Week of November 26, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman LeRoy C. Allison. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
!`/'�3 /,The Commissioners approved the salary increase of Sally Catlin of the
Assessors Office to $2,631 per month.
/-'/;33-,1^JThe Commissioners approved the Request for Transfer of Funds in the
Cooperative Extension Department in the amount of $2,500.
/x,33 ,zMe Commissioners approved the request for a budget extension in the
New Hope Domestic Violence and Sexual Assault Services Office in the
amount of $12,271 due to additional revenue received.
i3?yThe Commissioners appointed Randy Williamson to act as
Emergency Coordinator for Amateur Radio Operations within Grant County.

,,,v ? ,53v The Commissioners approved payment of the bill submitted by East
High Flying Service for the fire fighting effort with Fire District 4 in August
2001.
i-�-/j-33/A Public Hearing was held and a motion was made by Commissioner
Moore, seconded by Commissioner Snead that Resolution Number 2001-
190 -CC authorizing an appropriation and expenditure of funds for the
Repairs and Demolitions Fund 4118, Department #160 in the amount of
$4,312 be passed. The motion carried.
motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -191 -CC reducing the
assessment for the Hillcrest Lighting District for 2002 to $13.00 per parcel
be passed. The motion carried.
;��3333A Public Hearing was held and a motion was made by Commissioner
Snead, seconded by Commissioner Moore that Resolution Number 2001-
192 -CC relating to a supplemental extension in the 2001 budget of the
Juvenile Department 9117, Current Expense Fund #001 due to unanticipated
state and/or federal funds in the amount of $46,827 be passed. The motion
carried.
f3 A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -193 -CC setting a Public
Hearing for December 17, 2001 at 1:00 p.m. relating to the facts requiring an
appropriation and expenditure of funds for the Emergency Services Fund
#102, Department #144 in the amount of $12,270 be passed. The motion
carried.
SAs of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors Office November 26, 2001 in the total
amount of $561,582.03.
Commissioners held a Public Hearing regarding the appeal of the
Grant County Planning Department Notice of Decision, by Dorothy Brown
and Justin and Farrah Brown regarding the establishment of a temporary
diesel powered electric generating facility in the Rural Remote zone . After
taking public testimony a motion was made by Commissioner Moore,
seconded by Commissioner Snead to provisionally dismiss without prejudice
the appeal. The motion carried. The Planning Director withdrew, with
prejudice, approval of the Discretionary Use Permit. This action was taken
pursuant to a request dated November 26, 2001 from Mr. Patrick Acres, the
applicant's attorney, requesting that approval of Discretionary Use permit
Number 0 1 -3091 be disavowed and rescinded.
The Commissioners were in executive session regarding the Moses
Lake vs Grant County case before the Eastern Washington Hearings Board.
As there was no further business to come before the Board the session
was continued until November 27, 2001.
November 27, 2001
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
CRID 2001 -02 -Certificate of Mailing of Notice of Adoption, Annual
Construction Program for 2002, 2002 Vehicle/Equipment Purchase, Hartline
Shop Use by Fire District, Road 8 -NE Request -Gravel Road Committee,
Preliminary Budget.
i i.7.1e The Commissioners received the Certificate of Mailing of Notice of
adoption of Resolution setting date for Preliminary Assessment Roll Hearing
and ordering notice and publication thereof on Road Improvement District
No. 2001-2, Road 10 NW..
Chairman Allison was authorized to sign the Contract with
Washington State Military Department and State Enhanced 911 Funds.
Commissioners held a Public Meeting regarding the Gosney Re -
Plat. A Re -plat of lots 326 and 327 in Desert Aire #1. A motion was made
by Commissioner Moore, seconded by Commissioner Snead that Resolution
Number 2001 -194 -CC approving the Re -plat with the 10 conditions and 2
findings as provided by the Planning Department. The motion carried.
The Commissioners signed the Public Works payroll Journal for the
month of November in the amount of $285,089.35.
Commissioners approved the salary increase of Corrections
Officer Milo Bushman to $2,714.46.
%'/)-'I' The Commissioners approved the salary increase of Deputy Joe
Wester of the Sheriff's Office to $3,418.37.
The Commissioners approved the salary increase of Deputy Mark
Sherwood of the Sheriff's Office to $3,418.37.
1,<_ .3�,.,'The Commissioners approved the salary increase of Deputy John
Wallace of the Sheriff's Office to $3,222.60.
3, , ;,- The Commissioners approved the starting salary of Deputy Jeff Wade
of the Sheriff's Office at $2,959.38.
"-.)' The Commissioners approved the salary increase of Corrections
Officer Kim Newland to $2,661.24.
The Commissioners approved the starting salary of Corrections
Officer Brian Rogers at $2,262.05 per month.
:_j„,� The Commissioners approved the starting salary of Teddy E. Chow of
the Prosecuting Attorney's Office at 100% of a Deputy Prosecutor I
effective November 26, 2001.
As there was no further business to come before the Board the session
was adjourned until December 3, 2001.
