Week of September 18, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman Deborah Moore. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
I-) i I.AS The Commissioners received a signed copy of the GIS Consulting
Contract with Marshall and Associates,lnc.
11-1 1 The Commissioners approved the requested Transfer of Funds in the
Grant County Fairgrounds budget in the amount of $9,654.63 for the
handicap parking lot improvements.
I i'l3oThe Commissioners approved the requested Transfer of Funds in the
Grant County Fairgrounds budget in the amount of $2,500 for the Ethernet
System.
..'�/ The Commissioners received a Summons and Complaint from John E.
Wyles. The matter was referred to the Prosecuting Attorney for handling.
, As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 9/18/2000 in
the total amount of $1,517,076.14.
(,l l Q.33The Commissioners met with the Public Works Director regarding
Project Agreements -Hunter Canyon, Bridge No. 169, County Road "12" SE,
Street Light Payment Request -Sage Hills Homeowners Association,
Computer Purchase, Traffic Counts, CRP Resolution -`7.9' NE.
I'1hJ33 The Commissioners signed the Local Agency Agreement on 12 -SE
Rd., and Hunter Canyon Road.
iq q, -3q A motion was made by Commissioner Snead, seconded by
Commissioner Allison that Resolution Number 2000 -111 -CC in the matter
of initiating County Road Project designated as CRP No. 00-16 be passed.
The motion carried.
{ i l_;c ) A Public Hearing was held and a motion was made by Commissioner
Allison, seconded by Commissioner Snead that Resolution Number 2000-
1l2 -CC relating to a supplemental extension in the 2000 budget of the
Emergency Services Fund #102, Department #144 in the amount of $2,200
be passed. The motion carried.
"-�v�A Public Hearing was held and a motion was made by Commissioner
Allison, seconded by Commissioner Snead that Resolution Number 2000-
113 -CC authorizing an appropriation and expenditure of funds for the
Current Expense Fund #001, Courthouse Facilities Department #1 12 in the
amount of $6,492 be passed. The motion carried.
As there was no further business to come before the Board the session
was continued until September 19, 2000.
September 19, 2000
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
�l rI 5 The Commissioners approved the Request for Transfer of Funds in the
Cooperative Extension Department from Intergovernmental Professional
Services to Capital Outlay in the amount of $2,800.
The Commissioners approved the Request for Transfer of Funds from
the Law and Justice Fund to Information Services in the amount of $13,104
for the purchase of a Cisco PTX Firewall.
'ksi /', / The Commissioners approved the Request for Transfer of Funds from
the Law and Justice Fund to Information Services in the amount of
$38,425.26 for the purchase of 35 new computers, one printer and 35
licenses for TinyTerm for the Sheriffs Department.
Poi %%/' The Commissioners held a Public Hearing regarding the Application
for Franchise by the Town of Mattawa for constructing a waterline along
and across County Road S Southwest in Sections 35 and 36 T15N,
R23E.W.M. A motion was made by Commissioner Allison, seconded by
Commissioner Snead that the Franchise be granted. The motion carried.
,� %,,r The Commissioners approved the request by the Grant County
P.A.R.C. for a budget extension in the amount of $15,229 for the hire of two
new positions.
The Commissioners held a Closed Record Public Hearing on the
Development Regulations. Chairman Moore opened the Hearing and
explained the process that was followed to reach the proposed regulations,
and invited Dennis Cearns of Proulx Cearns, Inc. to speak. Mr. Cearns
answered questions from the audience about the process and the implications
of the Development Regulations. After considerable discussion a motion
was made by Commissioner Allison, seconded by Commissioner Snead to
continue the hearing until 1:00 p.m. on September 25'h and hope to adopt
major portions of the document on that date, while tabling portions where
there were still concerns for approximately two weeks for further
deliberation. The motion carried.
As there was no further business to come before the Board the session
was adjourned until September 25, 2000.
