All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes from the previous session as written. The Commissioners approved the starting salary of Cody Hassler of the Prevention and Recovery Center at $2,287.80 per month beginning November 8, 2000. The Commissioners approved the starting salary of Shareen E. Laughlin of the Juvenile Probation Department at $6.50 per hour effective November 14, 2000. �,sX'd-The Commissioners approved the Request for Transfer of Funds in the Tourism Fund # 114, Department # 156 in the amount of $11,500. i�`�,The Commissioners approved the settlement of the Jacobs v. Grant County Case. The Commissioners notified the Accounting Department of the salary increase of Angie Favero to $50,000 per year effective December 1, 2000. The Commissioners received an amended Summons and Complaint from ATU Legislative Council of Washington State, et al. The matter was referred to the Prosecuting Attorney for handling. lam`-L''�,-The Commissioners approved the request by David Nelson of the Department of Community Development for payment of Hepatitis B shots for some staff. 1, ^97 The Commissioners received the Order Finding Procedural Compliance from the Growth Management Hearings Board regarding the cities of Ephrata, Moses Lake, Royal City and Warden v. Grant County. / �4,) a9,� The Commissioners approved the recommendation by the Grant County Fair Association for Bonnie Rea and Judy Warnick to fill the vacancies on the Board of Directors. The Commissioners approved the request by the Juvenile Probation Department for a budget extension from Law and Justice funds in the amount of $1,150 for revisions to the security system at the Wheeler Road office. The Commissioners approved the salary of Florentino Hernandez of the Grant County PARC at $2,543 per month effective November 8, 2000. /,14V, / The Commissioners received a letter of complaint from Richard Rumburg The matter was referred to the Prosecuting Attorney for handling. I )-I/8J-As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/20/2000 in the total amount of $616,884.44. q,) /,^,3 The Commissioners approved the salary increase of Sonia Davis of the Clerks Office to $2,045 per month. y,)I,,ci The Commissioners held a Public Hearing regarding the review of community development and housing needs, to inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant, and to receive comments on proposed activities, particularly from low and moderate income persons and persons residing in the Grant County area. The public hearing notice was provided in English and Spanish. After discussion with Al Lundberg from the North Columbia Community Action Council and Rhonda Corrick, Special Projects Coordinator the hearing was adjourned. „ �/(N 5 Chairman Moore was authorized to sign the DAYdrive Guide Contract with LOOPtours for the production of a tourism brochure map. } The Commissioners held a Public Meeting to address the request for amendment to Phase I of the Moses Lake Estates Planned Unit Development. A motion was made by Commissioner Allison, seconded by Commissioner Snead specific to the amendment to the PUD, to uphold the Planning Commission recommendation, with conditions and findings as provided by Planning. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead to set a Closed Record Public Hearing for December 11, 2000 at 1:30 p.m. to address the approval or denial of the Moses Lake Estates, Phase 1 -Dune Lake Farms, Final PUD Map. The motion carried. As there was no further business to come before the Board the session was continued until November 21, 2000. November 21, 2000 The session was continued at 9:00 a.m. with Chairman Moore and Commissioner Snead in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Local Agency Agreement -Bridge No. 380, `7' NW, Bid Authorization -Two- way Radios, Loader Purchase Request, Reimbursable Work -Grand Coulee, Budget Transfers -Fund 401, 510, and 560, Sidewalk Ramps, Personnel. 111.)_/v7A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2000 -145 -CC relating to the transfer of funds within the 2000 budget of the Solid Waste Fund be passed. The motion carried. N.)J(V� A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2000 -146 -CC relating to the transfer of funds within the 2000 budget of the Equipment Rental Fund be passed. The motion carried. �y;) /n9 A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2000 -147 -CC relating to the transfer of funds in the 2000 budget of the Pits and Quarries Fund be passed. The motion carried. �,11(0 The Commissioners signed the Authorization to Call for Bids on December 5, 2000 at 10:30 a.m. on 20-40 watt two-way mobile radios. �,4 � I i i The Commissioners approved the request by the Public Works Director to purchase a 3 cy Wheel Loader in the amount of $154,908.60 with sales tax. �I,),I i )_ The Commissioners approved the Request for Transfer of funds in the Juvenile Probation Department in the amount of $19,250. Iy.�ti 3 The Commissioners approved the salary increase of Kim Cook of the Sheriff s Office to $3,760.72 per month effective November 1, 2000. The Commissioners approved the starting salary of Kristine A. Trowbridge of the Sheriffs Office at a salary of $1,723.20 per month effective November 14, 2000. (' 1 The Commissioners approved the starting salary of Brian Evans of the Sheriffs Office at $2,092.70 per month as a Corrections Officer effective November 13, 2000. 1 (-) I I (- The Commissioners approved the salary increase of Corrections Officer Milo Bushman to $2,462 per month effective November 1, 2000. i, 7 The Commissioners notified Jerry Jasman that they had taken action to appoint him as the Grant County Coroner. 1' A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Moore that Ordinance Number 2000- 148 -CC, Resolution Number 2000 -148 -CC amending Chapter 9.06 of the Grant County Code by adding Grace Acres Estates to Grant County's Dog Control areas, and amending the boundary description for Larson Subdivision and other matters properly relating thereto be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2000- 149 -CC authorizing an appropriation and expenditure of funds in the Emergency Services Fund #102, Department #144 in the amount of $10,430 be passed. The motion carried. The Commissioners held a Public Meeting regarding the Preliminary Plat Time Extension on the Crystal Springs Phase IV Subdivision, located in a portion of Section 1, Township 19 North, Range 28 East, W.M. requested by Gary Morgan. A motion was made by Commissioner Snead, seconded by Commissioner Moore to uphold the Planning Commission recommendation for approval. The motion carried.
