COMMISSIONERS' PROCEEDINGS
Week of January 31, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. with Commissioner Allison and Commissioner Snead in attendance
with the Clerk of the Board. Commissioner Moore was out of town.
The Commissioners read and approved the minutes of the preceding
session as written.
I `-f 1.1,E Z The Commissioners approved the revised Employee Status form on
Stephen Michael Crowder of the Sheriff's Office.
q 1,)br7 The Commissioners approved the request by the Grant County
Fairgrounds for a transfer of funds in the amount of $3,500 and the amount
of $9,971.50.
1 / I��,,) The Commissioners approved the salary increase of Deputy Mark
Biallas of the Sheriff's Office to $3,208 per month.
Ig1�9t The Commissioners approved the salary increase of Erin Betts of the
Grant County Clerks Office to $1900 per month.
-11,t9a-The Commissioners approved the $20,000 grant for the Dry Falls
Visitor Center staffing for the year 2000.
I�fl.�9 The Commissioners approved the Special Occasion Liquor License
for the Grant County Volunteer Fire Fighters.
i<jl,tq.,/ The Commissioners approved the Liquor License for Fowler's
Wheeler Road.
IqI.z��SThe Commissioners approved the starting salary of Stephen Michael
Crowder of the Sheriff's Office at $2,887.20 per month effective January 17,
2000.
1,1,7, The Commissioners approved the request by the Sheriff's Office to
purchase eleven food slots in the amount of $5,238 from Law and Justice
funds.
,/ The Commissioners approved out of state travel for Wade Hilliard of
the Sheriff's Office to attend Advanced Boating Accident Investigation
Training in Oregon.
(,) =f8 The Commissioners signed the Payroll Warrants list #110159 through
#
110621 for the January payroll.
I is i -�,fci The Commissioners signed the Public Works Claims Fund Voucher
Approval #1-1 through #1-3 in the total amount of $21, 329.68.
As of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors Office 1/3 1 /2000 in the total amount of
$232,166.45.
A Public Meeting was held and a motion was made by Commissioner
Snead, seconded by Commissioner Allison that Resolution Number 2000-
11 -CC in the matter of altering Lot 9164 of the Larson Subdivision into two
lots, requested by William Waites be passed. The motion carried.
A Public Meeting was held and a motion was made by Commissioner
Snead, seconded by Commissioner Allison that Resolution Number 2000-
12 -CC in the matter of altering Lot 23 of Donovan Plat Division 2 into two
lots, requested by Valentin Naidenov be passed. The motion carried.
As there was no further business to come before the Board the session
was continued until February 1, 2000.
February 1, 2000
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
10:00 a.m. Robert Hammond (Gravel Roads), `3' NW -Adams to SR 283,
CRAB Levy Certification, Bid Award Recommendations -Cars & Pickups,
Transport Trailers, Motor Graders, Power Broom, and Pressure Washers,
Work Agreement Execution -Herbicide Application, Personnel -Road
Supervisor, 11:00 a.m. Reid Wheeler (Gravel Road Study).
I'jk�-,o The Commissioners upheld the recommendation of the Public Works
Director and awarded the contract for Automobiles and Pickups.
The Commissioners upheld the recommendation of the Public Works
Director and awarded the contract for Pressure Washers to Darley Sales and
Services in the amount of $12,273.03.
i// /�v-s The Commissioners upheld the recommendation of the Public Works
Director and awarded the contract for a Power Broom to Clyde/West in the
amount of $7,190.54.
The Commissioners upheld the recommendation of the Public Works
Director and awarded the contract for Motor Graders to Rowand Machinery
Company in the amount of $569,580.15.
III The Commissioners awarded the bid for Hot Asphalt Transport to
Beall Trailers of WA in the amount of $440,708.
The Commissioners signed an Agreement with Darry-Air, Inc. to
provide the Year 2000-02 Herbicide Application Program.
1y(6o`j Chair Deborah Moore was authorized to sign the Agreement with
Integrus Architecture, for the addition of an 18 Bed Dormitory in the
Existing Outdoor Recreation Yard of the Grant County Jail.
1.�4 121C> The Commissioners signed an Agreement with North Central
Washington Regional Support Network.
Idl l The Commissioners signed the Public Works Payroll Journal for the
month of January in the amount of $278,688.88.
As there was no further business to come before the Board the session
was adjourned until February 7, 2000.
