COMMISSIONERS' PROCEEDINGS
Week of May 8, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. by Chair Deborah Moore. All of the Commissioners were in attendance
with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
y ->` The Commissioners approved the salary increase of Paul Rohweder of
the Sheriff's Department to $2,462 per month.
Chairman Moore was authorized to sign the Exemption from
Shoreline Management Act Substantial Development Permit Requirements
for Grant County Public Utilities District No. 2 to undertake repair work.
t,, Chairman Moore was authorized to sign approval of the liquor license
change of Corporate Officers/Stockholders Application for Sunbanks.
The Commissioners set a Public Meeting for May 23, 2000 at 3:00
p.m. regarding the Preliminary Plat Time Extension for Gilbert LeVander on
the Stratford Road Estates project.
The Commissioners received a Waiver of Service of Summons and
Complaint in United States of America vs Phillip M. Hintz, et ux, et al. The
matter was referred to the Prosecuting Attorney for handling.
�: i.,- The Commissioners held a Public Hearing regarding the proposal to
dispose of County property, parcel 417 1049 027. A motion was made by
Commissioner Snead, seconded by Commissioner Allison that Resolution
Number 2000 -46 -CC declaring the property surplus be passed. The motion
carried. A motion was made by Commissioner Snead, seconded by
Commissioner Allison that Resolution Number 2000 -47 -CC in the matter of
vacating a portion of certain County road right of way be passed. The
motion carried.
(ani A Public Hearing was held and a motion was made by Commissioner
Snead, seconded by Commissioner Allison that Resolution Number 2000-
48 -CC relating to the transfer of funds within the 2000 budget of the Law
and Justice Fund 4121, Department #163 in the amount of $21,000 be
passed. The motion carried.
motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000 -49 -CC setting a Public
Hearing for May 30, 2000 at 1:00 p.m. relating to the facts requiring an
appropriation and expenditure of funds for the Current Expense Fund,
Courthouse Facilities Department #112 in the amount of $21,000 be passed.
The motion carried.
N IL�6')A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000 -50 -CC in support of
H.R.3160, The Common Sense Protections for Endangered Species Act be
passed. The motion carried.
ly A Public Hearing was held and a motion was made by Commissioner
Allison, seconded by Commissioner Snead that Resolution Number 2000-
51 -CC relating to a supplemental extension in the 2000 budget of the Law
and Justice Fund #121, Department #163 in the amount of $199,339 for jail
construction be passed. The motion carried.
The Commissioners held a Public Hearing regarding the need to re-
adopt ordinances providing amendments to the zoning ordinance, amending
the zoning code and providing minimum lot areas and maximum
development densities, interim official controls relating to the reasonable use
exception, and interim official controls in the agricultural zone.
As there was no further business to come before the Board the session
was continued until May 9, 2000.
May 9, 2000
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
CRP Resolutions -'31.3' NE, '5.6' NE, Memo -Vehicle Marking, RAP
Agreement -`11' SW, Free/Reduced Solid Waste, Tree Pruning/Removal-
Crescent Bar, 10:30 Bid opening -Asphalt Hauling Services, Personnel.
I 1�1,(,(, A bid opening was held regarding asphalt hauling services for the year
2000. A motion was made by Commissioner Snead, seconded by
Commissioner Allison that the bids be referred to the Public Works Director
for review and recommendation.
'qll 11A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000 -52 -CC in the matter of
initiating County Road Project designated as CRP No. 00-14 be passed. The
motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000 -53 -CC in the matter of
initiating County Road Project designated as CRP No. 00-15 be passed. The
motion carried.
q I J �, / The Commissioners approved the starting salary of Joel Case of the
Superior Court Department at $40,000 per year as a Court Reporter.
14� 13-10 The Commissioners approved out of state travel for Diana Wavra of
the Grant County Juvenile Court and Youth Services Department to review
the progress to date of the implementation of the Consolidated Juvenile
Accountability Act.
(d7/ The Commissioners signed the Public Works Claims Fund voucher
approval #4-1 through #4-190 in the total amount of $1,704,314.51.
lyIS'ld- As of this date the Board by a majority vote does approve for
payment those vouchers included in the list filed in the Auditors Office
5/8/2000 in the total amount of $684,024.91.
As there was no further business to come before the Board the session
was adjourned until May 15, 2000.
