.18 per month
effective April 30,1999.
It, The Commissioners approved the starting salary of Karen Gi'bert of
the Prevention and Recovery Center at $7.50 per hour effective May
12,1999.
lye„_l� Chairman Snead was authorized to sign Permit for Shoreline
Management Substantial Development/Conditional Use 499-2693 and 99-
2697 for Washington State Parks and Recreation Commission.
a, The Commissioners signed the Request for Transfer of Funds for the
Sheriffs Department #114, Current Expense Fund 9001 in the amount of
$15,023.
Commissioners approved the request by the New Hope Domestic
Violence Services office to purchase r ictures for their office.
i,;/-,,—)1The Commissioners received a claim for damages from Andrea K.
Visker. The matter was referred to the Prosecuting Attorney for handling.
The Commissioners signed the Request for Transfer of Funds in the
Law and Justice Fund #121, Department 9163, Project #105 -Clerk in the
amount of $6,079.
1._1 ,,�f4 o-Jhe Commissioners approved the rcquest by Superior Court to use
funds from their computer allocation and remodel allocation to pay costs in
getting their computers up and running to allow the judges access to the
Clerks' local network.
tThe Commissioners approved tl.e request by the Sheriffs Office to
purchase two Maratrac Radios in the amount of `',3.845.
'`)•�l The Commissioners approved the request by the Sheriffs Office to
purchase five lightbars w/control boxes in the amount of $3,480.
Commissioners approved the salary increase of Stephanie Gilbert
of Grant County PARC to $1624.75.

()!).21 -j The Commissioners approved the salary increase of Steve Scott of the
Prosecuting Attorney's Office to 100% of the Deputy Prosecutor VI salary
effective June 1,1999.
The Commissioners approved out of state travel for Detective Kim
Cook and Deputy Greg Hutchison to attend training in Oregon.
/,! o6.3C; The Commissioners approved the salary increase of Bob Bersanti of
the Public Works Department as an Nterim Design/Construction Engineer.
As there was no further business to come before the Board the session
was continued until 7:00 p.m.

The session was continued at 7:00 p.m. with all of t?1e Commissioners
in attendance with the Clerk of the Board.
The Commissioners held a Public Hearing regarding the
recommendation from the Grant County Planning Commission to adopt the
revised Interim Growth Area adopted under Resolution Number 99 -4 -CC as
the City of Ephrata Urban Growth Area. After taking testimony from those
in attendance a motion was made by Commissioner Allison, seconded by
Commissioner Moore to close public comment. The motion carried. After
some discussion from the Board members a motion was made by
Commissioner Allison, seconded by Commissioner Moore to continue the
matter until June 1, 1999 at 2:30 p.m. Tiie motion carried.
As ;here was no further business t.) come before the Board the session
was continued until May 25,1999.
May 21,1999
The session was continued at ' 00 a in. with all of the Commissioners
in attendance with the Clerk of the E„ard.
The Commissioners met with the Public Works Director regarding
Vehicle Purchase Request-BBEDC, Coroner Vehicle, Contract
Execution(M. L. Equip,nen Sha(i), Six Year Transportation
Program(Preliminary Discassrons)
The Commissioners signed a Contract with Doug Horne dba H & H
Steel Buildings, on the Moses Lake equipment shed.
/k_; (I,`, X Chairman Snead was authorized to sign the Segregatiou/Boundary
Line Adjustment Application of the City of' Moses Lake.
The Commissioners held a Public Hearing and a motion was made by
Commissioner Moore, seconded by Commissioner Allison that Resolution
Number 99 -80 -CC relating to a supplemental extension in the 1999 budget
of the Current Expense Fund #001, Juvenill- Department 4117 in the amount
of $947.00 be passed. The motion carried.
The Commissioners held a Public Hearing and a motion was made by
Commissioner Moore, seconded by Commissioner Allison that Resolution
Number 99 -81 -CC relating to a supplemental extension in the 1999 budget
of the Grant County PARC Fund #115, Department 4157 in the amount of
$16,090 be passed. The motion carried.
The Commissioners approved the request by the Sheriffs Office to
purchase a bus in the amount of $4,000 to be utilized as a Mobile Incident
Command Center for the Sheriffs Office.
The Commissioners signed the Public Works Claims Fluid Voucher
Approval 45-1 through 45-2 in the total amount of $21,598.13
l (Y, [/ As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 5/24/99 in the
total amount of $719,581.75.
motion was made by Commissioner Allison, seconded by
Commissioner Moore that Resolution Number 99 -82 -CC approving a Plat
Alteration requested by Miles L. Rhoads in Lct 1, Block 23, Grant Orchards,
located in a Portion of the NE 1/4 of the NW 1/4 of Section 31, "township 22
North, Range 27 East, W.M. be passed. The motion. carried.
The Commissioners signed the Public Works Payroll Journal for the
Month of May in the amount of $282,335.81
As there was no further business to come before the Board the session
was adjourned until June 1, 1999
