Week of October 1, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman LeRoy C. Allison. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
/,/',V ',The Commissioners approved the salary increase of Anastasiya
DeLeon of the District Court Office to $2,081 per month.
p ; , Chairman Allison was authorized to sign approval of the special
occasion liquor license of Royal Golf Association from 6:00 pm to 10:00 pm
on October 20, 2001.
�y_;, ,, The Commissioners received the notice of separation of Patti Cabe
from her position in the WSU Cooperative Extension Office effective
October 9, 2001.
�„i As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 10/l/O1 in the
total amount of $392,906.74
),.The Commissioners approved the request by Greg Grammer of the
Juvenile Probation Department for the salary increase for administrative
positions in his office.
' ' The Commissioners received a copy of the CASA Agreement with the
State Office of the Administrator for the Courts.
/ k The Commissioners approved the Request for Transfer of funds in the
Juvenile Probation Department in the amount of $2,500.
The Commissioners set a Public Hearing for October 22, 2001 at 1:00
p.m. regarding a supplemental budget for the Sheriff's Department from
unanticipated state or federal funds in the amount of $3,624.
;,�,y. The Commissioners signed the Public Works Claims Fund Voucher
approval #9-1 through 49-3 in the total amount of $38,546.34.
a/;,/ The Commissioners received the signed Interlocal Agreement for
Development and Use of Samaritan Hospital Property, between Grant
County and Grant County Public Hospital District No. 1.
JThe Commissioners received notification that Reserve Officer Pam
Kursave was elected to serve on the Grant County Reserve Officer Board of
Trustees.
The Commissioners approved the salary increase of Jennifer L.
Ratigan of the Juvenile Probation Department to $2,920.50 per month.
The Commissioners approved the salary increase of Lana Schimke of
the Sheriff s Office to $2,285 per month.
''�-' The Commissioners signed a Proclamation setting the month of
October as National Domestic Violence Awareness in Grant County.
The Commissioners approved the recommendation of the Department
of Community Development and lifted the countywide burn ban effective
Monday, October 1, 2001 at 12:01 p.m.
The Commissioners held a Public Meeting on the Reasonable Use
Exception request from John and Patricia Heffner, to allow the development
of a single family dwelling on a one -acre parcel in the Shoreline
Development 3 Zone of Grant County. A motion was made by
Commissioner Snead, seconded by Commissioner Moore that Resolution
Number 2001 -159 -CC upholding the Planning Commission approval of the
Reasonable Use Exception with findings and conditions as provided by the
Planning Department be passed. The motion carried.
As there was no further business to come before the Board the session
was continued until October 2, 2001.
October 2, 2001
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
10:30 a.m. Bid Opening -Ephrata Landfill Roads, Weed Spray Program,
Personnel -Engineer Tech I1 (Full Time/Temp.), Traffic Foreman (Vic
Levesque), Wes Smith (Called to active duty).
, ; The Commissioners held a bid opening on the Ephrata Landfill Roads.
A motion was made by Commissioner Moore, seconded by Commissioner
Snead to turn the bids over to Public Works for their review and
recommendation. The motion carried.
a ✓, The Commissioners appointed Deputy Marc Norberg to a position on
the Grant County Solid Waste Advisory Committee.
:/" k The Commissioners approved the request by the Sheriff s Office for
the purchase of a laptop computer in the amount of $1,385.83.
The Commissioners received signed originals of the Stop Grant
Coordinator Agreement with the Prosecutors Office and the Sheriffs Office.
The Commissioners signed the Payroll warrants list for the month of
September 2001.
- The Commissioners approved the request by the Juvenile Probation
Department to expend the amount of $2,000 for an Intermountain
AmeriCorps volunteer at their agency for nine months.
The Commissioners upheld the recommendation of the Public Works
Director and awarded the contract for the Ephrata Landfill Roads to Central
Washington Asphalt in the amount of $24,308.00.
As there was no further business to come before the Board the session
was continued until 7:00 p.m.

The session was continued at 7:00 p.m. with all of the Commissioners
in attendance with the Clerk of the Board.
%,) The Commissioners held a Public Hearing regarding the proposed
creation of Grant County Road Improvement District No. 2001-1 to consider
the improvement of the roads and streets within the North %2 of Section 33,
Township 21 North, Range 26 East W.M. They took testimony from those
in attendance wishing to speak, and after consideration a motion was made
by Commissioner Moore, seconded by Commissioner Snead to continue the
matter until 7:00 p.m. on November 5, to allow those in attendance to find
answers to their legal questions, as well as allowing others who were unable
to attend this meeting to have an opportunity to present their questions and
concerns. The motion carried.
As there was no further business to come before the Board the session
was adjourned until October 8, 2001.
