Week of February 20, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman LeRoy Allison. Commissioner Snead, and Commissioner
Moore were in attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
The Commissioners approved the request by the Sheriff's Office for
the purchase of 40 pistols from the Law and Justice Fund in the amount of
$8,190.
P 1 1.,T'The Commissioners approved the request by Grant County Juvenile
Probation Department for out of state travel for Diana Wavra to attend a
meeting regarding the Risk Assessment and Case Management process.
The Commissioners approved the salary increase of Noemi Amezcua
of the Prevention and Recovery Center to $2,285 per month effective
February 1, 2001.
y., ,�,<NThe Commissioners approved the salary increase of Delores (Sue) B.
Hogue of the Prevention and Recovery Center to $1,278 per month effective
February 1, 2001.
The Commissioners appointed Jim Weitzel to a further term on the
Grant County Boundary Review Board.
i. , The Commissioners approved the starting salary of Randi L. Herrin of
the Juvenile Probation Department at $1,816.80 per month effective
February 12, 2001.
r , " -, The Commissioners approved the starting salary of Gloria J. Ponozzo
of the Juvenile Probation Department at $6.72 per hour effective February
12, 2001.
The Commissioners met with the Public Works Director regarding
Personnel, Bid Authorization -Water Tank & Water Pump, Resolution -
Surplus Property (Old Screening Plants), Contract Execution -Discovery
Ford, Bike Race Approval -Road `24' SW, Mattawa, 10:30 Bid Opening
(misc. Road Equipment), 11:00 Franchise Hearing (Pelican Pt. Water
System), 11:15 Franchise Hearing (Dune Lake Farms Landscaping), Port of
Royal Slope -Earnest Money Agreement.
Chairman Allison was authorized to sign the Rural Arterial Program
Certification of Road Fund Expenditures for Traffic Law Enforcement.
_,'The Commissioners received notification from Public Works Director,
Michael A. Murray that he would be retiring from Grant County on March
16, 2001.
The Commissioners held a bid opening on miscellaneous road
equipment and a motion was made by Commissioner Snead, seconded by
Commissioner Moore that the bids be referred to the Public Works
Department for their review and recommendation. The motion carried.
The Commissioners signed an earnest money agreement with the Port
of Royal Slope, Grant County District No. 2, and Grant County for the
purchase of Lot 22 in Phase 1 of the Plat of Port of Royal Slope, located in
the SE '/4 of Section 7 and the NW '/4 and NE '/4 of Section 18, Township 16
North, Range 26 East, W.M.
,u•�j�h The Commissioners signed the Authorization to Call for Bids for
Semi -Trailer, Water Pump w/trailer, Flusher Tank and Asphalt Relay Tank.
Bid opening to be held March 6, 2001 at 10:30 a.m.
The Commissioners signed a Contract with Discovery Ford for one
2001 Ford Explorer XLS, and three 2001 Ford Ranger pickups.
i �_, ) �-, A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -26 -CC setting a Public
Hearing in the matter of disposal of certain County -owned Equipment be
passed. The motion carried.
The Commissioners held a Public Hearing regarding the application
for Franchise of Pelican Point Water Company for a franchise to construct,
operate and maintain potable water mains and services as shown on the
approved plans dated 12/28/00. A motion was made by Commissioner
Moore, seconded by Commissioner Snead to approve the franchise request.
The motion carried.
jq,A,;7,zThe Commissioners held a Public Hearing regarding the application
for Franchise of Dune Lake, LLC for a franchise to construct, operate and
maintain planters and irrigation water lines as shown on the approved plans
dated 12/28/00. A motion was made by Commissioner Snead, seconded by
Commissioner Moore subject to the placement of a notice to the purchasers
of all lots in the Dune Lake Farm Planned Unit Development, with the
following notice placed on the face of all implementing subdivisions:
NOTICE TO PURCHASERS
The entryway to the Dune Lake Farms Planned Unit
Development may include landscaping, a watering system, and other
features in the median area of the roadway which were authorized by a
franchise issued by the County. Grant County will not maintain these
franchised features if the franchise holder, or their assigns, defaults on the
maintenance obligations set forth in the franchise.
The motion carried.
1'4'Z j-/ Allison was authorized to sign the Joint Representation
Agreement between the National Association of Home Builders, Oregon
Building Industry Association, Home Builders Association of Kitsap
County, Tice Ranch, L.P. and Grant County.
11'j,i of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 2/20/2001 in
the total amount of $721,242.60.
_ ;-•The Commissioners signed the Municipal Services Agreement with
the Grant County Economic Development Council for the year 2001.
. The Commissioners appointed Larry Peterson to a further term on the
Grant County Housing Authority.
;. The Commissioners held a Public Hearing regarding the decision to
consider a road name change on Viewcrest Drive SE. After taking public
testimony a motion was made by Commissioner Snead, seconded by
Commissioner Moore to uphold the recommendation of the Emergency
Services Director and make the recommended changes for public safety.
The motion carried.
As there was no further business to come before the Board the session
was adjourned until February 26, 2001.
