HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (128)COMMISSIONERS' PROCEEDINGS Week of December 31, 2001 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman LeRoy C. Allison. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the starting salary of Edward A. Spalding of Grant County Fairgrounds at $1,742 per month. The Commissioners signed the Public Works Department Claims Fund Voucher Approval #12-1 through #12-3 in the total amount of $32,846.46. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -224 -CC relating to the abolition of an existing county fund named 402-176 Developmental Disabilities Residential Program be passed. The motion carried. - A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -225 -CC relating to the abolition of an existing county fund named 408 -Grant County Mental Health be passed. The motion carried. r A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -226 -CC relating to the establishment of a new fund/department to be named 108 Grant County Mental Health be passed. The motion carried. y A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -227 -CC relating to the establishment of a new fund/department to be named 125-167 Developmental Disabilities Residential Program be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -228 -CC in the matter of establishing the effective date of salaries and benefits for employees classified on the Grant County Non -bargaining salary schedule effective January 1, 2002 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -229 -CC in the matter of establishing the effective date of salaries and benefits negotiated during the collective bargaining process for 2002 be passed. The motion carried. 7. - As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 12/31/01 in the total amount of $132,435.75. The Commissioners approved the transfer requests from the Grant County Fairgrounds in the amount of $4,916.67 and $8,000.00. ti The Commissioners met with the Public Works Director regarding Personnel Authorization, Dry Coulee Road -Memorial Sign, Information on Franchise -Frenchman Hills Road, Personnel -Landfill Operator, Weed Assessments. 'The Commissioners held a Public Hearing regarding a minor rezone of a 6.2 -acre parcel from Public Facility to Urban Light Industrial requested by William Perdue. The proposal is located at the southwest corner of Randolph Road and Patton Blvd. In a portion of Section 32, Township 20 N., Range 28 E. W.M. After taking testimony a motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -230 -CC upholding the Planning Commission recommendation for approval deleting condition #6 be passed. The motion carried. The Commissioners held a continuation of the Public Hearing on the Hearings Examiner Ordinance. An ordinance consistent with the Comprehensive Plan, establishing a Grant County Hearings Examiner. The purpose is to streamline the land use permitting process for the public, provide an administrative land us regulatory function from its land use planning function, and ensure and expand the principles of fairness and due process in public hearings. A motion was made by Commissioner Snead, seconded by Commissioner Allison to enact an ordinance for Hearings Examiner to hear CUP's and Flood Hazard Permits, with the Board of Adjustment to handle variances. The motion carried. Commissioner Moore voted against the motion. As there was no further business to come before the Board the session was continued until January 2, 2002. January 2, 2002 The session was continued with all of the Commissioners in attendance. Commissioners spent the day working on various non action matters. As there was no further business to come before the Board the session was continued until January 3, 2002. January 3, 2002 The session was continued with all of the Commissioners in attendance. The Commissioners spent the day interviewing for the new Administrative Coordinator position. As there was no further business to come before the Board the session was continued until January 4, 2002. January 4, 2002 The session was continued at 10:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. < > yc, The Commissioners signed the Traffic Management Agreement with the Grant County Public Utility District No. 2 regarding a road across the Priest Rapids Dam. As there was no further business to come before the Board the session was adjourned until January 7, 2002.
