Week of January 10, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. by Chair Deborah Moore. All of the Commissioners were in attendance
with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
I I 1C� The Commissioners authorized the purchase of a patrol vehicle for the
Sheriffs Office.
I (,ii 1 The Commissioners signed a Special Counsel Contract with the firm
of Williams, Kastner & Gibbs.
_), The Commissioners held a Public Meeting regarding the Preliminary
Plat Application from Maiers Development Corporation for Desert Ridge, a
sixty-seven lot subdivision on approximately 33.74 acres in the Residential -
One Zone. The project is located near Pelican Point in a portion of the
Southeast Quarter of the Southwest Quarter of Section 34, Township 19
North, Range 28 East, W.M. and a portion of Sections 2 and 3, Township 19
North, Range 27 East, W.M. After consideration of the request a motion
was made by Commissioner Snead, seconded by Commissioner Allison to
uphold the Planing Commission recommendation for approval of the Plat
with the conditions and findings stated by Planning, and a requirement that
the following 3 items proposed be placed on the face of the Plat:
1. The Development shall pay the same dues as Pelican Point
Association for development of the park
2. The Developer shall help fund the Pelican Point Water Association
System and storage capacity of that system
3. All design standards shall be reviewed and approved by both the
City of Moses Lake and Grant County. The roads shall be
constructed with sidewalks on one side of the street.
The motion carried.

A motion was made by Commissioner Allison, seconded by Commissioner
Snead that Resolution Number 2000 -3 -CC in the matter of approving the
Desert Ridge Preliminary Plat, 1 67 lot subdivision on 33.74 acres in the
Residential One Zone in a portion of the South Half of the Southwest
Quarter of Section 34, Township 19 N., Range 28 East. W.M., Grant
County, Washington be passed. The motion carried.
ia1,� The Commissioners signed Okanogan County Resolution 126-99, a
Five County Joint Resolution in the matter of the appointment of John
Whitecar as a Trustee of the North Central Regional Library.
1ki 1,a1 , The Commissioners approved the request by Sharon Kiehn to extend
approximately 25 hours of her Annual Leave through March 15, 2000.
The Commissioners received a Claim for Damages from Tracy L.
Tourtellotte. The matter was referred to the Prosecuting Attorney for
handling.
/ � � / /Chair Deborah Moore was authorized to sign approval of the Liquor
License Application of Barb's Kountry Kitchen.
I i, � Chair Deborah Moore was authorized to sign the Memorandum of
Agreement between Washington State University Cooperative Extension
and Grant County.
The Commissioners approved the starting salary of Camille DeVantier
of the Prosecuting Attorney's Office at 90% of a legal secretary I, effective
January 12,2000.
/, l ,,�,-, The Commissioners approved the request by Grant county
Information Services for Frank Martinez to attend a class on Microsoft
Windows 2000.
As there was no further business to come before the Board the session
was continued until January 11,2000.
January 11, 2000
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
Resolution —CRP Initiation, Bid Authorizations -Equipment & Vehicles,
Gravel Roads Memo.
1 j f,)�IA motion was made by Commissioner Snead, seconded by
Commissioner Allison that Resolution Number 2000 -4 -CC in the matter of
initiating county road projects and assigning CRP numbers be passed. The
motion carried.
—'-�,',The Commissioners signed the Authorization to Call for bids on the
following:
Automobiles -January 25, 2000 at 10:00 a.m.
Motor Graders w/wing plows -January 25, 2000 at 10:30 a.m.
Hot Asphalt Transport Trailers -January 25, 2000 at 10:45 a.m.
Pressure Washers -January 25, 2000 at 1 1:00 a.m.
Power Broom -January 25, 2000 at 11:15 a.m.
1 / ?r),�As of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors Office 1/10/2000 in the total amount of
$454,742.36.
j As of this date the Board by a majority votes does approve for
payment those vouchers filed in the Auditors Office 1/10/2000 in the total
amount of $169,701.64.
I -) The Commissioners approved the request by the Sheriff's Office to
continue with the Violent Offender Incarceration and Truth -In -Sentencing
Grants with matching fund amount of approximately $20,000.
The Commissioners signed an Agreement with the Town of Wilson
Creek for the Sheriff to provide police protection and law enforcement
within the corporate limits of the Town.
11,z,)7The Commissioners approved the request by the County Coroner to
allow funding for Jerry Jasman to take the registry examination for the
American Board of Medicolegal Death Investigators,Inc.
The Commissioners approved the salary increase of Carrie Nordberg
of the Prosecuting Attorney's Office to 100% of a secretary III.
The Commissioners signed the Public Works Claims Fund Voucher
Approval #12-1 through #12-132 in the total amount of $365,178.46.
tD The Commissioners held a Public Hearing, and a motion was made by
Commissioner Snead, seconded by Commissioner Allison that Resolution
Number 2000 -5 -CC, Ordinance Number 2000 -5 -CC amending Chapter 3.60
of the Grant County Code and adding new sections thereto, relating to
penalty designations, collection dates, exempt organizations, definition of
nonprofit organization, and other matters properly relating thereto be passed.
The motion carried.
As there was no further business to come before the Board the session
was adjourned until January 18. 2000.
