COMMISSIONERS' PROCEEDINGS
Week of October 16, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman Deborah Moore. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
< <{ 1 r ? -j The Commissioners approved the request by the Community
Development Department for Brenda Larson to attend the National Fire
Academy Arson Investigation course in Emmitsburg, MA.
A motion was made by Commissioner Snead, seconded by
Commissioner Allison that Resolution Number 2000 -125 -CC in the matter
of notice of decision on the a Randal and Cindy Niessner application for
zone change from Heavy Industrial to General Commercial be passed. The
motion carried.
r4/,/p,�j The Commissioners approved a request from the Columbia Basin
Ground Water Management Area to begin a study on exposure to nitrate and
methemoglobin levels in infants. They also approved a proposal to hold
outreach clinics to reach under -served and low income audiences.
The Commissioners approved the request for transfer of funds in the
Current Expense Fund 4001, Capital Outlay and other Department #141 in
the amount of $1,244.
�v,21,n 3 Chairman Moore was authorized to sign the Special Occasion Liquor
License approval for Pot Holes Ducks Unlimited.
r,'/,AwvThe Commissioners signed the Contract with Seubert Excavators,lnc.
for the 2000, 2001 Crushing and Stockpiling.
/4.ALcosA motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000 -126 -CC relating to the
transfer of funds within the 2000 budget of the County Road Fund in the
amount of $56,000 be passed. The motion carried.
/ �, ,^! C' The Commissioners held a Public Hearing regarding the Interim
Official Controls in order to take public comment on Ordinance Number
2000 -121 -CC. An Ordinance relating to the adoption of Interim Official
Controls temporarily amending the residential development densities in
Rural Residential 2, Rural Residential 3, Rural Community, Agriculture
Service Center, Recreational Development, Shoreline Development 1,
Shoreline Development 2, Shoreline Development 3, Shoreline
Development 4, and prohibiting non-agricultural industrial development and
commercial development in Rural General Commercial, Rural
Neighborhood Commercial, Rural Freeway Commercial, Rural Recreational
Commercial, Rural Light Industrial, and Rural Community, Agriculture
Service Center, Recreational Development, Shoreline Development 1,
Shoreline Development 2, Shoreline Development 3, Shoreline
Development 4 zoning district, and other matters properly relating thereto.
Scott Clark, Grant County Long Range Planner explained the purpose for
the hearing and the past history. Public in attendance was Vicki Johnson,
Katherine Kennison, Shari Katzer, Harold Janett, Everett Brissey.
"E•a-107 A Public Hearing was held and a motion was made by Commissioner
Snead, seconded by Commissioner Allison that Resolution Number 2000-
127 -CC authorizing an appropriation and expenditure of funds for the
Information Services Fund #501, Department #179 in the amount of $51,530
be passed. The motion carried.
�UI� rc A Public Hearing was held and a motion was made by Commissioner
Snead, seconded by Commissioner Allison that Resolution Number 2000-
128 -Cc authorizing an appropriation and expenditure of funds for the Grant
County P.A.R.C. Fund #1 15, Department #157 in the amount of $15,229 be
passed. The motion carried.
�,4 coy The Commissioners approved the 2 percent cost of living increase for
Joan M. Duffin and Edward L. Hernandez of the District Court Office,
effective January 1, 2000.
/N, As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 10/16/2000 in
the total amount of $944,456.03.
f4,� ( I The Commissioners set a Public Hearing for October 31, 2000 at 1:00
p.m. regarding the request for supplemental budget for current Expense
Fund #001, Sheriff s Department #114 in the amount of $21,460.
motion was made by Commissioner Snead, seconded by
Commissioner Allison that Resolution Number 2000 -129 -CC relating to the
transfer of funds within the 2000 budget of the Law & Justice Fund 4121,
Department 9163 in the amount of $35,265 be passed. The motion carried.

Commissioner Allison that Resolution Number 2000 -130 -CC setting a
Public Hearing for October 31, 2000 at 1:00 p.m. relating to the facts
requiring an appropriation and expenditure of funds for the Current Expense
Fund #001, Superior Court Department #103 in the amount of $35,265 be
passed. The motion carried.
,v,1 li , Chairman Moore was authorized to sign the School Resource Officer
Agreement with the Wahluke School District No. 73.
As there was no further business to come before the Board the session
was adjourned until October 23, 2000.
