COMMISSIONERS' PROCEEDINGS
Week of January 24, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. with Chair Deborah Moore. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
(�} 1.The Commissioners signed the municipal services agreement with the
Grant County Economic Development Council for the year 2000.
As of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors Office 1/24/2000 in the total amount of
$515,568.88.

1;1a)G The Commissioners approved the recommendation of the
Maintenance Supervisor and awarded the bid for the addition at Grant
Mental Healthcare in Quincy to Whitebird, Inc. in the amount of $144,416
plus sales tax and addendum # 1.
i,{iar, > The Commissioners approved the appointment of Gary Nichols and
Becky Garcia to the Grant County Mental Health and Developmental
Disabilities Advisory Board.
i �.:,'x The Commissioners approved the salary increase of Richard P. Cole
of the Juvenile Department to $2,227 per month.
/- b" ' %The Commissioners received notification of Separation or Work
Interruption of Darlene Sand of the Juvenile Department.
Commissioners approved the salary increase of Jennifer L.
Ratigan of the Juvenile Department to $2,862 per month.
i,/ The Commissioners approved the salary increase of Carrie Boyd of
the Treasurers Office to Deputy Treasurer [l salary level.
t� (dL;, The Commissioners received a signed release from Linda Holden and
Randie Ponozzo of the District Court Office regarding back wages.
,, 63_ The Commissioners approved the request for out of state travel for
Oscar Ochoa of the PARC Advisory Board to attend the annual child abuse
conference.
� fel yThe Commissioners approved the request by the Grant County
Tourism Commission for fund to facilitate the public relations program by
Wendt Advertising.
I' ( f ,�, A motion was made by Commissioner Snead, seconded by
Commissioner Allison that Resolution Number 2000 -8 -CC setting Grant
County levies for the 2000 taxes be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2000 -9 -CC regarding the
Sprayfields and Wastewater GWAC Research Project by passed. The
motion carried.

A motion was made by Commissioner Allison, seconded by Commissioner
Snead that Resolution Number 2000 -10 -CC regarding the Irrigated and
Dryland Agriculture GWAC Cost Share programs be passed. The motion
carried.
As there was no further business to come before the Board the session
was continued until January 25.
January 25, 2000
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
10:00 a.m. bid opening (Cars & Pickups), bid Authorization -Loader,
Mowers, Fuel Purchases, 10:30 a.m. Bid Opening (Graders), 10:45 Bid
Opening (Asphalt Transport Trailers), 11:00 Bid Opening (Pressure
Washers), 11:15 Bid Opening (Power Broom), 11:30 Bid Award
Recommendation (herbicide Application Contract).
Irl 1 .�('X The Commissioners signed the Authorization to Call for Bids for 2000
Fuel Purchases, with the bid opening to be held February 15, 2000 at 10:30
a.m.
11 I -� H The Commissioners signed the Authorization to Call for Bids for 3 -
Tractor with Boom Mowers, with the bid opening to be held February 8,
2000 at 10:45 a.m.
The Commissioners signed the Authorization to Call for Bids for 1-
3.5 C.Y. Wheel Loader, with the bid opening to be held February 8, 2000 at
10:30 a.m.
�.; ,•� , The Commissioners held a bid opening for Automobiles; a motion
was made by Commissioner Snead, seconded by Commissioner Allison that
the bids be referred to the Public Works Director for review and
recommendation. The motion carried.

was made by Commissioner Snead, seconded by Commissioner Allison that
the bids be referred to the Public Works Director for review and
recommendation. The motion carried.

The Commissioners held a bid opening for Asphalt Trailers; a motion was
made by Commissioner Snead, seconded by Commissioner Allison that the
bids be referred to the Public Works Director for review and
recommendation. The motion carried.
The Commissioners held a bid opening for Pressure Washers; a
motion was made by Commissioner Snead, seconded by Commissioner
Allison that the bids be referred to the Public Works Director for review and
recommendation. The motion carried.

was made by Commissioner Snead, seconded by Commissioner Allison that
the bids be referred to the Public Works Director for review and
recommendation. The motion carried.
-It- A motion was made by Commissioner Snead, seconded by
Commissioner Allison to accept the recommendation of the Public Works
Director and award the herbicide bid to Darry Air, Inc. The motion carried.
� i.� 1 7 The Commissioners were notified by the Public Works Director that 5
NW/U NW Overlay was built in accordance with the plans and
specifications, and that all materials incorporated into the project met
contract specifications.
y,) 1x The Commissioners approved the salary increase of David D. Bosch
of the Juvenile Probation Department at $890.80 per month.
;,_,_,-/yThe Commissioners approved the salary increase of Armandina
Valdez of the Juvenile Probation Department at $1,113.50 per month.
,11,)4 -)The Commissioners approved the salary increase of Michael A.
Lidbetter of the Juvenile Probation Department at $1,002.15 per month.

of the Juvenile Probation Department at $1,113.50 per month.

Sheriffs Office to $3335.00 per month.

of the Sheriff's Office at $2,829.60 per month.

Crowder of the Sheriff s Office at $2,829.60 per month.
The Commissioners approved out of state travel for Florentino
Hernandez of the Grant County PARC to attend Project Alert Facilitator
Training in Oregon.
The Commissioners signed the Interlocal Agreement to create an
Interagency Narcotics Enforcement Team.
1;}�l The Commissioners approved the request for Barbara Huss of the
Juvenile Probation Department to take Family Medical Leave.
As there was no further business to come before the Board the session
was adjourned until January 31,2000.
